
Only a handful of 130 BC castes enjoying govt sops
During the public hearing undertaken by the BC Commission across the State as part of the caste survey, it came to light that these handful of select castes have been enjoying the benefits of reservation, while most are deprived of the same privilege. Commission members had to bear some tough questions from some of the disadvantaged castes during the hearing.
'When we were undertaking public hearings some observations by representatives of a caste under BC category intrigued us. One of them wondered if, on the completion of the survey, they will get the benefits in their lifetime,' stated a panel member, while pointing out that over 100 castes are yet to fully enjoy the fruits of reservation.
The BC Commission, which awaits the State Government's SEEEPC (Social, Education, Employment, Economic, Political, Caste) survey – Caste Survey report, is hopeful that justice will be rendered this time around.
It is also expecting to get a copy of the 300-page report from the Independent Expert Working Group (IEWG) that was recently submitted to the government.
Meanwhile, IEWG has analysed and interpreted the survey and ranked different castes across parameters. It calculated a Composite Backwardness Index (CBI) for each of the castes in the survey.
A first-of-its-kind analytical model to measure socio-economic backwardness and assigns a CBI score and rank for all castes. 'For the first time we have developed an objective statistical method to calculate how backward each caste is relative to the other castes. It's only relative to the other castes. To put it in simple terms, it is a backwardness ranking of all the castes,' the group members explained.
The BC Commission aims to study as to which of these castes are disadvantaged under the current provisions and based on rankings how many benefits reach the deserving castes.
'Based on the ranking, we will be studying and finding out solutions to provide priority to these disadvantaged castes. We must ensure that these castes are getting benefits at least now. Otherwise, this entire exercise would prove futile,' a commission member told this correspondent.

Tamil Nadu Chief Minister MK Stalin submitted a petition to Prime Minister Narendra Modi, urging the immediate release of over Rs 2,000 crore in pending educational funds and the implementation of long-pending railway projects across the state. Withholding funds for such a critical and large-scale scheme severely affects the future of lakhs of students,' Stalin said. He urged the Prime Minister to immediately release Rs 2,149 crore due to the state under the scheme for the financial year 2024–25, expedite the first instalment for 2025–26, and ensure that funding is not linked to signing the PM SHRI (Prime Minister Schools for Rising India) Memorandum of Understanding. In addition, Tamil Nadu's School Education Minister Anbil Mahesh Poyyamozhi met Union Minister of Education Dharmendra Pradhan in New Delhi on Monday and submitted a memorandum seeking the urgent release of funds. The state is yet to receive the central share of Samagra Shiksha funds for the financial year 2024–25, as well as the first instalment for 2025– the education appeal, Stalin pressed for the implementation of multiple railway projects that have remained pending despite being sanctioned more than a decade ago. Cash-for-query case: Trouble mounts for TMC's Mohua Moitra; CBI files chargesheet with Lokpal
TMC leader Mahua Moitra (File photo/PTI) NEW DELHI: The Central Bureau of Investigation (CBI) on Monday filed a chargesheet with the Lokpal in connection with the alleged 'cash-for-query' scam involving Trinamool Congress (TMC) leader Mahua Moitra . In response to directives from the anti-corruption ombudsman, the CBI in March last year filed an FIR against Mahua Moitra. The Lokpal had issued instructions to the CBI after reviewing the findings of the agency's preliminary inquiry into allegations raised by BJP Lok Sabha member Nishikant Dubey against Mahua. The Lokpal had directed the CBI to investigate comprehensively all facets of the complaints against her within six months. Dubey has accused Mahua of soliciting cash and gifts from Dubai-based businessman Darshan Hiranandani in exchange for raising questions in the Lok Sabha to criticise industrialist Gautam Adani and Prime Minister Narendra Modi , among others. Mahua has vehemently denied these allegations. The Lokpal, however, after careful consideration, deemed the allegations against Mahua as grave and supported by substantial evidence. It emphasised the need for a thorough investigation, considering Mahua's former position and status. The Lokpal bench, comprising Justice Abhilasha Kumari and members Archana Ramasundaram and Mahender Singh, stressed the importance of probity in public office and the detrimental effects of corruption on democratic functioning. Consequently, the Lokpal directed the CBI to conduct a comprehensive investigation into all allegations and submit a report within six months. The filing of the chargesheet against Mahua marks a significant development in the ongoing controversy surrounding the TMC MP.

SC refuses to stay publication of draft voters list in Bihar on Aug 1
The ECI said the SIR Survey was being done after concerns raised by political parties across the spectrum. "For the first time that all the political parties have been so involved at this scale in intensive revision exercises, with all political parties appointing more than 1.5 lakh BLAs to work in tandem with BLOs, in reaching out to each eligible elector," added the affidavit of the ECI. The ECI highlited that most of the figures quoted by the petitioners were out dated and not contemporary. Quite apart from the fact that full reports have not been annexed, the petitioners have deliberately suppressed the fact that these reports do not present contemporary facts and figures, and thus cannot be relied upon. "Some of the Petitioners are MPs and MLAs from recognized political parties in the State of Bihar and all these political parties are assisting in the SIR exercise by providing Booth Level Agents (BLAs). While, some of the Petitioners are participating in the SIR and, at the same time, objecting here to the transparent exercise conducted by the ECI. These facts were within the knowledge of Petitioners but not disclosed before this court, and have been deliberately suppressed," the ECI said. The Commission further submitted that all the political parties had appreciated the necessity and correctness of the exercise undertaken by the ECI and have been co-operating and participating towards the timely completion of the said exercise. The ECI justified the SIR exercise and said Aadhaar wasn't a "proof of citizenship". The court had earlier questioned the ECI action, as to why it started the SIR exercise of electoral rolls in Bihar so late, although, it made clear that there is nothing wrong in SIR exercise but it should have been done months before the ensuing election. The top court was hearing the pleas filed by the NGO Association For Democratic Reforms, People's Union for Civil Liberties (PUCL), Yogendra Yadav, Lok Sabha Member of Parliament (MP) from Trinamool Congress Party, Mahua Moitra, Rashtriya Janta Dal (RJD) MP Manoj Jha, Congress Party leader K C Venugopal and Mujahid Alam. The petitioners sought a direction from the top court to set aside the ECI's SIR order of June, 24, 2025. "Issue a writ, order or direction setting aside Order and Communication dated 24.06.2025 and accompanying guidelines issued by ECI to conduct SIR of the electoral rolls in Bihar as being in violation of Articles 14, 19, 21, 325, 326 of the Constitution of India and provisions of Representation of People (RP) Act, 1950 and Registration of Electors Rules, 1960," said the NGO ADR, in its plea filed in the top court. "The SIR order if not set aside, can arbitrarily and without due process disenfranchise lakhs of voters from electing their representatives, thereby disrupting free and fair elections and democracy in the country, which are part of basic structure of the Constitution," said, ADR's plea, filed in the top court.
