‘Gross abuse of environmental laws': Bombay HC expresses shock over lack of drainage facilities in Thane's Kulgaon-Badlapur municipality

The Bombay High Court, earlier this week, expressed shock over the lack of a drainage system and sewerage facilities in the Thane district's Kulgaon-Badlapur municipal area that has nearly 5 lakh population leading to pollution of the Ulhas river. The court observed that untreated waste being discharged into the Ulhas river can't be tolerated and as it amounted to 'gross abuse of environmental laws'. Noting that there was no sewerage treatment plant (STP) or proper sewerage line in the Kulgaon-Badlapur Municipal Council area, the court ordered the Thane district collector to inspect the area on July 12 and 13 and check the overall hygiene conditions in the municipal area and submit a report within a week. A Division Bench of Justices Girish S Kulkarni and Arif S Doctor on July 8 passed an order on a plea objecting to constructions in Badlapur by developer 'A Plus Lifespace', where Trishul Golden Ville Cooperative Housing Society is situated. The petitioner, Yashwant Anna Bhoir, was aggrieved by the alleged nuisance created by sewage water drained in his adjoining land belonging to the said housing complex. Bhoir claimed that the municipal council had illegally granted an Occupation Certificate (OC) for the construction without providing the basic requirements of linking the sewer outlet to the building to a sewer line. Instead, the OC was granted merely based on a small septic tank provided for a large housing complex. The HC noted it was 'really surprising' that the Chief Officer (CO) of the municipal council accepted this to be in compliance with the requirements and proceeded to grant OC. 'We, prima facie, find that there is a serious non-compliance and/or dereliction of the responsibilities and obligations on the part of the municipal council in granting such Occupation Certificate,' it noted. The High Court directed the civic body, housing society, and developer to specify corrective steps and warned that exemplary damages may be imposed on the developer for any legal non-compliance, if found guilty of non-compliance. 'We permit the developer to gather some wisdom and make all attempts to restore the health and hygiene, qua the complaint as made by the petitioner,' the HC noted. The court directed the developer to carry out rectification measures and instructed the civic body to promptly approve them so that further public nuisance is prevented. Regarding the absence of drainage or sewerage facilities in the civic body, the court said, 'This is something which would shock the conscience of the court. Such a large city not having a proper sewerage line and also not having an STP, and that the municipal sewerage of all kinds are being discharged into the river and polluting the river, can never be tolerated. It is a gross abuse of the environmental laws,' the Bench recorded in its order. The HC posted the matter to July 17. Bhoir was represented by advocates Avinash Fatangare and Archana Shelar in the High Court.

Sassoon docs perform first robotic surgery, free of cost

1 2 3 Pune: A 35-year-old woman, who had gallstones, has become the first patient to undergo a robot-assisted surgery at the city's BJ Medical College and Sassoon General Hospital (BJMC & SGH). The successful procedure, performed free of cost on Wednesday, made the hospital the first govt medical college in western Maharashtra and the third in the state to have a dedicated robotic surgery facility for the masses, after Mumbai's King Edward Memorial Hospital and Nagpur's Government Medical College. The woman who underwent the surgery on Wednesday, for what's known as cholelithiasis (gallstones in the gallbladder), is expected to be discharged on Sunday, her doctors said. Dr Lata Bhoir, head of general surgery department, said: "The patient had abdominal pain for 5-6 months and was diagnosed with gallstones, medically termed as cholelithiasis. We performed a cholecystectomy, or the removal of gallbladder. She's doing fine." A keyhole incision was made rather than a long continuous incision, which helps minimise blood loss and expedites post-surgery recovery, Dr Bhoir added. The robot was purchased last November by the medical education department, but could only be used this week - eight months later - due to various reasons, including renovations in the operating theatre and crucial training for surgeons. Sassoon hospital's surgeons and nurses, rated to operate the robot, were trained at Nagpur Government Medical college. A high-fidelity simulator was used to develop their skills. Dr Eknath Pawar, dean of BJMC & SGH, hailed Wednesday's surgery as a big step towards affordable care. "Robotic surgery may cost Rs3–5 lakh at private hospitals. But our hospital now offers this service free of cost to underprivileged patients," he said, adding that the robot can help surgeons improve reach. Dr Pawar said: "While a surgeon has only two arms and limited wrist movement, three to five arms of the robot can operate simultaneously and much more efficiently under the control of the surgeon. This can be helpful for organs that are difficult to access by open or laparoscopic surgery, which includes procedures on the prostate, adrenal gland kidney and oesophagus. SGH will soon start using the robot for thoracic, cardiac and gynaecological surgeries as well. " Dr Aashish Chavan, associate professor, of the general surgery department said: "Robotic surgery is an advanced technique where a significant part of the body cavity surgery is done by a robotic arm, controlled by a surgeon sitting at the computer console away from the patient in the operation theatre. It has many advantages, including access to difficult areas, better vision, reduced blood loss and faster recovery. "

