Census To Be Conducted By 2027 In Two Phases With Caste Enumeration: Centre Tells Lok Sabha
The Centre said the estimated financial outlay for conducting the Census is under finalisation, and no decision has been taken to update the National Population Register. The Central government on Tuesday responded to a written question in Lok Sabha in connection with the upcoming caste census, and reiterated that it will be conducted in two phases by March 1, 2027. 'The Government of India has notified its intent to conduct Census in the Gazette on 16th June, 2025. The Census will be conducted in two phases. In phase one, i.e. houselisting and housing Census, the housing conditions, assets and amenities of each household will be collected," Minister of State for Home Affairs Nityanand Rai said in a written reply. 'Subsequently, in the second phase, i.e. Population Enumeration, the demographic, socio-economic, cultural and other details of every person in each household will be collected. In Census Caste enumeration will also be done." The government outlined that the reference date shall be 00.00 hours of the 1st day of March, 2027 (For UT of Ladakh and snow-bound non-synchronous areas of the UT of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of the 1st day of October, 2026). 'The estimated financial outlay for conducting the Census is under finalisation. No decision has been taken to update the National Population Register. The intent to conduct Census has been notified. The period of conducting houselisting and housing Census will be notified in due course," Rai added. Earlier, the government on June 4 said that India's next census will be held across India by March 1, 2027. NEW DELHI: The Union Ministry of Home Affairs (MHA) on Tuesday announced that preparations for Census 2027 have started, with a two-day conference of Directors of Census Operations held earlier this month to discuss the roadmap. The ministry confirmed that the census will be conducted in two phases and will include digital data collection as well as caste enumeration. In a written reply to the Lok Sabha, Minister of State for Home Nityanand Rai informed that a two-day conference was held in the national capital on July 3 and 4. The event was attended by Directors of Census Operations, senior officials from the Directorates of Census Operations, and officers from the Office of the Registrar General and Census Commissioner, India. The Minister added that the conference focused on the roadmap for the upcoming Census and related activities. Key topics discussed included finalisation of the administrative unit framework, data collection through mobile applications, management and monitoring via the Census Management and Monitoring System (CMMS) portal, self-enumeration, training of census personnel, and other related matters. Rai also pointed out that the preparation for Census 2027 started with the publication of gazette notification dated June 16, 2025 expressing the intent of the Government to conduct a Population Census. The Central government earlier last month announced that the Population Census-2027 will be conducted in two phases, and for the first time, it will also include enumeration of castes.

Ministry of Home Affairs then made the announcement through a statememt mentioning that the census will follow different reference dates depending on the region, in accordance with logistical and climatic factors. "It has been decided to conduct Population Census-2027 in two phases along with enumeration of castes," a Home Ministry statement then mentioned. According to the MHA statement, the reference date for the "Population Census-2027 will be 00:00 hours on March 1, 2027, for most parts of the country." However, for the Union Territory of "Ladakh, and the non-synchronous snow-bound areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, the reference date will be 00:00 hours on October 1, 2026." The government has also indicated that a notification of intent to conduct the census, adhering to the above-mentioned timelines, will be published in the Official Gazette on June 16, 2025. This will be done under Section 3 of the Census Act, 1948, which governs the legal framework for the decennial census exercise in India. This development marked a significant step in the preparation for the upcoming national census, which was delayed due to the COVID-19 pandemic and is now slated to be one of the most comprehensive data-gathering exercises undertaken by the Indian government. The Census of India is conducted under the provisions of the Census Act, 1948 and the Census Rules, 1990. The last Census of India was conducted in 2011 in two phases, namely i) Phase I - House Listing (HLO) (1 April to 30 September 2010) and (ii) Phase II - Population Enumeration (PE) (February 9 to February 28, 2011) with reference date - 00:00 hours of the first day of March 2011, except for snow-bound non-synchronous areas of Jammu and Kashmir, Uttarakhand and Himachal Pradesh for which it was conducted during September 11 to 30, 2010 with reference date as 00.00 hours of the first day of October 2010. Census 2021 was also proposed to be conducted in two phases in a similar manner with phase I during April-September 2020 and second phase in February 2021. All the preparations for the first phase of the Census to be conducted in 2021 were completed and field work was scheduled to begin in some States/UTs from April 1, 2020. However, due to the outbreak of COVID-19 pandemic across the country, the census work was postponed.

M. Sundaresh Babu to lead Census operations in Tamil Nadu, Puducherry
IAS officer M. Sundaresh Babu from 2012-batch Karnataka cadre would lead the Census operations in Tamil Nadu and Puducherry. A communication by Government of India's Department of Personnel & Training was issued in this regard recently. According to the communication, Mr. Babu has been named the Director of Census Operations / Director of Citizen Registration in Tamil Nadu and Puducherry upto December 31 this year or until further orders, whichever was earlier. An informed source said the Director of Census Operations was expected to assume office next week. Once official communication was received from New Delhi, processes would commence, it said. Once an official communication is received, the State government would re-notify the Census 2027 in the vernacular language after which training modules would be finalised. Teachers are expected to be involved in the enumeration process. Initially, after necessary permission from the State government, house listing operations (HLO) would commence through which all structures in habitations, including residential and non-residential such as hospitals, libraries and others would be listed for enumeration. 'About the house listing operations are completed, the population enumeration (PE) would commence after six months,' the source said. District Collectors may be notified as the Principal Census Officers. There would be national census trainers, master census trainers and field census trainers, who would train those who would undertake enumeration, it said. When asked about the preparations for Census 2027, official sources in the Tamil Nadu government said official communication was awaited from the Government of India in this regard.
