Kuala Lumpur: THE Government has outlined four main strategies to boost infrastructure efficiency and encourage transition to public transport throughout the duration of the 13MP. The four strategies, contained in the 13MP document issued by the Economic Affairs Ministry, encompass the financial aspect of operators, transit-oriented development (TOD), infrastructure investment and restructuring rail administration and operations. The Government aims to identify a review mechanism to determine suitable public transport rates, based on the results of the Klang Valley Public Transport Strategic Plan to achieve 40 per cent modal share by 2030 from the current 25.9 per cent, and to reduce operation costs, especially for rail transport, by introducing special tariffs for the public transport sector. Such a move would also speed up TOD implementation through strategic partnerships between operators and the private sector in locations with potential such as Kuala Lumpur, Selangor, Johor, Penang and Negeri Sembilan. TODs to be implemented include the Penang Light Rail Transit (LRT) Mutiara Line and the East Coast Rail Line (ECRL), while completion of the 37-kilometre (km) LRT 3 project, ECRL and Johor Bahru-Singapore Rapid Transit System (RTS) Link, both expected to begin operation during the 13MP, will boost integration and expand public transport coverage. Emphasis will also be placed on boosting first-mile, last-mile interconnectivity and more frequent and consistent bus service in major cities, especially during peak hours, as well as increasing pedestrian-friendly facilities at stations and parking areas. Also, rail capacity use will be optimised by adding the number of passenger trains through leases to ensure smooth mobility for the public, while a feasibility study for the Transborneo Railways project in Sabah and Sarawak is being conducted and will form the basis of the development of the first rail system in East Malaysia. The Government will also restructure rail transport sector governance by separating the functions of asset ownership and operations between related agencies such as Rail Assets Corporation (RAC) and Keretapi Tanah Melayu Berhad (KTMB). The use of tracks through a mechanism of various rail operators and imposing charges will be explored to offer more services to passengers and encourage more goods transport via rail. The document also highlighted achievements during the 12th Malaysia Plan, with public transport passengers in the Klang Valley growing at an annual growth rate of 18.6 per cent from 2021 to 2024, the sale of 2.7 million MY50 travel passes and the expansion of the Demand-Responsive Transit (DRT) to over 33 zones around Klang Valley with 300 vans in 2025. PENAMPANG: The MyLesen B2 programme that helped about 1,200 people to obtain free B2 motorcycle licences in Sabah is proof of the strong cooperation between the State and Federal Governments, said Chief Minister Datuk Seri Hajiji Noor. He said the Government has always been attentive to the pulse and needs of the people across all segments of society, whether in urban or rural areas. 'In this regard, the State and Federal Governments continue to work together to implement various initiatives for the people, especially in areas like transportation, which is a national priority,' he said at the handing-over ceremony of the licences at the International Technology and Commercial Centre (ITCC), here, Saturday. Hajiji said the implementation of the programme was meaningful, as having a Class B2 motorcycle licence directly allows the beneficiaries to legally ride motorcycles and become competent riders. 'This programme is one of the Government's noble efforts to help low-income groups obtain licences, thereby empowering their mobility and expanding access to job opportunities, education and economic participation, especially in rural areas,' he said in his speech read by Deputy Chief Minister III Datuk Shahelmey Yahya. The MyLesen B2 programme is a government initiative through the Road Transport Department (RTD) under the National 2025 Budget, aimed at assisting 15,000 individuals from underprivileged groups nationwide. They included school students, higher learning institution students and B40 youths to obtain the Class B2 Malaysian Driving Licence (for motorcycles not exceeding 250cc). 'I have been informed that each programme participant has undergone lectures and training sessions, followed by a full testing process conducted by RTD Sabah and the licensing was carried out according to government standards. 'Congratulations to the Sabah RTD Di'rector and all officers who have been highly committed and worked hard in implementing the 2025 MyLesen B2 programme,' he said. The Chief Minister said the RTD-led programme also aligned with the aspirations and initiatives of the State Government under the action plan to eradicate hardcore poverty and empower social mobility, in line with the Sabah Maju Jaya agenda. 'I am confident that if initiatives like this are continued and expanded, we will not only lessen the people's burden but also open broader opportunities for Sabah's youths to move toward a brighter future. 