
Quebec woman pleads guilty to joining ISIL, sentenced to one day in custody

A Quebec court judge agreed to a joint submission from the federal Crown and lawyers for Oumaima Chouay — she will serve one day in custody in addition to the 110 days she spent in pretrial detention, and be on probation for three years. As part of her guilty plea, three other terror-related charges were stayed.

Federal prosecutors say Chouay is the first person convicted in Canada for providing support to a terror group by marrying a fighter.

The Public Prosecution Service of Canada said independent experts who examined Chouay, 29, over the past 30 months concluded that her risk of recidivism and her dangerousness to society are very low. The RCMP share that assessment.

'The recommended sentence here takes into consideration the early, ongoing, demonstrated and independently evaluated steps Ms. Chouay has taken to demonstrate remorse, take responsibility, commit to fundamental change and a rejection of extremist ideology,' George Dolhai, director of public prosecutions, said in a statement.

Chouay admitted to joining the Islamic State, marrying a fighter and having two children with him to be raised under ISIL doctrine. She is not suspected of having participated in combat or terrorist activities.

Chouay was charged after being repatriated to Canada from a detention camp in Syria in October 2022. She was granted bail in January 2023 under strict conditions, and authorities say she has attended depolarization therapy and will continue to do so.

The RCMP investigation began several years earlier in 2014, when she left Canada as a teenager for Turkey before crossing into Syria.

'(She) knew that by joining the Islamic State, she would be participating in the activities of this terrorist group,' court documents say.

'(She) knew, at the time of joining the Islamic State, the various roles of women within this terrorist group, including assistance with recruitment on social media, the creation and distribution of propaganda, as well as a role in supporting fighters and founding a family raised in accordance with the values of the Islamic State.'

Youth charged with murder in 2024 Vancouver Island homicide
A youth has been charged with second-degree murder and released from custody in a case that began with a missing person report out of Nanaimo last year. The body of Tavis Cagg was found at a home in Lake Cowichan on Sept. 3, 2024, the same day he was reported missing, the RCMP's Vancouver Island Integrated Major Crime Unit said last year. A suspect was identified at the time and that person was arrested and charged on Wednesday, according to authorities. 'The suspect has been released by the court and is to abide by multiple court-ordered conditions. The youth's name cannot be released as it is protected under the Youth Criminal Justice Act,' a Thursday statement from the RCMP said. 'To preserve the integrity of the investigation and the judicial process, no further details will be provided.' When the homicide investigation was first announced, police described Cagg's killing as an 'isolated incident' but did not provide any details on how Cagg died, why his death was suspicious, or the relationship – if any – between the victim and suspect.

The IIO confirmed the two victims inside the home were a male and female both in their 60s. A dog inside the home was also killed. Police were first called about a neighbourhood dispute in the 11800-block of 239th Street shortly after 6:30 p.m. Wednesday, according to Ridge Meadows RCMP. Officers spoke with several individuals, but no arrests were made. Then, shortly before 11 p.m., the fire department and police responded to calls about a vehicle fire and break and enter in progress at the same address. Fairweather said he often spoke to the female victim when she walked her dog, and she had indicated they had been in a dispute with the suspect for years, complaining of threats that had been reported to police several times. Kelowna beach attack victim left with brain injury, semi-paralyzed
A Kelowna, B.C., man is in hospital after a violent attack left him with a brain injury and partial paralysis. Ryan Yarush remains in care, barely able to speak, more than a month after the incident. Police say the June 13 assault followed a verbal altercation at Mushroom Beach, which turned physical. Witnesses reported Yarush was beaten unconscious in a brutal encounter that, according to his loved ones, left him convulsing and bleeding from the ear. 'We weren't sure if he was even going to make it,' said Jackie Wasyluk, the mother of Yarush's 15-year-old son. '(The suspect) kept beating Ryan while he was unconscious. It's brutal,' she said. The attack has had an impact on Yarush's son, according to the boy's mother. 'He's upset and confused,' Wasyluk said. 'It's hard for him to understand all of this — his dad's condition. It's traumatizing.' RCMP say the investigation is ongoing. A disclosure package is being prepared for BC Prosecution Services, but no arrests or further details have been made public at this time. 'Justice will go through the courts,' said Wasyluk. 'But these days, it just seems like there isn't a lot of justice for victims when it comes to violent crimes — people seem to be released pretty quickly.'
