Karnataka HC to govt: Tech analysis done for Cauvery Aarti, amusement park at KRS?
BENGALURU: The Karnataka High Court on Friday directed the State Government and Cauvery Neeravari Nigam Ltd (CNNL) to inform whether any technical assessment was done on dam safety before approving the proposed Disneyland-type amusement park at a cost of Rs 2,663 crore near Krishnaraja Sagar (KRS) in Mandya district. Noting that an affidavit has to be submitted by the State Government, the HC also sought information from the government on the proposed construction of an open theatre to accommodate 20,000-25,000 people and civil works for a parking lot to witness the proposed Cauvery Aarti near KRS on the lines of Ganga Aarti. A division bench of acting Chief Justice V Kameswar Rao and Justice CM Joshi passed the order after hearing two PILs filed by K Boraiah and four other farmers from Srirangapatna taluk and also Sunanda Jayaram, a farmer leader from Gejjalagere of Mandya taluk. They have questioned the May 13 tender inviting proposals from private entities to develop the Disneyland-type project and to maintain it for 30 years. Meanwhile, Sunanda Jayaram challenged the principal approval given by the Water Resources Department on May 3 to CNNL to utilise Rs 92 crore for creating permanent infrastructure for Cauvery Aarti. The petitioners in both petitions contended that the HC had banned all types of mining and quarrying activities within a 20 km radius of the dam till the completion of a study by experts and the decision has to be taken by the Committee on Dam Safety but the safety of the dam has been ignored by the State Government by taking up both projects. Advocate General K Shashikiran Shetty assured the court that the dam's safety has been kept in mind while approving the projects. The court, however, directed the State Government and the Cauvery Neeravari Nigam Ltd to file an affidavit on the conduct of the technical assessment of works of the proposed projects. The State Government informed the High Court that the tender for the amusement park project is yet to be completed and the tender for installing the Cauvery statue is completed and the work order has to be issued. Further hearing is on July 23.

The High Court of Karnataka on Friday directed the State government to inform by way of an affidavit whether any technical assessment was done on dam safety before approving the proposed Disneyland-type amusement park project near the Krishnaraja Sagar (KRS) in Mandya district at an estimated cost of ₹2,663 crore under the public-private partnership. The court also asked the government to give similar information on the proposed construction of infrastructure facilities and civil works to accommodate around 20,000 to 25,000 people in an open theatre and parking place to witness the proposed programme of Cauvery Aarti near the KRS, similar to Ganga Aarti conducted on the banks of the Ganga in Uttar Pradesh. Two PIL petitions A Division Bench comprising acting Chief Justice V. Kameswar Rao and Justice C.M. Joshi issued the direction during the hearing on two PIL petitions, filed by K. Boraiah and four other agriculturists from Krishnaraja Sagar in Srirangapatna taluk, and Sunanda Jayaram, an agriculturist from Gejjalagere in Mandya taluk. While Mr. Boraiah and others have questioned the tender issued on May 13, 2025, inviting proposals from private entities to develop the Disneyland-type project and to maintain it for 30 years, Ms. Jayaram has questioned the May 3, 2025, in-principal approval given by the Water Resources Department to Cauvery Neeravari Nigama Limited (CNNL), which is implementing the project, to utilise around ₹92 crore for creating permanent infrastructure for Cauvery Aarati. Safety concerns raised It has been pointed out in the petitions that safety of the KRS has been ignored by the authorities while proposing these projects while pointing out that the High Court, in response to separate petitions, in January 2024 banned all types of mining and quarrying activities within a 20-km radius of the dam till the completion of a study by experts and the decision to be taken by the committee on dam safety, set up as per the provisions of the Dam Safety Act, 2021. The Bench directed both the government and the CNNL to file affidavit on conduct of any technical assessment of works related to proposed projects near the dam after the State Advocate-General, though assured the court that safety of the dam has been kept in mind while approving the projects and that apprehensions of the petitioners are unfounded, sought time to answer the specific query of the court on whether prior technical assessments were carried out in this regard. Earlier, the government pointed out to the court that the tender for the amusement park project is not yet complete, but that for installing a statue of the Cauvery is complete but work order is yet to be issued. Government documents produced before the court had a reference to an old technical assessment report with regard to the impact of installing the statue and not other construction works.

