The AP JAC (Amaravati) and the Contract and Outsourcing Employees Association have urged the State's coalition government to implement a dedicated Human Resource Policy for outsourcing employees, similar to the provisions extended to SERP and MEPMA employees. A delegation led by AP JAC Chairman Bopparaju, Association President K. Suman, General Secretary E. Madhu Babu, and Vice President Pasupuleti Shiva Saida Rao submitted a detailed memorandum to the Finance Minister and AP COS study committee member Payyavula Keshav on Thursday. The association highlighted the high hopes outsourcing employees had from the current coalition government, especially given the pro-employee steps taken during the 2014–19 TDP tenure. These included a 50% salary hike, GO granting ₹15,000 towards miscellaneous expenses, GO granting 180 days of maternity leave to female employees, and GO providing ex gratia for accidental or natural death. Key demands include the immediate implementation of HR policy for outsourcing employees through AP Corporation for Outsourced Services (APCOS); framing of exclusive service rules for full-time outsourcing staff in government departments; seniority-based increment benefits for long-serving employees; extension of all welfare schemes promised in the coalition manifesto to outsourcing workers; and provision of 30 days paid medical leave annually. They also cited the hardships faced under the previous administration, including only a 23% salary hike and the loss of welfare benefits due to treating employees as government staff under CFMS, leading to a withdrawal of schemes. Several private agency-led exploitation was also mentioned, where salaries were withheld or embezzled, seeking government intervention via the PD Act for recovery. The delegation expressed gratitude to the government for setting up a Cabinet subcommittee on outsourcing employees soon after assuming power and demanded swift, favourable action on long-pending issues. In response, Mr. Keshav assured the delegation of the government's intention to deliver better services to the public through outsourcing employees and that there was no plan to dismantle APCOS. He said all concerns will be thoroughly reviewed, and if necessary, the Group of Ministers will consult all stakeholders before arriving at a decision.

In a big relief after months for thousands of teachers and retired staff of Bihar's 13 state universities, the grant of ₹1,094.091-crore has been released to the institutions for payment following Bihar government's approval, said a senior official of the education department. The government had approved the release of the grant last week and now the funds have been released to the universities for disbursal to bonafide claimants which can reach them in a couple of days, said higher education director NK Aggarwal. While ₹416.49-crore has been released for the March to May 2025 salaries, another ₹44.36-crore has been released for February salary in Pataliputra University's (Patna) and November to February salaries for Munger University. For retirement benefits, a sum of ₹597.921-crore has been released for the March to May period, while another ₹35.32-crore has been released for backlog pension of February in TM Bhagalpur University, Pataliputra University and Munger University. A letter to this effect was issued by the deputy secretary of the Bihar government, Amit Kumar Pushpak. It makes it clear that the payment to teachers and employees should be made in accordance with the slips generated by the payroll management portal and through the comprehensive financial management system (CFMS). Thousands of teachers, employees and retired persons of the state universities have been facing a difficult situation due to delay and they were threatening protests in the election-bound Bihar. Earlier this year also, the two teachers' bodies had to appeal to the Chief Minister after non-payment of monthly salary for over three months on the plea that there was some snag snag in CFMS 2.O system. Agarwal said that at the meeting of finance officers and registrars of seven state universities on Tuesday, it was specifically told that the universities must ensure submission of individual details of arrear and difference of dearness allowance as well as deafness relief in case of retired teachers to have a realistic estimate. 'It is government money and every penny has to be accounted for. We have told the officials that the money is meant for those working on sanctioned posts, not others, and diversion of funds is not allowed. Even in case of guest teachers, those working on sanctioned posts. The details of those covered under national pension scheme (NPS) also needs to be made available,' he added. Aggarwal said the government would like to streamline payment provided the universities also supported with proper compliance of financial norms and timely submission of utilisation and budgetary details. 'We have given six performa to the universities for 2025-26 Budget, which needs to be duly filled and submitted. Unfortunately only four universities have done it so far. We have urged them to submit the budgetary requirement for the 2016-27 fiscal by August, so that we could proceed further. Delaying it to December and beyond creates a lot of problems and leads to delays. If Senate meeting is required to be held twice, the universities can do it,' he added.

The government has asked civic bodies to constitute special teams to conduct surprise inspections and bring unauthorized buildings into the tax net. Commissioners have also been instructed to identify anomalies in property tax assessments to generate additional revenue for the state exchequer. District collectors have been tasked with closely monitoring the process, as the government seeks to demonstrate tangible improvements in urban development. Ruling NDA legislators have been advised not to interfere in taxation matters, with the rationale that higher revenues will enable civic bodies to undertake more developmental works in their constituencies. It even withheld payments to contractors who carried out minor repairs. The urban population strongly opposed YSRCP due to its negligence," observed municipal administration minister Dr Narayana. He added that the current government has empowered municipal bodies to utilize collected tax revenues independently, without routing them through the Comprehensive Financial Management System (CFMS). "We have instructed municipalities to adopt stringent measures to prevent tax evasion. They must think innovatively to enhance revenue," he stated. Dr. Narayana emphasized that despite booming construction activity across the state, tax collections have not kept pace. "Every new building must be brought under the tax net with accurate assessments," he directed. The government has set a target of achieving a 20% increase in total revenues for the current fiscal year. However, Guntur Municipal Commissioner (GMC) Puli Srinivasulu has set an ambitious goal of 30%. "Our special drive to detect anomalies will begin Monday. We expect a 30% increase in revenues following these inspections," said Srinivasulu. He mentioned that he would personally inspect select households to verify the accuracy of their tax assessments, noting that the tax growth rate in recent years has not aligned with actual construction activity.