'The State Government always welcomes and fully supports such programmes and noble efforts that are people-centric,' he said. Hajiji said such efforts should be continued so their benefits can be enjoyed by more people, particularly those in need of financial and logistical assistance. 'In the context of the State Government, various forms of assistance and initiatives under the Sabah Maju Jaya 1.0 roadmap have been implemented to support the people, especially the B40 group, in both economic and educational aspects,' he said. He advised the licence recipients to make the best use of their licence and, most importantly, be disciplined, courteous, ethical and responsible road users. ALOR SETAR, Aug 3 — Syarikat Air Darul Aman (Sada) is implementing a tariff adjustment through a review of the Tariff Setting Mechanism for all categories of users in Kedah, taking into account the company's operational expenditure (opex) and capital expenditure (capex). In a statement, Sada said the tariff adjustment came into effect on Friday and will be reflected in the September billing cycle. 'The tariff adjustment is a crucial requirement for the water operator to ensure long-term sustainability of the water supply in the state. It is also in line with Sada's ongoing efforts to improve service quality through the development of water infrastructure projects currently being actively implemented by the state government and Sada itself. 'Key focus areas include the replacement of old and deteriorated pipes, which are the main contributors to the non-revenue water (NRW) issue. To address water supply shortages, several new water treatment plant (WTP) projects are being developed, including the Pelubang WTP, Kodiang WTP Phase 1, Padang Saga WTP Phases 4 and 5, Sidam Kiri WTP Phase 1, Sungai Karangan WTP Phase 1, and the construction of a compact plant at Kulim Hi-Tech,' it said. Sada added that repair works for distribution systems and pump houses were also being actively carried out to address low water pressure issues in several areas. It said additional revenue from the tariff adjustment would be used to cover operating costs, repair and maintenance of existing systems, development of new, more sustainable and efficient water supply systems, improvements in service quality, including the company's capacity to respond to consumer complaints more swiftly, and to reduce the NRW rate in Kedah. 'The adjustment also considers the need to meet the company's operating costs for 2025, which are expected to increase by six per cent, covering key components such as electricity, wages, raw water charges, and chemicals used in the water treatment process,' it said. Sada stated that these rising costs exerted direct pressure on the company's operational capacity to deliver efficient, stable and quality water supply services to the people of Kedah. 'This tariff adjustment is seen as a strategic step to ensure the company's financial stability and to strengthen Sada's ability to continuously plan and implement service improvements,' it added. Overall, the impact of the tariff adjustment was described as reasonable and not burdensome. Sada said the adjustment had gone through a thorough review with the National Water Services Commission (SPAN) and was being implemented in phases to avoid burdening users. According to the statement, the approach taken strikes a balance between user affordability and the need for the water operator to meet its operating expenses. 'Sada expresses its deep appreciation and gratitude for the support provided by all parties, especially the Federal Government, the State Government, SPAN, and consumers,' it added. — Bernama

New water tariffs in Johor will support upgrades to the Semanggar and Semanggar 3 water treatment plants, according to the state water operator. (Ranhill pic) JOHOR BAHRU : Higher water tariffs have come into effect in Johor from Aug 1, but most domestic consumers, places of worship, or vulnerable groups in the e-Kasih database will not be affected, according to state water operator Ranhill SAJ. Its CEO, Anuar Abdul Ghani, said users in tiers one and two will continue enjoying the existing rates. However, domestic consumers who use more than 35 cubic metres per month will pay 35 sen more per cubic metre, but the minimum monthly charge remains at RM10.50, he said in a statement today. Non-domestic users will see a tariff increase of RM1 to RM1.75 per cubic metre, with the new monthly minimum charge set at RM41.50. Residents in strata housing using bulk metres will experience an increase of 20 sen per cubic metre, while the shipping industry will now be charged RM8.03 per cubic metre. A new tariff category has also been introduced for data centres, which will be charged RM5.33 per cubic metre. Anuar said the rates were approved by the Cabinet as a necessary step to improve water services and infrastructure resilience. The changes would help fund the replacement of ageing, leak-prone pipelines and support rising water demand due to rapid development and population growth, he added. Among the key upgrade projects supported by the new tariff are Layang 2 Phase 2 (160 million litres per day), Semanggar (50 MLD), and Semanggar 3 (120 MLD).
