Bengaluru stampede: RCB, cricket body, police blamed after inquiry, reports say

Just over a month after the tragic Bengaluru stampede which claimed 11 lives, a judicial inquiry into the incident found that Indian Premier League (IPL) franchise Royal Challengers Bengaluru, the Karnataka State Cricket Association (KSCA) as well as the city's police responsible for lapses, media reports said. Retired Indian Justice John Michael D'Cunha, who investigated the incident, submitted his report to Karnataka Chief Minister Siddaramaiah on Friday. And several Indian media outlets reported that the inquiry by D'Cunha found lapses in safety and crowd management. D'Cunha's detailed investigation saw him conduct site visits and had recorded statements from eyewitnesses as well as the state cricket association's officials as well as the city's police officials. The report will be placed before the state cabinet on July 17. Siddaramaiah was quoted as saying that they will study the report and the recommendations and appropriate action will be taken. Last month, the Board of Control for Cricket in India (BCCI) had constituted a committee to formulate comprehensive guidelines aimed at preventing such occurrences in the future. The committee was headed by board secretary Devajit Saikia and included board president Rajeev Shukla and Prabhtej Singh Bhatia. RCB had ended a long wait to clinch their maiden IPL title after defeating Punjab Kings at Ahmedabad's Narendra Modi Stadium last month. But victory celebrations in India's tech capital ended in tragedy as 11 were killed a stampede that also left several injured.

India: Complaint filed against Kohli by social activist over Bengaluru stampede

A complaint has been lodged against Indian Premier League (IPL) team Royal Challengers Bengaluru (RCB) batsman Virat Kohli by a social activist in connection with the Bengaluru stampede, news agency ANI reported on Friday. The report said that a complaint has been submitted at the Cubbon Park Police Station against cricketer Virat Kohli by social activist HM Venkatesh. The police have stated that the complaint will be considered under an already registered case and examined during the course of the ongoing investigation of the stampede incident. Former India captain Kohli had on Wednesday said he was left saddened by the tragic news of the stampede. "At a loss for words. Absolutely gutted," Kohli had written on Instagram, followed by a broken heart emoji. Police in India's tech capital had earlier in the day arrested four people, including an official of a top cricket franchise, in connection with the stampede during the IPL trophy celebration that killed 11 people and injured 47. RCB Indian had earlier pledged one million Indian rupees ($11,654) to each family of the 11 fans who died in the crowd surge outside the M Chinnaswamy Stadium — the team's home venue — on Wednesday during celebrations following their maiden IPL title.

