Andhra Pradesh government sets 20% revenue boost target for civic bodies

Vijayawada: In a decisive move to expedite developmental works ahead of next year's civic body elections, the state government has directed all municipal commissioners to launch a special drive aimed at boosting revenues.
The government has asked civic bodies to constitute special teams to conduct surprise inspections and bring unauthorized buildings into the tax net. Commissioners have also been instructed to identify anomalies in
property tax assessments
to generate additional revenue for the state exchequer.
District collectors have been tasked with closely monitoring the process, as the government seeks to demonstrate tangible improvements in urban development.
Ruling NDA legislators have been advised not to interfere in taxation matters, with the rationale that higher revenues will enable civic bodies to undertake more developmental works in their constituencies.
Sources revealed that Chief Minister Chandrababu Naidu has asked legislators to fully support officials in identifying tax evasion, aiming to showcase a clear contrast with the previous administration.

"The previous YSRCP government completely neglected development in towns and cities by failing to release funds for civic works. It even withheld payments to contractors who carried out minor repairs. The urban population strongly opposed YSRCP due to its negligence," observed municipal administration minister Dr Narayana.
He added that the current government has empowered municipal bodies to utilize collected tax revenues independently, without routing them through the Comprehensive Financial Management System (CFMS).
"We have instructed municipalities to adopt stringent measures to prevent tax evasion. They must think innovatively to enhance revenue," he stated.
Dr. Narayana emphasized that despite booming construction activity across the state, tax collections have not kept pace. "Every new building must be brought under the tax net with accurate assessments," he directed.
The government has set a target of achieving a 20% increase in total revenues for the current fiscal year. However, Guntur Municipal Commissioner (GMC) Puli Srinivasulu has set an ambitious goal of 30%. "Our special drive to detect anomalies will begin Monday. We expect a 30% increase in revenues following these inspections," said Srinivasulu. He mentioned that he would personally inspect select households to verify the accuracy of their tax assessments, noting that the tax growth rate in recent years has not aligned with actual construction activity.

Trump's swift negotiations with countries which US has a significant trade deficit with are accompanied by his proposal to implement a uniform rate of 10% to 15% on approximately 150 smaller nations. The increasing clarity on tariff structures will allow organisations with intricate Asian supply networks and US market dependence to strategise operational adjustments to minimise revenue impacts. Similar to the 2018 trade tensions, recent tariff declarations are expected to encourage firms to relocate production away from China. At present, China faces the region's highest average tariff rates, whilst ongoing White House scrutiny of its technological and trade aspirations may prompt businesses to seek more stable alternatives. Shipments from Asia to the US are expected to come down after the implementation of new tariff rates. Although Southeast Asian economies and Japan face lower tariffs than initially threatened by Trump, these rates remain significantly higher compared to pre-Trump administration levels. Dehradun: The Uttarakhand cabinet on Wednesday approved 82 posts for the administration of the Kumbh Mela, which will be held in Haridwar from Jan to April 2027. The new posts — nine permanent, 44 temporary, and 29 outsourced — were cleared to ensure the smooth conduct of the religious gathering. At a meeting chaired by CM Pushkar Singh Dhami, the cabinet also amended rules 5, 6 and 8 of the Uttarakhand State Educational (Teaching Cadre) Gazetted Service Rules, 2022, related to recruitment and service conditions for teaching staff. As per the amendment, principals who completed two years of service on the first day of the recruitment year, lecturers appointed on a fundamental basis with 10 years of service, and assistant teachers promoted as lecturers with 10 years in the role will be eligible to appear for the limited departmental examination for the principal post. In addition, teachers promoted as lecturers with a combined 15 years in lecturer and assistant teacher roles, as well as assistant teachers appointed on a fundamental basis who completed 15 years of satisfactory service and hold required educational and training qualifications, can also apply for the same. The cabinet also approved the notification of Article-28 Customs Bond under Schedule 1-B of the Indian Stamp Act, 1899, to enable digital e-stamping in the state. This comes in line with the notification issued on April 24, 2023, introducing the Uttarakhand Stamp (Amendment) Rules, 2023, aimed at promoting paperless stamping and ensuring transparency in stamp duty payments. Under these rules, certain non-registration articles in Schedule 1-A of the Indian Stamp Act, 1899, have been included to allow public access to stamp purchases within bank premises. Article 26, which covers non-registrable customs bonds, is now part of these regulations, enabling electronic stamp duty payment for customs. Officials said the move will ease the process for taxpayers executing bonds in Uttarakhand and support the Ease of Doing Business initiative by streamlining operations in public interest.

New Delhi: Telangana Chief Minister A Revanth Reddy on Wednesday demanded former Union Minister and ex-Governor Bandaru Dattatreya, an OBC leader from Telangana, be made the Vice President of India. He said the post should be given to Telangana as Telugu was the second-most spoken language in the country, and justice to the native speakers must be done. Meanwhile, he termed as "unfortunate" the resignation of former vice president Jagdeep Dhankhar. "The next Vice President should be from Telangana. Telangana deserves its due. You cannot do so much injustice to the people of Telangana. Telugu is the second most spoken language in India after Hindi, and then comes Bengali. Injustice has been done to our people. "I have demanded that the NDA government appoint Bandaru Dattatreya as the next Vice President of India. If Dattatreya is made the vice president, then some of your sins will be forgiven," the Congress leader told reporters here. Mr Dattatreya was the Haryana governor during 2019-2021. He was made the governor of Himachal Pradesh in July 2021 and vacated that post on July 21 this year. Mr Reddy said he proposed Mr Dattatreya's name because there is so much talk about OBCs these days, and Dattatreya, an OBC, was removed from the post of governor. He said Bandi Sanjay was also axed as the BJP president of Telangana, as he termed both these leaders the main face of Telugu OBCs. "They sent a person of Telugu-speaking person back home from Delhi (referring to former VP M Venkaiah Naidu). Then they removed Bandaru Dattatreya as governor and then removed Bandi Sanjay as Telangana BJP president," said Mr Reddy, attacking the BJP-led Centre. Asked if the Congress would support Mr Dattatreya's candidature, he said, "I will try and help Bandaru Dattatreya, and I will also request my leadership to support him too, but the Congress leadership will take a call on it." Mr Reddy also alleged that the country is in danger till the NDA government is in power, and it has to be removed.
