RTO services in Punjab to go online
Mohali: In a major step towards digitising public services, Punjab transport minister Laljit Singh Bhullar Friday announced that all RTO (regional transport office) services in the state will soon be available online, allowing citizens to complete their transport-related work from the comfort of their homes. Speaking to the media during a surprise inspection of the RTA office and the new driving test track in Sector 82 here, the minister revealed that the digital rollout will start as a pilot project from Mohali, before being extended to the entire state. Bhullar said, "We are committed to administrative reform and citizen convenience. With all RTO services going online, people won't have to stand in queues or make repeated visits to the office." He added that necessary modalities are being finalised for launching the online office soon. During the inspection, the minister personally interacted with the staff and citizens at the public counters, taking stock of day-to-day operations and grievances. Citizens reportedly appreciated the cooperation extended by the officials and praised the functioning of the office. Bhullar issued on-the-spot directions to address any public complaints and instructed staff to ensure that no citizen is harassed or inconvenienced. "If any document is incomplete, the applicant should be fully informed about what is missing so that no one has to return again and again," he said. H e also reviewed the tax collection process and emphasised strict enforcement against tax defaulters and vehicle owners with incomplete documentation. Staff attendance was verified and found to be 100 percent, reflecting positively on the department's discipline. The minister later inspected the automated driving test track at Sector 82, which has been built using modern technology to ensure foolproof testing and eliminate impersonation. The track is equipped with high-resolution CCTV cameras and automated evaluation systems for both two-wheelers and four-wheelers. Sharing performance data, Bhullar said the pass rate for four-wheelers currently stands at 40%, and 82% for two-wheelers, pointing to the transparent and merit-based testing system. "This modern system not only ensures fair testing but will also help in reducing road accidents. Such technology will be replicated across all driving test tracks in Punjab," he added. The surprise visit and announcements underscore the Mann-led govt's focus on transparency, accountability, and digital governance, with the Mohali RTO set to become a model for statewide transformation in transport services.

The company, however, did not disclose the reasons for the resignation. Bhullar sent his resignation letter to company chairman Ajit Gulabchand in the afternoon, and the same was accepted by the board later in the day, as per an exchange filing. "The Board ...has accepted his request for relieving him with effect from close of business hours of June 23, 2025," the filing said. Bhullar was appointed as the chief executive of the company in 2023 and given a five year term. He had joined the company from the Brookfield-run Multiplex Constructions India. Mohali to get ‘Jail Bhawan' soon
1 2 3 Mohali: In a major step toward modernising Punjab's prison administration, the state government will construct a state-of-the-art head office for the jail department, named Jail Bhawan, in Mohali. Jail minister Laljit Singh Bhullar laid the foundation stone of the project on Friday. Speaking at the ceremony, Bhullar said the new headquarters would streamline administrative operations and centralise policymaking. "This is part of a broader reform agenda. While we continue to upgrade jails across Punjab with modern technology and infrastructure, a dedicated head office will significantly boost operational efficiency and coordination," he said. The Jail Bhawan will be in Sector 68, Mohali, on a one-acre plot, with a covered area of approximately 83,947 square feet. The project is estimated to cost Rs 35 crore. Although the scheduled completion date is April 2027, the minister has directed the contractor, ASC Builder, to complete the project by Dec 2026. The five-storey building, including a basement, will feature ultra-modern amenities such as escalators, lifts, firefighting and alarm systems, a local area network (LAN), central air conditioning, solar power generation units, and a sewage treatment plant (STP). It will also include parking space for up to 115 vehicles. Highlighting the financial prudence of the initiative, Bhullar noted that the new facility will save the department Rs 7 lakh per month, or Rs 84 lakh annually, currently spent on office rentals. "Beyond cost savings, this initiative represents a qualitative leap in how the jail department will operate going forward," he said. The minister reiterated that this would provide a modern and efficient working environment for jail officers and staff, reflecting the government's commitment to upgrading infrastructure for law enforcement and administrative departments.