Marathas in PCMC areas draft code, encourage simple weddings & less spending

Pune: Members from the Maratha community in Pimpri Chinchwad came together to draft a social code for community members to follow while organising weddings. The initiative, which received support from leaders across political parties, aims to promote simple and responsible wedding practices and prevent harassment-related issues. A proposal outlining the new guidelines was unanimously passed at a meeting on Sunday. One of the key rules is to avoid arranging marriages in families against whom there are complaints of harassment or dowry-related abuse—a practice referred to as avoiding "roti-beti" ties with such households. The guidelines also urge community members to keep weddings simple, minimise expenses, and ensure the timely conduct of functions. Bhausaheb Bhoir, actor and former PCMC corporator, stated that ten-member committees will be formed in each locality to spread awareness. These committees will work closely with people, especially youths, to change prevailing mindsets and encourage more responsible behaviour. Bhoir said, "We have also planned separate meetings with young men and women in the community to discuss the issue with them. The recent incident (Vaishnavi Hagawane's death) was deeply unfortunate, and we believe such proactive steps are essential to prevent similar tragedies." The community members said that the incident has sparked misunderstandings and brought a bad name to the community. Rajendra Kondhare of Akhil Bhartiya Maratha Mahasangh said that extravagant wedding celebrations have become the norm, with many spending excessively to show off. "What they often forget is that much of their wealth comes from ancestral property, and it should not be wasted like this. We discussed plans to create awareness about reducing expenses on such extravaganzas in the meeting," he said. Kondhare also criticised the growing trend of politicising weddings by inviting prominent politicians and celebrities, calling for an end to such practices. He revealed that plans are in place to produce awareness videos featuring senior politicians and celebrities, urging families from the community to keep weddings simple. Former mayor Sanjog Waghere, who also participated in the meeting, pointed out to the rising trend of honouring several relatives on stage, which includes gifting clothes. "We recommend felicitating only the bride and groom. Also, families should not delay functions waiting for VIP guests. Ceremonies should start and end on time," he said. Waghere added that the community will soon host sessions for unmarried youths to raise awareness about these guidelines. He also stressed the role of marriage intermediaries in maintaining post-marriage communication between families to address any issues before they escalate. The discussion extended beyond weddings to other community rituals. One rule included in the resolution passed in the meeting involved limiting the number of attendees from each village to pay condolences during the last rites. Head: No alliance with families with history of harassment * Parents should create a supportive and open environment at home, encouraging their sons to discuss important matters freely before marriage * Marriage ceremonies should be conducted on time, avoiding delays * No matrimonial alliances (roti-beti ties) should be formed with families facing a history of complaints related to the harassment of women * Felicitation events should be kept minimal and focused only on essential participants * The number of people invited on stage during ceremonies should be limited * Wedding processions (baraat) should be simple * Extravagant and unnecessary expenses must be avoided; families are encouraged to host simple, dignified wedding functions * Only one formal 'Swagat' (welcome) and 'Ashirwad' (blessing) ceremony should be conducted * Parents should refrain from interfering in the internal matters of the bride's family after marriage * In cases of injustice towards a woman, the entire community must come together to support her and stand by her side
