Seven projects to deliver more efficient, stable power to Sabah, Labuan

KOTA KINABALU: Over 60,000 consumers in Sabah and Labuan will benefit from a more stable and efficient power supply with the implementation of seven energy projects valued at RM260.7million. Deputy Prime Minister Datuk Seri Fadillah Yusof, who is also energy transition and water transformation minister, said the projects under his ministry involve substation upgrades, new grid line connections, and safety monitoring systems. "(These are) designed to ensure reliable electricity supply across areas from Tanjung Aru to Ranau, Batu Sapi, and Labuan," he said during the handover ceremony for the seven completed energy sector projects at the Kota Kinabalu Main Intake Substation (PMU KKBU) here. The PMU KKBU project, initiated under the 10th Malaysia Plan (10MP), now benefits around 11,452 users in Tanjung Aru and Kota Kinabalu city. It includes a building housing 132kV and 33kV gas-insulated switchgear (GIS) and 132/33/11kV transformers, replacing the outdated 66/11kV system with no replacement parts available. The project also supports a new 33kV cable connection to Kota Kinabalu International Airport, thus improving supply reliability to this strategic location. Other completed projects include the 132kV Labuan–Sipitang Interconnection which was completed on Sept 2 last year, but awaiting the completion of Sarawak Energy's portion by September 2025. "Once operational, it will enable the import of 30MW of power from Sarawak, with a grid capacity of up to 500MW, making it part of the Asean Power Grid linking Peninsular Malaysia, Sabah, Sarawak, and the Philippines," said Fadillah. Another one is the RM31.3 million 33/11kV Ranau Main Distribution Substation (PPU) that was completed March last year and connects Ranau to the Sabah grid and reduces dependency on an 18MW diesel power plant, benefiting 15,620 users while cutting diesel subsidies. Others are the RM30.02 million Batu Sapi PPU to address old system issues; RM42 million Protection Online Monitoring System with the installation of 15 km submarine fibre optic cables from Kampung Lambidan, Menumbok to Tanjung Aru and Labuan. The RM50.011 million PMU at Universiti Malaysia Sabah (UMS) which has been operational since Aug 12 last year, raised load capacity from 93.51MW to 131.60MW, lowered SAIDI index, and reinforced 33kV distribution in Sulaman and Alamesra, benefiting over 5,000 users including UMS Hospital. The RM6.3 million 11kV System Enhancement in Labuan, which was also completed in Nov last year, upgraded protection systems at PPU Rancha-Rancha, boosting infrastructure to support new developments in Labuan.

More than 60,000 electricity users in Sabah and Labuan are now enjoying a more stable power supply following the completion of seven energy projects worth over RM260 million by the Energy Transition and Water Transformation Ministry (Petra). The projects, which include grid upgrades, new substation connections and enhanced safety systems, cover areas from Tanjung Aru to Ranau, Batu Sapi and Labuan. Deputy Prime Minister and Petra Minister Datuk Seri Fadillah Yusof officiated the handover ceremony at the Kota Kinabalu Bulk Supply Substation (KKBU), part of a special federal initiative known as PPKBES. The KKBU project, under the 10th Malaysia Plan, replaces outdated systems and now supports 11,452 users including those at Kota Kinabalu International Airport, with enhanced capacity and newer gas-insulated switchgear and transformers. Among the other completed works is the RM34.92 million Labuan–Sipitang grid upgrade, enabling Sabah to eventually import up to 30MW of electricity from Sarawak through a regional Asean Power Grid once Sarawak's portion is completed. Inland, the RM31.3 million Ranau substation has connected the town to the state grid, reducing diesel dependency for over 15,000 users, while the RM30 million Batu Sapi substation has improved distribution in Sandakan's surrounding areas. SAMARKAND: Malaysia continues to strengthen its public sector to meet the evolving needs of its people while contributing meaningfully to the Sustainable Development Goals, participants at a United Nations forum here were told. Deputy Prime Minister Datuk Seri Fadillah Yusof (pic) said that under the 10th Malaysia Plan (2011-2015), Malaysia achieved major strides in digitalising public service delivery. He noted that over 10,000 or 77% of government services were made available online, greatly enhancing access and convenience for citizens. "We reduced licensing burdens at both federal and local levels by nearly 60% and saved over RM9bil through value management efforts and the abolition of more than 38,000 redundant positions, underscoring our commitment to prudent governance and efficient service delivery,' he said in his speech at the United Nations Public Service Forum 2025 here on Monday (June 23). Fadillah said one of the key pillars of the civil service's transformation was the adoption in its daily operations of Hemat, an acronym of five core values: Hijrah Tatakelola (Governance Transformation), Empati Rakyat (Empathy for the People), Minda Pekin (Progressive Mindset), Apresiasi Inovasi (Appreciation of Innovation), and Tadbir Urus Telus (Transparent Governance). "Introduced by the Public Service director-general, Hemat encapsulates the spirit of responsible leadership and a renewed commitment to quality service delivery,' he added. Complementing this, he said, Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar has launched a comprehensive Public Service Reform Agenda focused on value-based governance, human capital development, organisational strengthening, service delivery and public-private sector collaboration. "These reforms are supported by an associated and integrated strategy, which ensures that technology and data are embedded in governance transformation,' he said. Fadillah said Malaysia's commitment to a sustainable future is further demonstrated through the establishment of the Energy Transition and Water Transformation Ministry, which is currently under his purview. "This reflects the government's strategic decision to align critical public utilities with climate action, technological innovation, and inclusive development. "The ministry is tasked with transforming our energy and water governance models. It is leading efforts to future-proof the electricity grid, promote renewable energy adoption, particularly solar and hydropower, to enhance energy efficiency, and modernise water resource management. "It also seeks to ensure that infrastructure planning integrates sustainability and equitable access at its core,' he said. At the same time, Fadillah stressed that the welfare and professionalism of Malaysian civil servants remain a priority. "Our newly introduced Public Service Remuneration System, effective December 2024, reflected this focus. "It embeds performance-based rewards, phased salary adjustments, and clear career pathways aligned with the Madani vision to foster a just, inclusive, and high-performing society,' he added. BUTTERWORTH: The Health Ministry has officially received the new multi-storey block of Hospital Seberang Jaya in Penang from the Works Ministry on Friday (May 2). Completed on April 12, the new building will be operational in phases from Monday (May 5). The RM486.2mil project was approved in 2012 under the 10th Malaysia Plan (RMK10) and has been one of the most eagerly-awaited developments by residents of Seberang Prai and its surrounding areas. Present during the handover ceremony were Health Minister Datuk Seri Dr Dzulkefly Ahmad and Works Minister Datuk Seri Alexander Nanta Linggi. They witnessed the handing over at the new hospital block auditorium between the project supervising officer and Health Ministry secretary-general Datuk Seri Suriani Ahmad. The new nine-storey block houses 316 beds, six operating theatres, and seven types of multidisciplinary wards, including an intensive care unit and high dependency unit. With its completion, Hospital Seberang Jaya's total capacity has increased to 729 beds and 11 operating theatres, strengthening its role as a major referral hospital in the northern region.
