RO/ARO prelim exam held peacefully across UP amid foolproof security
The Review Officer/Assistant Review Officer (RO/ARO) Preliminary Examination–2023 was conducted peacefully across all 75 districts of Uttar Pradesh on Sunday. Despite weather challenges in several regions, the exam was completed in a fair manner, thanks to an unprecedented security and monitoring system introduced by the state government and the Uttar Pradesh Public Service Commission (UPPSC). (HT photo) This year's exam marked a significant step towards transparency, with the use of artificial intelligence for real-time monitoring—an initiative implemented for the first time in the state's examination system. Complemented by live CCTV surveillance, biometric verification and strict vigilance by the Special Task Force (STF), the exam was conducted smoothly, said officials. A total of 10.76 lakh candidates had registered for the exam, out of which 4,54,997 appeared, recording an overall turnout of 42.29 percent. The exam was held at 2,382 centres across the state, with the highest number of centres in Kanpur (139), followed by Lucknow (129) and Prayagraj (106), said UPPSC secretary Ashok Kumar. No untoward incident was reported from any district, he added. Prayagraj witnessed an attendance rate of 47.61 percent. Among all districts, Ayodhya reported the highest turnout of 52.81 percent, while Rampur recorded the lowest at 25.78 percent. Other key attendance figures included Lucknow (48.89 percent), Varanasi (49.19 percent), and Kanpur (44.37 percent), officials shared. To ensure full integrity in the process, authorities employed a fully digital and foolproof identification and entry system. Candidate verification was strengthened through an eight-step authentication linked to the one-time registration (OTR) platform. This included checks on personal details such as name, father's name, date of birth, category, and high school credentials. Entry points were equipped with biometric and facial recognition systems, while a double-layer frisking process was jointly managed by police and exam staff. Electronic devices were strictly prohibited and any suspicious activity triggered instant alerts through the AI-based monitoring system. The RO/ARO Preliminary Examination-2023 was previously held across 2,387 centres in 58 districts of the state on February 11, 2024. However, it was cancelled due to the paper leak. The arrangements received positive feedback from candidates. Many appreciated the enhanced use of technology, including QR codes, biometric verification, and iris scans for maintaining transparency. Sachin Mathur, a candidate from Varanasi who appeared in the exam at Hindu Mahila Vidyalaya Inter College in Prayagraj, noted the high level of vigilance and seamless scanning process at his centre. Pooja, a candidate from Pratapgarh, said the overall management was far better than in previous years, adding that the transport support provided by the administration ensured a hassle-free experience. Foolproof security STF units were deployed at critical locations and remained on high alert throughout the day. Authorities closely monitored individuals with a history of exam-related offences, including those out on bail. Coaching centres were kept under surveillance, with suspicious activity promptly reported. A dedicated social media monitoring cell tracked platforms like WhatsApp and Telegram to prevent leaks and misinformation. These coordinated efforts successfully dismantled cheating networks and ensured a fair exam environment. To protect the confidentiality of question papers, two separate sets—printed by different presses—were randomly selected by computer 45 minutes before the exam. Each paper came in eight jumbled versions with unique barcodes, packed in tamper-proof trunks with five layers of security. Armed guards and senior officials oversaw every stage, from treasury collection to answer sheet submission. Live CCTV monitoring at centre, district, and commission levels ensured end-to-end security. Each centre had a full administrative set-up, including sector and static magistrates, a centre administrator, co-administrators and trained invigilators. A senior officer coordinated between the STF and the commission with oversight at the district level provided by top police officials.

