
RTO services in Punjab to go online
Mohali: In a major step towards digitising public services, Punjab transport minister Laljit Singh Bhullar Friday announced that all RTO (regional transport office) services in the state will soon be available online, allowing citizens to complete their transport-related work from the comfort of their homes.
Speaking to the media during a surprise inspection of the RTA office and the new driving test track in Sector 82 here, the minister revealed that the digital rollout will start as a pilot project from Mohali, before being extended to the entire state.
Bhullar said, "We are committed to administrative reform and citizen convenience. With all RTO services going online, people won't have to stand in queues or make repeated visits to the office."
He added that necessary modalities are being finalised for launching the online office soon.
During the inspection, the minister personally interacted with the staff and citizens at the public counters, taking stock of day-to-day operations and grievances. Citizens reportedly appreciated the cooperation extended by the officials and praised the functioning of the office.
Bhullar issued on-the-spot directions to address any public complaints and instructed staff to ensure that no citizen is harassed or inconvenienced.
"If any document is incomplete, the applicant should be fully informed about what is missing so that no one has to return again and again," he said.

e also reviewed the tax collection process and emphasised strict enforcement against tax defaulters and vehicle owners with incomplete documentation. Staff attendance was verified and found to be 100 percent, reflecting positively on the department's discipline.
The minister later inspected the automated driving test track at Sector 82, which has been built using modern technology to ensure foolproof testing and eliminate impersonation. The track is equipped with high-resolution CCTV cameras and automated evaluation systems for both two-wheelers and four-wheelers.
Sharing performance data, Bhullar said the pass rate for four-wheelers currently stands at 40%, and 82% for two-wheelers, pointing to the transparent and merit-based testing system. "This modern system not only ensures fair testing but will also help in reducing road accidents. Such technology will be replicated across all driving test tracks in Punjab," he added.
The surprise visit and announcements underscore the Mann-led govt's focus on transparency, accountability, and digital governance, with the Mohali RTO set to become a model for statewide transformation in transport services.

Gujarat High Court takes action against illegal ride-hailing licences for private cars
The Gujarat high court has issued a notice to state authorities concerned over a petition filed by auto rickshaw drivers' unions taking exception to the licences issued to private cars that are not registered as taxis but are used for ride-hailing by aggregators in the city. The Auto Riksha Chalak Welfare Association and Smart City Auto Drivers' Union have sought the court's directions to the transport authorities and the city's regional transport officer not to issue licences to those private vehicles that are not registered as transport vehicles but are used by aggregators like Ola , Uber , Rapido , and Jugnu. The unions have contended that Section 93 of the Motor Vehicles Act stipulates that the issuance of a licence to ply a vehicle as a taxi requires the vehicle's registration as a transport vehicle. However, authorities grant licences to aggregators to run unregistered transport vehicles as well. They have urged the HC to direct the authorities "to restrict the grant of licences for use of non-transport vehicles and further restrict the use of non-transport vehicles in the city of Ahmedabad by following the procedure laid down in the Motor Vehicles Act and Rules." The petitioners have contended that allowing such private vehicles to ply on city roads as taxis adds to pollution and traffic problems. In 2020, the Ministry of Road Transport and Highways issued guidelines for the issuance of licences to aggregators. The state govt instructed the commissioner of transport to disallow non-transport vehicles by aggregators on April 16, 2021, and the city's RTO issued a press note to this effect on Sept 22, 2023, stating that carrying passengers in non-transport vehicles is illegal. The RTO issued a show cause notice to Rapido on Jan 4 and suspended its licence for 30 days for violation of this rule.
