PUTRAJAYA, June 26 (Bernama) -- The Kota MADANI smart city project here is expected to help civil servants save up to RM1,000 a month in living costs, said Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa. She said that through this project, civil servants would be able to reside in government quarters at minimal cost, with salary deduction for housing totalling only around RM400 per month. 'Their children's schools are nearby and accessible on foot. They can go to and return from school safely as the area is equipped with an advanced security system. 'Fuel costs can also be saved. So they can set aside money for the future,' she said in her speech at the launch of the Kota MADANI development project in Putrajaya's Precinct 19, officiated by Prime Minister Datuk Seri Anwar Ibrahim today. Dr Zaliha said the government is developing the MADANI concept grounded in reality, not merely as a slogan. Responding to claims that the project would replace Putrajaya, Dr Zaliha clarified that Kota MADANI covers only 0.8 per cent of the entire area of Putrajaya and is a small part of a larger urban planning initiative. 'Putrajaya was built as a symbol of modern and planned administrative capital. Kota MADANI is a continuation and realisation of this vision, with emphasis on a liveable, inclusive, and secure ecosystem,' she said. Kota MADANI is designed as a 'walkable' development with short distances between buildings, integrated with MADANI and CHASE principles — namely integrated development, pedestrian-friendly environments, artificial intelligence (AI) technology, and sustainable and inclusive growth. According to Dr Zaliha, 10,000 units of quarters for civil servants will be built under the project to address the acute shortage currently faced.

Speaking at the project launch in Precinct 19, Dr Zaliha explained that government quarters under the scheme will cost only around RM400 per month through salary deductions. She highlighted additional benefits, including proximity to schools and enhanced security, allowing families to walk safely. 'Fuel expenses can also be minimised, enabling civil servants to allocate more savings for their future,' she said during the event officiated by Prime Minister Datuk Seri Anwar Ibrahim. Addressing concerns that Kota MADANI might replace Putrajaya, Dr Zaliha clarified that the project covers just 0.8 per cent of Putrajaya's total area. 'Putrajaya remains a symbol of modern administration, while Kota MADANI enhances liveability and inclusivity,' she added. The development integrates MADANI and CHASE principles, focusing on walkability, AI technology, and sustainability. It will include 10,000 new housing units to alleviate the current shortage, with 17,000 applications pending. Dr Zaliha emphasised that the MADANI Government is prioritising civil servants' welfare, contrasting past neglect. 'A support officer paying RM1,500 in rent and RM500 for fuel will see life-changing benefits,' she noted. The RM4 billion project, managed by Putrajaya Holdings Sdn Bhd, follows a public-private partnership model without initial government funding. Also present were Chief Secretary Tan Sri Shamsul Azri Abu Bakar and Putrajaya Corporation president Datuk Fadlun Mak Ujud.

PUTRAJAYA: The name Kota Madani that was chosen for the development of government quarters in Presint 19 will be retained as the main identity for modern housing and urban development, in line with the current government's aspirations. Minister in the Prime Minister's Department (Federal Territories), Datuk Seri Dr Zaliha Mustafa, said Kota Madani was not merely a current administrative name but a comprehensive concept embodied with the Malaysia Madani vision and the CHASE approach: Clean, Healthy City, Advanced City, Safe City, and Eco-Friendly City. "So, it has no relation, as we hear outside, that this Madani name will not last when the government changes and so on. Because, for me, the most important thing is its comprehensive concept. "For me, it doesn't just represent the current government because it's the result of an idea that originated from the current government, but it's more about the concept itself," she told the media during a briefing session here today. Dr Zaliha expressed hope that the successful implementation of the Kota Madani concept in Putrajaya can serve as a development model for other regions and cities nationwide. She also urged all parties to jointly convey the aspirations and meaning behind the Kota Madani development to the public, emphasising that it is not just a physical project but about the well-being of the people. "For example, Kuala Lumpur is based on a city that has been built for a long time, and it's very difficult for us to create something comprehensive and inclusive there, which is why we came up with this new concept. "God willing, in future developments, this concept will be adopted because its comprehensiveness extends to talking about the diverse benefits for the people," she said. Spanning 41.28ha, Kota Madani will house 10,000 residential quarters for over 30,000 people and will be built vertically with high intensity. It is designed with the integration of artificial intelligence technology, efficient digital infrastructure, and a green mobility system. The project begins with the development of its first phase, expected to commence in September, involving the construction of approximately 3,000 residential units and a vertical school, which is anticipated to be completed and fully operational by the end of 2027. The groundbreaking ceremony for Kota Madani is scheduled for tomorrow.