The four include Royal Challengers Bengaluru marketing head Nikhil Sosale, and three employees of DNA Entertainment Networks—Kiran Kumar, senior event manager; Sunil Mathew, vice-president of business affairs; and Sumanth. DNA Entertainment is the firm that organised the celebration event. Bengaluru: Four people were taken into custody in Bengaluru Friday morning in connection with Wednesday's stampede outside the Chinnaswamy Stadium amid RCB's IPL victory celebrations. The four were kept in Bengaluru's Cubbon Park Police Station upon arrest, and taken to Bowring Hospital for medical examination around 11 am. This comes a day after the Cubbon Park Police Station filed a suo motu FIR against RCB, DNA Entertainment and the administrative committee of the Karnataka State Cricket Association (KSCA). According to media reports, Several KSCA members were untraceable, and no one from the body has been taken into custody yet. 'We have arrested a few people, and are taking whatever legal steps as per the FIR that has been registered at Cubbon Park station,' Seemanth Kumar Singh, the newly appointed Bengaluru city police commissioner, told ThePrint Friday. The police will take action against any other individuals as and when their respective roles surface in the probe, he added. Calls by ThePrint to spokespersons of RCB and DNA Entertainment went unanswered. ThePrint also tried reaching out to KSCA secretary A. Shankar for a comment via call, but no response was received. The Siddaramaiah government has held the police, event organisers and venue operators responsible for the mismanagement, which resulted in the tragedy killing 11 people, and injuring several others. On Thursday, hours after the FIR was filed, Siddaramaiah announced the suspension of Bengaluru city police chief B. Dayananda and at least four other senior officers. Among other suspended officers are Additional Commissioner of Police (West) Vikash Kumar Vikash, Deputy Commissioner of Police (Central) Shekhar H. Tekkannavar, and Additional Commissioner (Cubbon Park) C. Balakrishna. Cubbon Park inspector A.K. Girish, who had filed the suo motu FIR, was also suspended. Meanwhile, the Opposition has accused the Congress government of 'making scapegoats' and not taking accountability for the stampede itself. Reacting to the arrests of RCB and DNA entertainment officials, R. Ashoka, leader of the Opposition in the Karnataka assembly, wrote on X, 'The wolves in @INCKarnataka Govt continue to hunt for scapegoats to absolve themselves from the sin of Bengaluru Stampede.' The campaign run by a section of angered IPL fans is demanding the arrest of former Royal Challengers Bangalore captain Virat Kohli while shunning the franchise. This comes days after RCB lifted their maiden IPL trophy after an excruciating wait of 18 years. The following day, sharing the triumph with their loyal fanbase, the RCB team headed to the iconic M. Chinnaswamy Stadium. Then, disaster struck. As a sea of fans began swelling in and around the stadium, the sheer volume, and confusion over tickets turned the dangerous situation into fatal for 11 souls that perished near the stadium. With many more injured during the stampede, the celebrations were cut short for fans who waited for years to witness their beloved franchise win. Then came the countrywide outrage. Who is responsible for this? The team? The players? The franchise? The organizers? The cricket board? The police? The government? The lapses in crowd control, coordination, and accountability became a hotly-discussed topic on social media. And the blame game began. #ArrestKohli When it was learned that the Bengaluru Police was not in favour of facilitating RCB at the Vidhana Soudha, the communication between the Siddaramaiah government and the Karnataka State Cricket Association accessed by CNN-News18 revealed, the protesting fans doubled down on their anger. 'Did Virat Kohli meet the family members of the fans who died? Couldn't he have delayed his travel to London to meet the families of those loyal fans? How can he be this inhuman? Or does he only show his humanity during Diwali for advertisements? SHAME ON RCB #ArrestKohli, (sic)" wrote one user on 'X'. 'He cried when he won a franchise league title. But where were his tears when his fan d!ed? Virat Kohli, you have lost all the respect from our hearts. Just bcz of his decision to leave early for London cost loyal fans their lives💔 SHAME ON RCB #ArrestKohli (sic)." 'I am a Kohli fan, but i demand BAN RCB and #ArrestKohli. Does Cricket Twitter support me? (sic)" 'They demanded parades, and the streets turned red — not with celebration, but with blood. People died. And Kohli? Off to London like nothing happened. This isn't a win. It's a stain. A trophy soaked in tragedy," another added. Some others used the hashtag in support of Kohli and wondered why the cricketers were facing the brickbats over the tragedy. 'They chanted his name when he scored centuries. Now they blame him for crowd mismanagement? Be real. Virat Kohli left AFTER the event was done. Stop this hate drama. SHAME ON RCB? Really? 🙄 #ArrestKohli — for what? Breathing?" Arrests Two days after the horrific stampede, the police arrested six people in connection to the case including Nikhil Sosale of RCB management and Sunil Mathew of the event management company DNA. In addition to this, two employees of the Karnataka State Cricket Association (KSCA), working at the ticket counter, have been taken into custody for further questioning in connection to the stampede. Deaths The deceased were identified as Bhoomik (20), Sahana (19), Poornachand (32), Chinmayi (19), Divyanshi (13), Shravan (20), Devi (29), Shivaling (17), Manoj Kumar (33) and Akshata. One person, aged about 20 years was yet to be identified. What Did Karnataka CM Say? Karnataka Chief Minister Siddaramaiah said: 'no one expected such a huge crowd". Blaming the Karnataka Cricket Association which had organised the event, the CM added: 'We did not organise the event, the cricket association did. Our duty was to provide security. The crowd turnout should have been equal to the number of passes given. What can we do if more people come? Let's see what the investigation finds, whether (lapses by) association or police," he said. Siddaramaiah announced Rs 10 lakh compensation to the kin of each deceased.
