NEW DELHI: The Union Ministry of Home Affairs (MHA) on Tuesday announced that preparations for Census 2027 have started, with a two-day conference of Directors of Census Operations held earlier this month to discuss the roadmap. The ministry confirmed that the census will be conducted in two phases and will include digital data collection as well as caste enumeration. In a written reply to the Lok Sabha, Minister of State for Home Nityanand Rai informed that a two-day conference was held in the national capital on July 3 and 4. The event was attended by Directors of Census Operations, senior officials from the Directorates of Census Operations, and officers from the Office of the Registrar General and Census Commissioner, India. The Minister added that the conference focused on the roadmap for the upcoming Census and related activities. Key topics discussed included finalisation of the administrative unit framework, data collection through mobile applications, management and monitoring via the Census Management and Monitoring System (CMMS) portal, self-enumeration, training of census personnel, and other related matters. Rai also pointed out that the preparation for Census 2027 started with the publication of gazette notification dated June 16, 2025 expressing the intent of the Government to conduct a Population Census. The Central government earlier last month announced that the Population Census-2027 will be conducted in two phases, and for the first time, it will also include enumeration of castes.

The Central government earlier last month announced that the Population Census-2027 will be conducted in two phases, and for the first time, it will also include enumeration of castes. Ministry of Home Affairs then made the announcement through a statememt mentioning that the census will follow different reference dates depending on the region, in accordance with logistical and climatic factors. "It has been decided to conduct Population Census-2027 in two phases along with enumeration of castes," a Home Ministry statement then mentioned. According to the MHA statement, the reference date for the "Population Census-2027 will be 00:00 hours on March 1, 2027, for most parts of the country." However, for the Union Territory of "Ladakh, and the non-synchronous snow-bound areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the reference date will be 00:00 hours on October 1, 2026." The government has also indicated that a notification of intent to conduct the census, adhering to the above-mentioned timelines, will be published in the Official Gazette on June 16, 2025. This will be done under Section 3 of the Census Act, 1948, which governs the legal framework for the decennial census exercise in India. This development marked a significant step in the preparation for the upcoming national census, which was delayed due to the COVID-19 pandemic and is now slated to be one of the most comprehensive data-gathering exercises undertaken by the Indian government. The Census of India is conducted under the provisions of the Census Act, 1948 and the Census Rules, 1990. The last Census of India was conducted in 2011 in two phases, namely i) Phase I - House Listing (HLO) (1 April to 30 September 2010) and (ii) Phase II - Population Enumeration (PE) (February 9 to February 28, 2011) with reference date - 00:00 hours of the first day of March 2011, except for snow-bound non-synchronous areas of Jammu and Kashmir, Uttarakhand and Himachal Pradesh for which it was conducted during September 11 to 30, 2010 with reference date as 00.00 hours of the first day of October 2010. Census 2021 was also proposed to be conducted in two phases in a similar manner with phase I during April-September 2020 and second phase in February 2021. All the preparations for the first phase of the Census to be conducted in 2021 were completed and field work was scheduled to begin in some States/UTs from April 1, 2020. However, due to the outbreak of COVID-19 pandemic across the country, the census work was postponed.

