India needs a sharper push to power next GCC wave: DEA secretary

New Delhi: India's Global Capability Centres (GCCs) have flourished on the back of robust infrastructure, business-friendly reforms and a deep talent pool but sustaining this momentum will require more work, Department of Economic Affairs (DEA) secretary Anuradha Thakur said on Monday. A targeted policy push, deeper Centre-state coordination and curriculum upgrades were among tasks lying ahead. Speaking at the CII (Confederation of Indian Industry) GCC's Business Summit, Thakur said the core drivers of India's rise as a global hub for GCCs included strong physical and digital infrastructure, the Digital India mission, and a decade of regulatory reforms aimed at streamlining approvals, taxation, and compliance. These interventions laid the foundation for India's dominance in the space, with over 1,800 GCCs now operating in the country, she said. "Over the years initiatives like streamlined tax regulations, compliance procedures, all of this together, have built up this segment," she added. Thakur also emphasized the need to study state-level success stories, particularly Karnataka, Tamil Nadu and Telangana, to understand what early policy and infrastructure choices helped attract GCCs. 'Whether we need to replicate these models or enhance them further is something we need to deliberate today. Perhaps a bit of both,' she said. The rapid expansion of GCCs into engineering, research and development (R&D), artificial intelligence (AI), and emerging technologies underscores the need for curriculum reform, Thakur added. She also suggested the introduction of specialized engineering courses in ITIs and greater alignment between industry needs and academic training. Highlighting that India's demographic advantage continues to play a critical role, with 2.1 million STEM (science, technology, engineering and mathematics) graduates emerging annually, over 35% female participation in the sector, and a median workforce age of 28, she added that the talent pool needs better integration into national skilling initiatives. Citing her experience in the ministry of corporate affairs, Thakur said programmes like the PM Internship Scheme suffered from slow uptake by the GCC sector due to delayed decision-making, despite their potential for mutual benefit. "Unfortunately, the GCCs could not participate to the extent that we had expected, and we found the decision-making probably could have been faster," she added. Thakur also flagged the importance of geographic diversification beyond traditional metro hubs, suggesting that many tier-2 cities with rich talent pools could become cost-effective alternatives with the right infrastructure and state support. "Many of the states where we have a bulk of talented human resources, probably don't have the bulk of the GCCs, which could be there, which could be another way of (being) competitive on cost," she added. As more global players, from beyond the US, look to India as a GCC destination, Thakur called for broader international outreach to attract newer businesses and investment. She added the need to step up outreach to countries exploring GCC destinations and underscored the need for closer government-industry partnerships to shape supportive policy frameworks.

Biz collaborations for a circular economy via FTA to boost EU-India ties

With ongoing free trade agreement (FTA) talks, businesses for the circular economy will unlock circular value and further enhance collaborations and relations between India and the European Union (EU), said an EU official on Thursday, indicating that circular economy is part of the FTA talks. In June 2022, India and the 27-nation EU bloc resumed negotiations for a comprehensive FTA, an investment protection agreement and a pact on geographical indications after a gap of over eight years. Key areas of discussion include agriculture and dairy, government procurement, labour standards, sustainable development, and investment-related issues. 'In 2025, with ongoing FTA negotiations, recent EU colleagues' visits and further strengthening of EU-India relations, and business space for circular economy, it may mean unlocking circular value for this dynamic and further enhanced collaboration between the EU and India,' Ewa Suwara, Deputy Head of Delegation of the European Union, said on Thursday at the Confederation of Indian Industry (CII) Business Summit. The EU and India are working on multiple projects together to promote a circular economy, aiming to reduce waste, increase resource efficiency, and foster sustainable development. Projects like the EU-India Resource Efficiency and Circular Economy Initiative (EU-I RECEI) aim to foster sustainable value chains and create new economic and job opportunities, particularly for entrepreneurs and MSMEs, through circular economy solutions by leveraging EU expertise and best practices. India is increasingly focusing on a circular economy to minimise waste, maximise resource efficiency, and drive economic growth while reducing environmental impact. The circular economy in India is estimated to be worth $2 trillion and create 10 million jobs by 2050. EU-I RECEI also aims to support India in implementing the global sustainable consumption and production (SCP) agenda through the adoption of international standards and best practices in business on resource efficiency and circular economy. In February, the India-EU Trade and Technology Council (TTC) launched two major research and innovation initiatives, with a joint investment of ₹391 crore (€41 million), to address marine plastic pollution and develop waste-to-green hydrogen technologies. These aim to bring together researchers, start-ups, and industries from both India and the EU to find sustainable and global solutions. These initiatives are part of the EU-India Trade and Technology Council (TTC) and are coordinated under the EU's Horizon Europe programme, with co-funding from Indian ministries such as the Ministry of Earth Sciences and the Ministry of New and Renewable Energy. The goal is to find innovative and sustainable solutions to combat marine pollution and promote technological advancements.

Rajnath Singh says PoK residents part of India: 'One day they'll join us'

In a strong and emotionally charged message to the people of Pakistan-occupied Kashmir (PoK), Defence Minister Rajnath Singh on Thursday declared that the day is not far when PoK will return to India voluntarily, driven by a sense of shared identity and belonging. Speaking at the Confederation of Indian Industry (CII) Business Summit in the national capital, Singh reaffirmed India's unwavering commitment to national unity and asserted that those living in PoK are an integral part of the Indian family. 'I believe that the people of Pakistan-occupied Kashmir are our own, part of our family,' Singh said. 'We have full faith that those of our brothers who are geographically and politically separated from us today will also return to the mainstream of India someday, listening to their voice of soul.' The Defence Minister's remarks come in the aftermath of Operation Sindoor, India's response to the April 22 Pahalgam terror attack. In the Operation, India targeted terror infrastructure and airbases deep inside Pakistan and Pakistan-occupied Kashmir. Singh used the occasion not only to highlight India's military strength but also to emphasize a more humanistic and inclusive vision for PoK. 'India always talks about connecting hearts, and we believe that by walking on the path of love, unity and truth, the day is not far when our own part, PoK, will return and say, 'I am India, I have returned',' Singh said. He noted that most of the population in PoK shares a 'deep connection' with India, adding that only a small minority have been misled. Singh's outreach signals a shift from solely territorial rhetoric to one that acknowledges the emotional and cultural ties between the people of India and PoK. Outlining a recalibrated policy towards Pakistan, the Defence Minister made it clear that future dialogue with Islamabad will only focus on two issues: terrorism and PoK. 'We have redesigned and redefined India's response to terrorism. We will talk to Pakistan only about PoK and terrorism—nothing else,' Singh said. 'The business of terrorism is not cost effective. Pakistan has now realized that it comes at a heavy price.'
