PWD to set up its own engineering cadre

Time of India4 days ago
New Delhi: Public Works Department has decided to form its own engineering cadre, ending decades of dependence on Central Public Works Department. Senior PWD officials said this would lead to more accountability and help expedite pending projects as decision-making would be faster and more localised.

This will also give penal powers to PWD, making officials more accountable.
Until now, PWD relied on engineers, executive engineers, superintending engineers and junior engineers deputed from
or other central agencies. The department is also dependent on CPWD for any disciplinary action against its officials. With the creation of an independent cadre, Delhi will finally have its own permanent, dedicated technical workforce, trained, appointed and promoted under its own rules and oversight, said an official.
"This is a turning point not just for Delhi PWD, but for the entire city. When engineers are accountable only to the people of Delhi, their performance and commitment automatically rise. We are building a stronger, cleaner and faster Delhi, and we need our own team to do it," said PWD minister Parvesh Verma.
The proposal has been finalised and will be placed before the cabinet. All existing CPWD-deputed officials will be given the option to either return to their parent cadre or permanently join PWD, subject to the conditions set by the department and the administrative rules. tnn

Animation film to memorialise Cuncolim chieftains' valour

Margao: An upcoming animation film aimed at presenting Goa's authentic history to younger generations will feature significant episodes from the historic Cuncolim uprising, in which 16 chieftains staged the first rebellion against colonial rule, said social welfare minister Subhash Phal Dessai. Speaking at a function held to commemorate the day at Cuncolim, Phal Dessai urged youth to draw inspiration from the sacrifices of the 16 chieftains. He said that the Cuncolim uprising gained recognition at both state and national levels after the anti-colonial push was incorporated into textbooks for Class 9 and Class 11. Phal Dessai said that the chieftains of Cuncolim fought against the atrocities committed by the colonial rulers. Phal Dessai, who also holds the portfolio of archives and archaeology, said that govt is committed to preserving and conserving historical documents and land records of Goa. The digitisation of old land documents is currently under way. With this technology, manipulation of land records and land scams could be curbed in the state, he said. Nearly 10% of this digitisation work was completed, he said. Selected books will be made available in libraries to enhance students' understanding of history, he added. Opposition leader and Cuncolim MLA Yuri Alemao said that govt sanctioned Rs 1.5 crore for the revamp of the Chieftains' Memorial, with tenders already invited by the PWD. Statues of all 16 chieftains will be installed by July 15, 2026, he said.

AISF holds march to press for recruitment for reserved categories

Chhatrapati Sambhajinagar: The All India Students' Federation (AISF) held a protest march in the city on Tuesday, demanding a govt recruitment drive to fill vacancies meant for Scheduled Castes (SC), Scheduled Tribes (ST), and other reserved categories. The march, which began at Kranti Chowk and concluded at the district collector's office, witnessed a large turnout of AISF volunteers. Protesters raised slogans against the government, accusing it of encroaching upon the rights of marginalized communities. AISF leader Ananta Karhale said the govt had earlier committed to completing the recruitment process by Dec 2019. "Different key departments, including the Public Works Department and Public Health Department, witnessed the appointment of candidates other than those from beneficiary reserved categories. After legal battles and advocacy measures, the govt announced corrective measures, but the desired recruitment was carried out only in a partial manner," he said. The AISF has issued a 45-day ultimatum to the state govt to fulfil its demands. "If the govt does not pay heed to our just demand, we will carry out a long march to Mumbai. The govt will be responsible if any law and order situation arises due to such an agitation," warned AISF leader Madhukar Gaikwad.

"BJP's four-engine governments have completely failed": Arvind Kejriwal on Delhi's schools and colleges bomb threats

New Delhi [India], July 15 (ANI): On Tuesday, Arvind Kejriwal on X called out the BJP governement in Delhi as 'a four-engine government have completely failed' after the continuous bomb threats received at educational institutions on two consecutive days in Delhi. Kejriwal took to X and said, 'What's happening in Delhi? Yesterday, two schools received bomb threats, and today, another school and college got threats. Children are scared, parents are extremely worried. BJP's four-engine governments have completely failed.' AAP leader, Atishi, also shared on X, 'The continuous bomb threats to schools and colleges in Delhi are extremely terrifying and worrisome. Children are scared, parents are distressed - the BJP's four-engine governments have proven incapable of even providing security. Does the safety of children hold no importance for them? Law and order have completely collapsed.' Today, Delhi's St. Thomas School in Delhi's Dwarka and St. Stephen's College of the University of Delhi received bomb threats. The threat was sent to the Delhi Police's mail at 7:15 AM stating that a bomb had been planted in the college's library. After the evacuation of both locations and a thorough AS check by the Delhi Police Bomb Squad, Dog Squad, Delhi Fire Brigade team, and Special Staff team, nothing suspicious was found, according to the Delhi Police. On Monday, two schools in Chanakyapuri and the Dwarka area of Delhi also received bomb threats via Delhi Police mail. All of them turned out to be hoaxes as no explosives were found in the combing operation, the Delhi Police claims. The police further said that there were anti-Tamil Nadu government messages sent to Chanakyapuri school via email. The police added that they are investigating these threats. Earlier on July 10, Aam Aadmi Party ( AAP) Delhi President Saurabh Bharadwaj and other leaders took to X, shared images of waterlogged streets and slammed the BJP for its alleged failure to tackle flooding, even with all four 'engines' in power. Sharing photos of waterlogging in Lutyens' Delhi, AAP Delhi State President Saurabh Bharadwaj said, 'This is Lutyens' Delhi. Just an hour of rain, and this is the state of the road near the official residence of PWD, Irrigation and Flood Control Minister Parvesh Verma.' Alleging failed promises from teh BJP, Saurabh Bharadwaj said, 'BJP's Chief Minister Rekha Gupta, PWD Minister Parvesh Verma, and other ministers and leaders made tall claims that Delhi won't drown this year. They said all necessary preparations had been made to prevent waterlogging. If everything was in place, then why did Delhi flood after just one hour of rain?' (ANI)