Schedule finalised; 6 lakh workers to carry out Census 2027 in UP
Lucknow: The schedule to carry out the population Census-2027, including the first caste census since Independence, has been finalised. The on-ground work of enumeration will take place in two phases: listing and counting of houses in 30 days from May to June 2026, and then counting of people in 20 days from Feb 9 to 28, 2027. The final revision will take place from March 1 to 5, 2027, and the reference date for the Census will be March 1, 2027. The counting of homeless people across the country will be carried out in a simultaneous exercise after sunset on Feb 28, 2027. Uttar Pradesh is estimated to have a population of 25.70 crore currently. To carry out the census exercise, 6 lakh workers will be deployed, which include 5 lakh enumerators, 84,000 supervisors, and 12,000 state and district level officers. The state is divided into 18 divisions, 75 districts, 350 tehsils, 17 urban bodies, 21 cantonments, 57,694 panchayats, and 1.04 lakh revenue villages. The caste details of each member of every household will be collected during the second phase of the census in 2027. Another first for this census is the facility to capture and store data digitally. For this, an easy-to-use mobile app has been created. Enumerators will download this app on their phones and capture data on it. They will be paid an honorarium for this work. The option of self-enumeration has also been provided to the general public for the first time, and a special publicity campaign for this will be undertaken by the govt. A Census Management and Monitoring System portal has been developed to operate, manage, and monitor census-related activities in real time. This will allow monitoring of all works going on at the village or urban level from the state level itself. This will be the 15th census after the process was initiated in 1872, and the 8th after Independence.

Two mobile apps, portal to aid in speedy processing of Census 2027 data
Enumerators for the 2027 Census will make data entries into apps on their smartphones for the first time, meaning that the data can be processed in real time, officials said on Thursday (June 5, 2025). This could mean the faster publication of datasets, rather than having them spread out over the decade following a population count, as has been seen in the case of past Censuses. Speeding up the process will allow those who make policies and implement schemes to draw from more accurate and timely data, a government report said. The 2027 Census, being conducted after a 16-year gap, is likely to use the templates of two mobile applications and a portal called the Census Management and Monitoring System (CMMS), which were initially developed for the planned 2021 Census. Since comprehensive caste information will also be collected for the first time in independent India, the apps will be tweaked and updated to include this data. According to the Union Ministry of Home Affairs (MHA) 2023-24 annual report, the CMMS portal will be used to monitor the appointment of Census functionaries, including enumerators and supervisors; the training schedule of Census officials; the progress of field-work by each enumerator on a real time basis; and the 'auto-generation of some Census Records/Abstracts'. Mobile apps to be used The mobile applications — Census 2021-Household and PE-Census 2021 (Population Enumeration) — developed by the National Data Centre of the Registrar General of India are both available on the Google Play Store and the Apple platform, but can only be accessed by government enumerators. The Census 2021-Household on Google Play, which was last updated on October 7, 2024, had more than 50,000 downloads and an average rating of 3.5. Many users complained that they were unable to login despite multiple attempts and the edit option was not available, which led to the deletion of all data entries. According to 'The Treatise on Indian Censuses Since 1981', a report released by Union Home Minister Amit Shah in May 2023, 'it is estimated that the data would be collected from 33 crore households and likely to cover 136 crore people.' Around 30 lakh enumerators will fan out to 24 lakh enumeration blocks, each comprising around 800 people. Digitising data The report said that till the 2011 Census, the activities were managed and monitored through manual processes, which resulted in 'late output of Census results due to obvious reasons.' 'After gathering a lot of experience from previous Censuses and considering the huge size, complexities, and involvement of different functionaries in distant geographical locations, the need for a suitable online Management Information System was felt. This led to the development of the CMMS. Experience of past census exhibits that lot of time and resources were being consumed in digitisation of data collected from the field resulting in delayed processing and dissemination of results by almost a decade,' the report said. The MHA report said that an enumerator would collect and submit data directly through mobile app, using her or his smartphone. The provision of paper schedules is also being kept, in case of connectivity issues, it said. Speedier process The idea behind a digital Census is 'to make quality and reliable official data available at the earliest for evidence-based policy making, robust decision support system for inclusive planning, smooth implementation of government welfare schemes, ensuring and enabling the social benefits to reach the focused and targeted group of beneficiaries,' it added. The Census will be conducted in two phases by February 28, 2027 and the data will have a reference date of 12 a.m. on March 1, 2027. However, the government has not yet notified the date of commencement of the exercise. The notification of the Centre's intention to conduct the census, and the dates of the two phases will be 'published in the official gazette tentatively on June 16 as per provision of section 3 of the Census Act 1948.'