Prayagraj: Extensive arrangements have been made to monitor the Review Officer (RO) / Assistant Review Officer (ARO) Preliminary Examination-2023, to be held on Sunday (July 27) at 2,382 centres in the state. Being considered the biggest examination in the history of the Uttar Pradesh Public Service Commission (UPPSC) in terms of the number of candidates, the Commission has taken several steps to conduct the pre-exam in a transparent and fair manner. Earlier, in the same examination held on February 11, 2024, the paper was leaked, and the Commission had to cancel the examination. This examination is now going to be held after one and a half years, and during this time, many significant decisions are being taken for the transparency and monitoring of the examination. Importantly, the RO/ARO examination will be conducted for the first time with the help of Artificial Intelligence (AI). If any candidate looks around, speaks, or murmurs in the examination hall, then with the help of AI technology, which works in synchronization with the high-definition CCTV installed in the room, the candidate concerned will be immediately identified. A total of 10,76,004 candidates have applied for recruitment to 411 posts of RO/ARO. For the first time, the Commission has set up centres in all the districts of the state for this examination. A total of 106 examination centres have been set up in Prayagraj alone. Meanwhile, the District Magistrate Ravindra Mandar while interacting with the media on Saturday said, "We are fully prepared to conduct the RO/ARO exam at 106 exam centres in Prayagraj, wherein over 45,000 candidates will appear. We have trained the sector and static magistrates, along with other staff, who will be deployed to conduct the exam." The DM further said that he, along with other officials of the district administration, inspected the exam control centres on Saturday. Mandar also said that the police, LIU, and all the security agencies are on high alert, and all individuals, especially those involved in alleged paper leaks on previous occasions or those who have a criminal history, are being monitored very closely.

RO/ARO (Prelims) -2023: Invigilators to be assigned only 2 hrs before exam
As part of strict security measures put in place for the Review Officer (RO)/Assistant Review Officer (ARO) Preliminary Examination 2023 - slated to take place on July 27 in all districts of the state - UPPSC secretary Ashok Kumar has directed that the allocation of exam rooms to invigilators will be carried out randomly by static magistrates, 30 minutes before candidates are allowed to enter the examination centres. Candidates will be allowed to enter the centres —90 minutes before the exam begins—and entry will close strictly at 8.45 am i.e., 45 minutes before the exam starts. Invigilators will be required to report by 7.30 am, the guidelines instruct. Only centre administrators, static magistrates, sector magistrates, UPPSC officials, and authorised personnel will be permitted at the centers. Carrying mobile phones inside the exam centre or exam halls is strictly prohibited for all, including police personnel, said officials. The RO/ARO (Preliminary) Examination-2023 was previously held across 2,387 centres in 58 districts of the state on February 11, 2024. However, it was cancelled due to the paper leak. The exam is being reconducted now after a delay of one and a half years. This time, it will take place in 75 districts at 2,382 tentative centres, 17 more districts but five less centres. One-third mark deduction for incorrect answers The exam will be of three hours (180 minutes) duration. The question paper will consist of 200 questions—140 from General Studies and 60 from General Hindi. Negative marking will be applicable: one-third of the marks will be deducted for each incorrect answer or for selecting more than one option for a question. OMR sheets to have three colour-coded copies The OMR answer sheet will be in three copies: Original (pink), Confidential (green) and Candidate copy (blue). The original pink and confidential green copies will be sealed in tamper-proof polybags. 106 exam centers to be set up in Prayagraj UPPSC has finalised 106 exam centers in Prayagraj for the RO/ARO Preliminary Examination (Pre) 2023. Notably, prominent institutions like Uttar Pradesh Rajarshi Tandon Open University (Phaphamau), Prof Rajendra Singh (Rajju Bhaiya) University (Naini), and CBSE-affiliated schools have been designated as exam venues. The Commission has reiterated that any form of cheating, impersonation, question paper leakage, or conspiracy thereof will be considered a criminal offense under the Uttar Pradesh Public Examination (Prevention of Unfair Means) Act, 2024, which came into effect on August 6, 2024. To ensure rigorous supervision at each exam centre, a team consisting of a sector magistrate, a static magistrate, a centre administrator, two deputy centre administrators, and trained invigilators will be deployed. The centre administrator will appoint half of the invigilators, while the district magistrate or district school inspector will assign the other half. Invigilator duties will also be determined through computer randomisation to ensure impartiality. A dedicated social media monitoring cell has been established to track and respond swiftly to any rumours, leaks, or suspicious online activity.
