New Delhi: Public Works Department has decided to form its own engineering cadre, ending decades of dependence on Central Public Works Department. Senior PWD officials said this would lead to more accountability and help expedite pending projects as decision-making would be faster and more localised. Until now, PWD relied on engineers, executive engineers, superintending engineers and junior engineers deputed from or other central agencies. The department is also dependent on CPWD for any disciplinary action against its officials. With the creation of an independent cadre, Delhi will finally have its own permanent, dedicated technical workforce, trained, appointed and promoted under its own rules and oversight, said an official. "This is a turning point not just for Delhi PWD, but for the entire city. When engineers are accountable only to the people of Delhi, their performance and commitment automatically rise. We are building a stronger, cleaner and faster Delhi, and we need our own team to do it," said PWD minister Parvesh Verma. The proposal has been finalised and will be placed before the cabinet. All existing CPWD-deputed officials will be given the option to either return to their parent cadre or permanently join PWD, subject to the conditions set by the department and the administrative rules. tnn

NEW DELHI: The Delhi Development Authority ( DDA ) is planning to offer residential plots in the posh Vasant Kunj area in south Delhi. The authority has issued a tender to hire a professional agency for the planning and demarcation of 118 plots in sector D6 -Vasant Kunj. The scope also includes the development of roads, sewage systems, and water infrastructure. These plots will later be auctioned by the DDA. According to the Notice Inviting Tender (NIT), the entire project is to be completed within 12 months from the date the tender is awarded. "The maximum time allowed for planning and design, including vetting by the competent authority, is three months. The actual execution of work must be completed within nine months from the date of allotment," the tender document states. The selected agency will also be responsible for planning and designing footpaths and green spaces within the area. "Additionally, the work will include connecting new drainage and sewer lines to existing manholes and disposing of construction debris and waste materials using mechanical means, including loading, transporting, and dumping," the tender added. The project will cost around Rs 7.5 crore and will be done as per the laid down guidelines of Central Public Works Department and National Green Tribunal's norms.

NEW DELHI: The Central Public Works Department (CPWD) has set a separate target for all 17 regional offices to upskill workers in the next year as part of a nationwide drive to enhance the capabilities of its workforce. The move follows an announcement by Union Housing and Urban Affairs Minister Manohar Lal to expand training initiatives for workers engaged in CPWD projects. Targets have been fixed with directions to link the progress to the Annual Performance Assessment Report (APAR) of officials to ensure their accountability. The agency plans to train 30,000 workers by 2026-27 and for the current financial year, the goal is to train 12,500. Each regional office has been asked to plan a timeline to achieve the target and inform the Directorate at the earliest. 'The target should be given CE/SE (Chief Engineers/ Superintending Engineers) wise along with name of the work. ..the training details is also to be entered in PIMS (Personnel Information Management System) portal, the same should also be field immediately ...The MoHUA (ministry of housing and urban affairs) has directed to link the skilled training targets with APAR of the concerned officer so that training of the skilling is to be carried out without fail,' read a circular sent to all regional units.

New Delhi: Delhi Development Authority (DDA) has prepared its strategy to offer residential plots in prime locations during its forthcoming auction scheme. Focusing on flatted development so far, the authority recently began the process to engage a specialist firm to mark out 118 plots in D6 Vasant Kunj in south Delhi. Tired of too many ads? go ad free now DDA has issued a notice inviting tenders to select an experienced agency for the demarcation, along with developing the surrounding roads and services such as stormwater drains and the laying of pipelines for sewerage and water supply, said an official. "The idea is to prepare the site for the e-auction," he added. The authority has also identified sites for developing surface parking, which will cater to the Ganga, Yamuna, Narmada and Saraswati blocks of Sector D6 Vasant Kunj Mega Housing. DDA developed these societies in and around 2010. "There has been a demand for proper parking space. It will benefit the residents of 1,904 flats by easing the parking issues. On the other hand, the plotted development will help the public or buyers who prefer it," said the official. Delhi Development Authority has decided on a timeline of 365 days for the completion of the tasks after the award of work. "The maximum time allowed for planning and design, including vetting from the competent authority, will be three months, and the time allowed for the actual execution of work is nine months after the allotment of work," said the official. The tasks include planning and designing services like drains, sewerage, water supply, rainwater harvesting and approval of the same from the local civic body. "The preparation and submitting completion plans of all the above-mentioned services will be done as per the direction of the engineer-in-charge," stated the project plan. Works also include providing and laying factory paver blocks in footpaths, parks and lawns; driveways of required strength, thickness and size at various sites; making connections of drain or sewer line with existing manhole; disposal of building rubbish, dismantled or waste materials from sites by mechanical means, including loading, transporting and dumping etc, it added. Tired of too many ads? go ad free now According to the notice inviting tender, the entire work costing around Rs 7.5 crore will be done as per the guidelines of Central Public Works Department while National Green Tribunal's norms are to be adhered to. The proposal of the development projects should ensure minimal felling of trees, it pointed out. "All the alternative proposals should also be analysed and kept on record. No tree should be felled/translocated in the area identified for development projects by any field staff, unless formal and final permission is received from the forest department," the notice emphasised.

Delhi Lieutenant Governor V K Saxena has granted an exemption to allow the processing of tree-cutting and transplantation requests over an area larger than the usual one-hectare limit for a government housing project at Kasturba Nagar Phase-II. This allows the tree officer to decide on the felling or transplantation request for 856 trees that will be affected by the proposed construction. According to the gazette notification dated June 13 and made public Sunday, the exemption has been given for 8.90 hectares of land where the Central Public Works Department (CPWD) plans to construct General Pool Residential Accommodation (GPRA). The project site falls under the jurisdiction of the South Forest Division. Under Section 9(3) of the Delhi Preservation of Trees Act (DPTA), 1994, applications for felling or transplantation of trees are typically allowed only for areas of up to one hectare. However, since the GPRA project involves a much larger area, the tree officer of the South Forest Division had written to the government seeking special permission. Acting on this request, L-G Saxena, using the powers available under Section 29 of the DPTA, approved the exemption for the full 8.90 hectares. The notification stated that the exemption is being granted 'in public interest' to facilitate the construction of government housing at the site. However, the exemption does not mean permission to cut or transplant trees has been granted. The notification emphasised that this step is only meant to allow the tree officer to consider the application for such a large area legally. The initial request to fell or transplant 856 trees within the project site is to be scrutinised independently and separately by the tree officer under DPTA 1994 provisions. As per the notification, the tree officer will consider the application independently under all applicable laws, rules, guidelines, and court directions. The officer must also 'minimise the number of affected trees to be transplanted/felled from within the exempted area' while reviewing the proposal. The boundaries of the exempted 8.90 hectares of land have been marked in detail, and the geo-coordinates shared in the notification.
