Telangana sets sights on Rs 9k crore youth self-employment scheme: Rajiv Yuva Vikasam rollout likely soon; govt faces fund crunch, banks wary over defaulters
HYDERABAD: After disbursing ₹9,000 crore to farmers under the Rythu Bharosa scheme in nine days, the Congress govt is now preparing to launch its next major welfare initiative-Rajiv Yuva Vikasam-to support youth self-employment ahead of the upcoming panchayat elections. Chief minister A Revanth Reddy has directed deputy chief minister Bhatti Vikramarka to begin groundwork for the scheme, which is estimated to cost Rs 9,000 crore. Raising this amount poses a challenge, especially as the state govt recently cleared Rs 180 crore in pending bills of govt employees and is preparing to pay one pending DA instalment along with June salaries by July 1-an additional burden of Rs 200 crore. You Can Also Check: Hyderabad AQI | Weather in Hyderabad | Bank Holidays in Hyderabad | Public Holidays in Hyderabad The scheme saw an overwhelming response when applications were invited, with over 16 lakh youth applying. Originally scheduled for launch on June 2, the rollout was postponed to allow for a larger budget-increased from Rs 6,000 crore to Rs 9,000 crore-and better preparation. One of the key hurdles is finalising eligibility guidelines. The govt has already held preliminary talks with banks for loan linkage, but officials say the process is complicated by a significant number of applicants who are loan defaulters. Bankers are reportedly hesitant to approve fresh loans in such cases. However, finance department officials remain confident that a resolution will be reached in the final round of discussions with bankers. Official sources said the aim is to provide flexible support based on individual needs, ensuring youth from all socio-economic backgrounds, especially SC, ST, BC, minority, and EBC/EWS communities, can benefit. The govt is also debating whether to restrict eligibility to one member per family. To mobilise funds for the scheme, the state is reportedly exploring options such as land sales. Meanwhile, mandal-level committees, led by mandal parishad development officers, have been formed to scrutinise applications and select beneficiaries. These committees also include representatives from various welfare departments and local bankers.

Chairing a high-level review meeting with senior officials from the power department and directors of GENCO at Praja Bhavan on Friday evening, the Deputy CM instructed officials to prioritise planning based on anticipated peak demands, including the 17,162 MW demand already recorded in March 2025. In a major relief to employees and pensioners, the State government has cleared their pending medical reimbursement bills. Deputy Chief Minister Mallu Bhatti Vikramarka has released ₹180.38 crore towards clearing the bills benefiting 26,519 employees/pensioners who are making rounds to the Secretariat and other offices regularly for more than two years now. The development follows the recent hike in the dearness allowance and an additional DA announced to the staff. The Deputy Chief Minister also cleared bills pending from the previous government. Bills pending since March 4, 2023 to June 20 this year have been cleared in the process. Mr. Bhatti Vikramarka, who is the chairman of the cabinet sub-committee on employees' welfare, took the initiative to release the funds as assured to the employees. The release comes after the government completed crediting of ₹9,000 crore into farmers' accounts as part of Rythu Bharosa, farmers investment support scheme. The amount, according to officials, was released in spite of the financial constraints and implementation of a spree of welfare schemes. Officials said that the recent hike in DA benefiting 3.5 lakh employees and over 3 lakh pensioners would impose additional burden of ₹2,400 crore a month on the State exchequer. The government had also issued orders approving an increase in cadre strength in the Women & Child Welfare and Planning departments, besides initiating the process for constituting a joint staff council to resolve issues of employees and officers in a time-bound manner. This is in addition to steps that were initiated to classify village panchayats into four grades based on population and a comprehensive health insurance scheme for employees/pensioners, which was in the offing. The government had also constituted departmental promotion committees at various levels, which were actively working on the process.
