Cloudy skies, rain expected all over PH due to Habagat
The Southwest Monsoon (Habagat) will bring cloudy skies and rain over several areas in the country in the next 24 hours, PAGASA said Thursday afternoon. According to its 4 p.m. daily weather forecast, the state weather bureau said the affected areas are Mindanao, Western Visayas, Negros Islands Region, Pangasinan, Zambales, Bataan, Palawan, Occidental Mindoro, and Oriental Mindoro. These moderate to at times heavy rains may cause flash floods or landslides. Partly cloudy to cloudy skies with isolated rain showers or thunderstorms will also persist over the rest of Visayas, also due to the Habagat. Metro Manila and the rest of Luzon will observe similar weather conditions due to localized thunderstorms. These severe thunderstorms may trigger flash floods or landslides. Meanwhile, PAGASA continues to monitor the tropical depression outside the Philippine Area of Responsibility. At 3 p.m., it was located 1,215 kilometers west of extreme Northern Luzon, with maximum sustained winds of 45 kilometers per hour and gustiness of 55 km/h, and moving northwestward at 15 km/h. State meteorologists also said winds will be light to moderate, while coastal waters will be slight to moderate throughout the country. Magor and Pontypool fouled by water company
Dwr Cymru Welsh Water, pleaded guilty to two offences of knowingly permitting the discharge of poisonous, noxious or polluting matter into inland fresh water. The offences involved raw sewage and took place over one day in Pontnewynydd, Pontypool and over a 12 month period, in Magor. Welsh Water, the not-for-profit utility, allowed sewage to leak into a sensitive area on the Gwent Levels at Magor and at a brook in Herbert's Wood, north of Pontypool. The brook is a tributary of the Afon Lwydd, a river that flows through major population centres before entering the Severn Estuary. Newport magistrates heard that Welsh Water allowed a broken sewer line to discharge raw sewage into a reen and salt marsh near Magor, over a whole year. Natural Resources Wales had to take enforcement action at the sensitive site, the court heard. Welsh Water had repeatedly failed to repair essential plant and effectively manage the site. The offences occurred between January 2023 and January 2024, the court was instructed. The Magor area contains a delicate salt marsh environment and has several areas designated as Sites of Special Scientific Interest (SSSI). Furthermore, the wider area has a Special Area of Conservation (SAC) and Special Protection Area (SPA). Welsh Water was fined £90,000 for the Gwent levels incidents and £160,000 for the Pontnewynydd incident, which was caused by a spillage from a foul sewer chamber in February 2023. They were also ordered to pay more than £18,000 in costs. Welsh Water had earlier pleaded guilty to the charges. Of the damage in Pontnewynydd, Natural Resources Wales said sewage was visible over ground and throughout approximately 400m of the tributary. Speaking of the Magor incidents, they said: 'For over a year, our officers recorded a pattern of recurring sewage pollution incidents in the same area, impacting a highly protected habitat which is rich in plants and wildlife, including a saltmarsh. 'Time and again we were assured that necessary repairs had been made, yet the pollution persisted. 'As well as causing considerable harm to the local environment, we found Welsh Water's response to the incidents to be inadequate. Communication was at times poor, and there were unnecessary delays to their incident response procedures such as pumping and tankering away the pollution, which could have lessened impact."

NRW: Welsh marine conservation areas require improvements
Natural Resources Wales (NRW) says improvements are required to boost biodiversity, habitats, and water quality across parts of the protected marine network. The findings come from detailed assessments covering 85 features across 17 marine special areas of conservation (SACs) and special protected areas (SPAs). Mary Lewis, head of natural resource management at NRW, said: "As well as being home to some of Wales's most unique and threatened habitats and species, our coastal areas are treasured by local communities and are an important contributor to the Welsh economy through tourism and recreation. "A huge amount of knowledge and expertise has been drawn upon to produce such comprehensive evidence about the condition of our protected marine areas – this will now provide an important baseline for us to monitor progress. "This is an important first step towards prioritising the actions needed to improve the long-term health of our much-loved marine environment." The assessment covers 37 per cent of the Welsh Marine Protected Area network and is the most extensive review of its kind in Wales. It is also considered one of the most extensive reports on marine protected areas in Europe. Among the features assessed are grey seals, sea lamprey, otters, sandbanks, mudflats, reefs, and saltmarshes. One of the main reasons for poor site conditions is nutrient pollution, particularly dissolved inorganic nitrogen. This assessment is the first of its scale for Wales and was funded by the Welsh Government through the Nature Networks Fund. The results have already informed national reporting and investigation projects into why some parts of the network are not meeting conservation goals. 12 new conservation advice packages have been developed based on the findings. She completed the look with the Prada's Buffalo Neoprene Lace Up Chelsea Ankle Boots, which are currently sold out. Meanwhile Kelce, 35, sported a red long-sleeved top and matching shorts. He finished off his look with a pair of red-and-white sneakers and a baseball cap. Once seated, the lovebirds looked cozy as they were shown on the TV broadcast footage chatting while Kelce showed the 'Cruel Summer' singer something on his phone. Swift sipped on a drink with a straw. At one point, the A-list couple stood up to cheer on the game. They beamed while applauding alongside other spectators. Swift and Kelce have been spending time together in Florida while the tight end rents a $20 million mansion in the Sunshine State to prepare for the forthcoming 2025-26 NFL season. The Kansas City Chiefs star reportedly snagged the Boca Raton property in April, bringing along his personal chef and his luxurious car collection. Last month, he went viral when he was seen shirtless shortly after wrapping up an intense workout. Swift and Kelce were first spotted in Florida together on a date night at Harry's in West Palm Beach on May 23. At the time, eyewitnesses caught them getting cozy in a booth. They were also photographed holding hands after dining at Buccan restaurant earlier this month.

Plans for Glasgow O2 ABC recommended despite 'negative impact'
This is despite the planning document admitting that the plans have a 'significant issue of the negative impact on the Conservation Area'. The document also states that 'the scale of the proposed development would overall not be considered to preserve or enhance the character or appearance of Listed Buildings and the Conservation Area'. But, the recommendation concludes that 'this negative impact is considered to be outweighed by the significantly positive impact of developing this site'. The document details plans for a mixed-use student accommodation and hospitality site. Over eight floors - including a basement - House of Social would include student accommodation, as well as a food hall, a public courtyard, a bar, a gym and more. The student accommodation would feature 356 bed spaces, comprising 306 four, five, and six-bedroom 'houses' with a shared kitchen and lounge and 50 studio spaces.