Drug racket busted in Amritsar: Nigerian national, two aides held with pistol, 112 gm cocaine
A Nigerian national identified as Collins and two local aides, part of a drug racket, have been arrested with 112 gm of cocaine, Amritsar police said on Tuesday. Collins, who was currently residing in Delhi and his two local distributors identified as Ishpreet Singh alias Harsh and Akhilesh Vij, residents of Basant Avenue locality were arrested with narcotics and one pistol of .32-bore, commissioner of police Gurpreet Singh Bhullar said. 'The cartel operated primarily through WhatsApp. Collins, the key supplier, sourced the narcotic substances and distributed them through his local contacts in north India. Akhilesh either received consignments directly from Collins or travelled to procure them and sell it directly to customers', Bhullar said while addressing a press conference. 'The network targeted affluent circles and sold cocaine. Collins came to India in 2023 for the medical treatment of his son. After his son returned to Nigeria post-treatment, Collins remained in India illegally, without valid documentation. He has since been involved in drug trafficking activities, operating primarily from Delhi,' Bhullar added, Two FIRs have been registered against the accused. The first FIR under Sections 21-8, 21-C, 29/61/85 of the NDPS Act and 25/54/59 of Arms Act have been registered at police station cantonment, Amritsar, while another FIR was registered under Sections 21, 21-B, 21-C, 29/61/85 of the NDPS Act at Police Station Sadar, Amritsar. 3 held with 1kg heroin, drug money In another incident, the police busted a drug and hawala cartel with the arrest of three persons and seized 1kg of heroin and ₹8 lakh hawala money from their possession. The arrested accused have been identified as Gurpreet Singh, a resident of Dhulka village in Amritsar district, Ravi Kumar of Dadupur road in Amritsar and Sham Singh, a resident of Kathunangal road. 'Ravi had cross-border links with Pakistani smugglers and along with Sham Singh procured heroin from designated pickup locations shared by them, Bhullar said, adding: 'Drug money was routed through a hawala network operated by Gurpreet, who runs a meat cart in his village. He used a token system to collect hawala money.' 'Cash amounting to ₹8.10 lakh was recovered from Gurpreet. This hawala money was routed back to Pakistan via Dubai, indicating sophisticated international financial links,' Bhullar added. Smuggler hurt in encounter, held AMRITSAR: A smuggler was injured during an encounter with Amritsar rural police near the Attari-Wagah international border on Tuesday, officials said. 'The police recovered 534 gms of heroin and a PX-5 pistol along with two cartridges from the possession of the accused identified as Harpreet Singh alias Happy,' SSP Maninder Singh said. The SSP said Happy was wanted in a case of recovery of 5kg heroin on June 11. 'During a checking operation at Neshta, when the Gharinda Police tried to stop Happy and his accomplice riding a motorcycle on June 11, they opened fire at the police party and fled. In the firing, a passerby named Gurjeet Singh alias Billa, a resident of Rasulpur in Tarn Taran district was hit and died,' the SSP said. 'During this, a bag containing 5kg of heroin fell from the bike and a case was registered against the accused at Gharinda police station, and further investigation was initiated, besides launching a hunt to nab the accused', he said. On Tuesday, Gharinda police received information that Happy was hiding in the Defence drain area of Attari. 'Acting swiftly, the officer in charge of Gharinda police station, along with his team, tracked the accused. The accused again opened fire at the police party and was injured in retaliatory firing. Happy was shot in the leg and captured. A PX-5 pistol and two live cartridges were recovered from him at the time of arrest,' the SSP added. The SSP said that efforts are ongoing to trace the other accomplices of Happy.

Punjab: RC, DL backlog to be cleared, says minister Bhullar
The Punjab government on Monday announced that it will delegate the authority for the registration and renewal of registration certificates (RC) and driving licences (DL) to regional authorities. This decision aims to address the growing backlog of RC and DL registrations and renewals, which has been pending for some time. Transport minister Laljit Singh Bhullar said that the move will offer significant relief to citizens across the state. 'As per the new guidelines, applicants will now be able to get their old vehicles and driving licenses digitized online and renew the related documents with ease,' Bhullar said, adding that the lack of proper approvals for renewal documents and the non-digitisation of records had become a major obstacle in clearing the backlog. The minister said that to streamline processing of these documents, instructions have been issued to all registering and licensing authorities in Punjab to prioritise and complete the pending work. Documents that do not comply with the requirements for the ministry of road transport and highways will be processed according to the guidelines laid out by the state transport commissioner's office, in a letter dated May 24 of the previous year. As part of the process, a verified affidavit from an executive magistrate will be required for RC and DL backlogs. This affidavit must include important details such as the online digitisation status, validity period, category, manual issuing authority, tax payment status, no objection certificate (NOC) for any dues and the accuracy of all related information. To further streamline the process, it has been made mandatory for applicants to upload a physical inspection report, which includes detailed verification of chassis and engine numbers by a motor vehicle inspector, when submitting their RC details online. Additionally, when processing RC backlogs, authorities will ensure that vehicle transfer records, including those of previous owners, are preserved. For DL backlogs, applications must be made through the original issuing authority. The licensing authority will approve the requests after the staff uploads authenticated copies of previously issued licences in the sarathi software, ensuring proper record-keeping. As part of the process, applicants will be required to submit the original copy of their licence along with proof of birth and address. To ensure transparency and accountability in the completion of backlog work, Bhullar clarified that a permanent departmental employee will be responsible for registering and verifying the backlog entries on behalf of the applicant. The employee will also verify the details through the transport portal and get them approved by the concerned authority. 'The department will take full responsibility for any incorrect entries and regional authorities will be required to send daily progress reports of RC and DL backlog approvals to the headquarters,' he said.