Karnataka rains: Flood warning as outflow from Kabini increased to 25,000 cusecs
The outflow from the Kabini reservoir in Mysuru district of Karnataka was increased to over 25,000 cusecs on June 18, prompting a flood warning for people living downstream. The Cauvery Neeravari Nigam Limited (CNNL) has appealed to residents along both banks of the river to avoid going near the water and to shift, along with their domestic animals and cattle, to higher ground for safety. The outflow was increased consequent to rise in the rate of inflow into the reservoir, which was nearing its capacity. The inflow was 21,545 cusecs at 12 noon on June 18 while the water level was 2,280.84 ft against the capacity of 2,284 feet. The increase in inflow was attributed to heavy rains in the catchment region of the Kapila river in the Wayanad region of Kerala. KRS in Mandya The rate of inflow into the Krishnaraja Sagar (KRS) reservoir in Mandya district has also increased due to heavy rains in Kodagu district. The inflow was 29,368 cusecs while the reservoir level was 113.25 ft against its capacity of 124.80 feet. Kodagu district was a beneficiary of the early onset of the South West Monsoon this year, but after a week of intense rains in the last week of May, there was a lull. As a result, the figures for June indicated a deficit in rainfall. But the monsoon gained fresh vigour during the last 48 hours, which resulted in an increase in inflow into various reservoirs, including KRS and Harangi. Though the rains have relatively abated as on June 18, the water flow continues to benefit from the rains received over the past two days. During the 24-hour period ending 8.30 a.m. on June 18, Bhagamandala recorded 91.20 mm of rain while Shanthalli received 80 mm. Napoklu (50.80 mm), Virajpet (49 mm) and Ammathi (47.50 mm) were other areas in the district that received a significant amount of rain.

Selfie near KRS crest gate lands 2 youths in police net
Mandya: After a two-minute selfie featuring three youths near the crest gate of the closely guarded Krishnaraja Sagar (KRS) reservoir went viral, police detained two of them on Saturday and launched a search for the absconding person. The video was shot three weeks earlier. All three have been booked on charges of illegal and wrongful entry under BNS for unauthorised entry into the heavily secured KRS Dam premises. Jeevan, 20, and Gangadhar, 32, both residents of Chikkadi village in Pandavapura taluk, along with their friend, shot a video standing close to the crest gate. The video clearly captures the individuals stating that security personnel attempted to stop them, but they managed to sneak into the restricted zone nonetheless, where civil work is being carried out. They could access entry because the security grills were opened to facilitate construction at the dam site. While the incident initially appears to be a security lapse, sources reveal that the underlying issue is a critical shortage of manpower. Karnataka's 92 crore Cauvery Aarti stalls as finance department flags fund crunch
The Congress-led Karnataka government's plan to hold a grand 'Cauvery Aarti' near the Krishna Raja Sagar (KRS) reservoir in Mandya district, modelled on the iconic Ganga Aarti has hit a funding Water Resources Department has drawn up a proposal to build basic infrastructure for the ritual and pegged the cost at Rs 92.30 crore. The ambitious project is to be executed by the Cauvery Neeravari Nigam Limited (CNNL), under the capital account head from the grants the Finance Department flagged that the Rs 92 crore proposed in the draft Cabinet note exceeds the amount approved by the Board of Directors. 'In this context, approval for new works is not permissible," the department has said, advising that the matter be placed before the Cabinet for a final call. As per a note from the Finance Department dated April 22, 2025, accessed exclusively by India Today, the required funds are currently not available. The note highlights CNNL's existing liability of Rs 9,357 crore, with only Rs 1,670 crore allocated this year — leaving an outstanding liability of Rs 7,687 crore for the next year. On top of that, Rs 2,254 crore worth of bills remain out, the Water Resources Department as a whole is staring at a massive liability of Rs 99,899 crore. Even after fully using this year's grant, dues of Rs 87,886 crore will carry over to next year. In addition, Rs 17,092 crore worth of bills remain response, the administrative department has maintained that it is essential to undertake this project to provide necessary infrastructure for Cauvery Aarti in Srirangapatna and has decided to move the proposal to the Cabinet for approval.
