Fresh caste census to kick off on Sept 22, final report by Oct-end
1 2 Bengaluru: Karnataka will launch a fresh, comprehensive door-to-door socio-educational survey — popularly known as the caste census — from Sept 22 to Oct 7, covering the state's population of an estimated seven crore. The massive exercise will involve 1.6 lakh govt employees, including teachers and officials from several departments. The move comes months after the state cabinet decided to shelve the previous caste survey report submitted in Feb 2024 due to widespread discontent over alleged under-reported population figures of politically dominant communities like Lingayats and Vokkaligas. That report, initially prepared by the Kantharaj Commission in 2015 and later modified by a panel headed by K Jayaprakash Hegde, was deemed outdated. The new survey will include additional indicators such as economic status, political representation, landholding, and employment beyond the 54-question format used previously. "Addressing discrimination of castes is the main focus of the survey," Siddaramaiah said after the meeting. "It should be a model for the country. The next budget will be based on this survey." He said the exercise would be tech-driven this time with a mobile app being used for enumeration instead of manual formats. "The previous survey had 54 questions for respondents. We will have more questions this time. A technical committee will be set up to finalise the questions. The survey should be scientific and transparent," Siddaramaiah said. He also directed officials to set up a high-power committee to oversee operations in Bengaluru, where an earlier survey had lagged due to non-cooperation from people and staff shortages. Since teachers will be involved, the enumeration is scheduled during Dasara holidays to avoid disruption to schools. "Survey work should be transparent, and efforts should be made to ensure that no one is excluded," the CM said, urging officials to take precautions to avoid complaints. Telangana Cabinet Approves 42% Backward Classes Reservation in Local Body Polls
In a significant move aimed at empowering Backward Classes (BCs) and fulfilling a key poll promise, the Telangana Cabinet, led by Chief Minister A. Revanth Reddy, on Thursday, approved a proposal to extend 42% reservation to BCs in local body elections. This decision, following a marathon five-hour meeting, will be implemented through an ordinance, paving the way for upcoming panchayat elections with enhanced BC representation. The decision comes amidst a directive from the Telangana High Court on June 25, which mandated the completion of the reservation process within a month and the conduct of elections by September 30. The state government has asserted that the 42% quota is based on empirical data derived from a caste survey conducted by the state and submitted to the BC Commission. Revenue and Information and Public Relations Minister Ponguleti Srinivas Reddy and BC Welfare Minister Ponnam Prabhakar, addressing the media after the cabinet meeting, emphasised the government's commitment to social justice. They highlighted that the move aligns with the Supreme Court's directives, and the cabinet has approved necessary amendments to the Panchayat Raj Act, 2018, to facilitate this enhanced reservation. The cabinet's approval follows the passage of two bills in the Telangana Assembly in March, aiming to provide 42% reservation to BCs in education, employment, and local bodies. While these bills were sent to the Centre for constitutional amendments, the state government has opted for an ordinance route to ensure timely implementation, especially in light of the High Court's deadline. Minister Ponnam Prabhakar noted that BCs constitute 56% of Telangana's population, justifying the 42% reservation. The government plans to treat gram panchayats, sarpanchs, and MPTCs as mandal units, MPPs and ZPTCs as district units, and ZP chairpersons as the state unit for finalising BC reservations in local bodies. The decision is seen as a fulfillment of the Congress party's pre-poll promise, reiterated by Rahul Gandhi during the Bharat Jodo Yatra, to enhance BC representation. The government has appealed to all political parties to support this reservation for the smooth conduct of panchayat elections. While the Supreme Court's 50% cap on total reservations has often been a point of contention, Minister Prabhakar argued that it has already been breached through the Centre's Economically Weaker Section (EWS) quota, and states like Tamil Nadu currently have over 60% reservation. The state government, with the Advocate General's counsel during the cabinet meeting, is confident in its legal position to proceed with the new reservation framework. The cabinet also discussed other key issues, including the issuance of a notification for 17,084 additional government jobs, supplementing the 60,000 posts already sanctioned, and other developmental initiatives.

Telangana BC Commission to urge Centre to include 40 castes in Central OBC list
HYDERABAD The Telangana BC Commission has decided to urge the Central government to take swift action regarding the inclusion of 40 castes in the Central list of Other Backward Classes (OBC) list. A review meeting was held at the BC Commission's office at Khairtabad, where various issues, including the collection of government employees' data, were discussed. The commission also decided to hold a review meeting with secretaries of departments that failed to submit the information within the deadline. Besides, the commission reviewed the arrangements for a public hearing scheduled for June 9, 10, and 11, regarding the 26 omitted castes. To submit a report to the Supreme Court, the commission decided to request the government to provide information from the Social Education Employment Economic Political Caste (SEEEPC) Survey such as details on population, socio-economic, and educational backwardness of these castes. The panel also reviewed a report submitted by the Nizamabad Collector regarding the social boycott of BCs in Talla Rampur village and appreciated the district administration's efforts in handling the matter. The meeting was attended by Chairman G. Niranjan, members Rapolu Jayaprakash, Thirumalgiri Surender, Rangu Bala Lakshmi, and Bala Maya Devi, along with Member Secretary Srinivasa Rao, Deputy Director Satish Kumar, and Special Officer Lakshminarayana.

1 2 3 Hyderabad: Telangana Backward Classes (BC) Commission former chairman Vakulabharanam Krishna Mohan Rao has expressed serious objections over Congress leader Rahul Gandhi 's portrayal of Telangana's caste enumeration and 42% BC reservation initiative as a "national role model." He stated that the Telangana caste survey was conducted without authority as per the Constitution and legal framework. In an open letter to Rahul Gandhi on Saturday, Krishna Mohan Rao mentioned that while the Article 342A(3) permits states to maintain their own BC lists, any enumeration or survey, related to the identification of BCs must be conducted by a commission constituted under the Article 340 with the assent of the President, or under statutory provisions such as the Commission of Inquiry Act, 1952, or the Collection of Statistics Act, 2008. He noted that the SEEEPC (Socio-Economic Educational Employment Political Caste) survey in Telangana was executed by the planning department through IAS officers, without the authority of any such legally mandated body, rendering it unconstitutional. "The caste survey lacks public consultation, transparency, and scientific rigour, with no caste-wise data made public to date. Despite this, the Telangana govt proceeded to act upon it," the ex-chairman said. BC panel to hold 3-day public hearings from June 9
Hyderabad: The Telangana BC Commission has decided to conduct public hearings on June 9, 10, and 11 over re-inclusion of 26 castes that were omitted from the Backward Classes (BCs) list following the formation of Telangana in 2014. The commission will accept representations and objections on this matter. A notification to this effect will be issued on May 15. Additionally, representations and objections could be submitted in person or by post at the commission's office between May 31 and June 13. In response to the central govt's requirement that the term 'DNT Caste' (denotified tribes) be included on caste certificates for applying to the SEED Scheme , the commission has decided to evaluate the issuance of DNT certificates and would recommend procedures to the would also gather necessary information from the relevant authorities for this purpose. The BC Commission, which is in the process of collecting details about BC employees working in various govt departments, would hold a meeting with the additional secretaries of those departments on May 19. Additionally, in response to a representation made by BC employees at Professor Jayashankar Telangana Agricultural University regarding perceived injustices in the preparation of the seniority list, the commission has decided to seek a report from the university's vice-chancellor concerning the issue.
