Bengaluru stampede: IPS officer's suspension order quashed by tribunal
The Bengaluru bench of the tribunal comprising Justice B K Shrivastava and administrative member Santhosh Mehra, had reserved its verdict on June 24 Press Trust of India Bengaluru The Central Administrative Tribunal (CAT) has quashed the Karnataka government's suspension order against senior IPS officer Vikash Kumar Vikash, who faced the action in the wake of a fatal stampede here last month. The tragic incident on June 4 in front of M Chinnaswamy stadium claimed the lives of 11 people, drawing sharp criticism over the planning and crowd management. Vikash had challenged the government's June 5 suspension order before the tribunal, which also included the names of then Bengaluru Police Commissioner B Dayananda and DCP Shekar H Tekkannavar. On Tuesday, it set aside Vikash's suspension. Vikash's counsel, senior advocate Dhyan Chinappa, said, The tribunal has allowed the petition and annulled the suspension, affirming that he is entitled to all benefits as per service rules. The CAT also noted that its findings could be extended to the cases of Dayananda and Tekkannavar, opening the door for their potential reinstatement. Following the incident, the CM announced the suspension of Commissioner of Police of Bengaluru city Dayananda, Additional Commissioner of Police Vikash Kumar Vikash, who was in charge of the stadium, Deputy Commissioner of Police of central division Shekhar H Tekkannavar, Assistant Commissioner of Police C Balakrishna, and Circle Police Inspector of the Cubbon Park Police station A K Girish. The government had suspended the three IPS officers under the All India Services (Discipline & Appeal) Rules, 1969; while action against the ACP and PI was pursued under the Karnataka State Police (Disciplinary Proceedings) Rules, 1965. According to the suspension order, the CEO of RCB had intimated Commissioner of Police, Bengaluru City on June 3 about holding the victory parade and celebrations on June 4. However, the office of Police Commissioner failed to give a written reply to the organisers, rejecting the permission on the grounds of lack of time to prepare for such a huge event. It said the RCB and Cricket Association tweeted about the celebrations and invited the fans to Chinnaswamy stadium without going through the usual practice of issuing tickets or passes. Despite being aware of the developments and expectation of a huge turnout of cricket fans by the police, steps were not taken to either have the event organized systematically at the stadium or give adequate information to the public to take necessary precautions for their safety or provide additional Police force for appropriate crowd management. Further, the situation was not discussed with the higher-ups for necessary guidance and advice on the matter. As a result, the situation went out of control and brought a lot of misery, loss of precious life and embarrassment to the Government, it added.

NEW DELHI: The Central Administrative Tribunal (CAT) has quashed the suspension of senior IPS officer Vikas Kumar, who was earlier held responsible in connection with the Bengaluru stampede incident which claimed 11 lives. Vikash Kumar Vikash had moved the tribunal challenging the Karnataka government's order suspending him for dereliction of duty. Vikash is one of the five officers suspended. The suspension order, citing Rule 3(1)(a) of the All India Services (Discipline & Appeal) Rules, 1969, alleged that Vikash, along with other officers, failed to take adequate crowd-control and safety measures despite prior knowledge of the celebrations. The order highlighted the fact there wasn't enough time to prepare for such a huge event, but was silent on how the tragedy could be attributed to Vikash and the other officers. The applicant stated in his application that he has been made a scapegoat. Tribunal also urged the government to 'reconsider the suspension orders of other officials' linked to the case. Odisha Govt suspends Dharamgarh Sub-Collector caught taking Rs 10 lakh bribe
Bhubaneswar (Odisha) [India], June 10 (ANI): The Odisha government has suspended Dhiman Chakma, the Sub-Collector of Dharamgarh in Kalahandi district. Chakma was caught red-handed on Monday while allegedly accepting a Rs 10 lakh bribe from a local businessman. 'Governor of Odisha in exercise of powers conferred under sub-rule 3 of rule 3 of the All India Services (Discipline & Appeal) Rules, 1969 hereby places the said Shri Dhiman Chakma, IAS (RR-2021) under suspension with immediate effect,' said the order issued by the General Administration Department of the State government. 'It is further ordered that during the period of suspension, the headquarters of Shri Chakma, IAS is fixed at the GA&PG Department, Government of Odisha, Bhubaneswar, and he shall not leave the said headquarters without prior permission of the undersigned,' the order added. On Monday, Odisha Vigilance Department said that during further searches at Chakma's residence, an additional Rs 47 lakh in cash was recovered, and Investigations are ongoing. Chakma, the 2021-batch IAS officer, had allegedly demanded a total of Rs 20 lakh as a bribe, threatening to take action against the businessman's enterprise if the payment was not made, the Odisha Vigilance said in a release. Chakma called the complainant to his official residence in Dharamgarh, where he accepted Rs. 10 lakh as the first instalment, it said. The IAS officer was caught 'red-handed while demanding and accepting a bribe of Rs 10 lakh from a local businessman,' the department said in the release. The accused Sub Collector called the complainant to his official government residence at Dharamgarh, received the bribe amount, verified the 26 number of 100-note bundles of different denominations with both his hands, and kept the same inside his residence office table drawer. Both hand wash and table drawer wash gave a positive chemical reaction, the release said. A case has been registered under Section 7 of the Prevention of Corruption Act, 1988 (as amended in 2018). Arrested IAS officer suspended for graft
1 2 Bhubaneswar: IAS officer Dhiman Chakma, who was arrested by vigilance sleuths for allegedly accepting Rs 10 lakh bribe from a businessman in Kalahandi on Sunday, was placed under suspension on Tuesday. "The chief minister has ordered immediate suspension of Dhiman Chakma, sub-collector, Dharamgarh," a statement from the CMO said. "Governor of Odisha in exercise of powers conferred under sub-rule 3 of rule 3 of the All India Services (Discipline & Appeal) Rules, 1969, hereby places Dhiman Chakma under suspension with immediate effect," read an order issued by the state general administration department. Anti-corruption officials recovered Rs 10 lakh in bribe money during the trap operation at Chakma's residence in Dharamgarh. A subsequent house search yielded an additional Rs 47 lakh in unaccounted cash.
