Time to hit the road: Karnataka Home Minister Dr G Parameshwara to traffic DCPs
BENGALURU: Traffic DCPs should come out of their office comforts and be on the streets for two hours in the morning and evening, Karnataka Home Minister Dr G Parameshwara has said. 'Specific DCPs have been appointed for the traffic division, but they are not functioning properly. This issue needs more attention,' the minister said at the annual conference of senior police officers in the State Police Headquarters in Bengaluru on Friday. Dr Parameshwara also said that strict action is not being taken against those spreading hate speech and defamatory content on social media. 'Are you unaware of the dangers this has caused? Should we just remain silent while such incidents occur?' he questioned officials, saying that new laws are being introduced to take action against those spreading hate speech and inciting violence. These laws will empower the police to control such incidents more effectively, he added. 'Karnataka currently ranks 15th in the country in terms of crime rate. We must aim to move to the 20th position — the crime rate must come down. Ganja is easily available to college students. It is not enough to just arrest the peddlers — letting off the consumers in these drug cases is not right. If drug abuse is not completely controlled, we will face serious consequences in the future,' he warned. 'In Bengaluru, bike wheeling has become a growing menace. Should the High Court instruct the police to stop this? Youths perform wheelies at 3 am. If this is not controlled, it will become a serious issue,' he warned. He also expressed concern over an increase in illegal Bangladeshi immigrants in Karnataka. 'If this is neglected and not brought under control, it will cause major problems. Illegal immigration must be taken seriously,' he said. 'The Communal Violence Control Force has been set up with a good intention. It must be made effective. Police must take keen interest and lead from the front. There must be fear among those inciting communal violence,' he added.

Communal strife: K'taka govt inaugurates Special Action Force unit in Mangaluru
Mangaluru (Karnataka): The Karnataka government has officially inaugurated a Special Action Force (SAF) unit, the Communal Violence Control Force, in Mangaluru, aimed at preventing communal strife and serial revenge killings in coastal Karnataka and Malnad (hilly) regions of the state, thereby ensuring law and order. State Home Minister G. Parameshwara inaugurated the unit on Friday at the District Police Parade Ground in Mangaluru. Several dignitaries and police officers attended the event. The Congress-led government created this special force following incidents of revenge killings, mob lynching, and a series of stabbing incidents in the Mangaluru region. These crimes threatened the law and order system in the communally sensitive Mangaluru district. The entire coastal region had become tense, and these incidents threatened to disrupt peace in the state. Speaking after inaugurating the Special Action Force, HM Parameshwara stated that the SAF is necessary in Mangaluru, Udupi, and Shivamogga districts. HM Parameshwara acknowledged that many might criticise this task force but emphasised that peace in Mangaluru district would translate into peace across the entire state. He urged the people of the district to cooperate with the work of this task force and also mentioned that, if necessary, this task force would be established across the entire state. This unit has been formed with the objective of conducting rapid operations in communally sensitive areas. A total of 248 police personnel have been deployed in this unit, and the team will be divided into three companies. Speaker U.T. Khader, who represents the Ullal Assembly seat in Mangaluru, District In-charge Minister of Mangaluru, Dinesh Gundu Rao, who also serves as the Health Minister, and other dignitaries were present. The Congress-led government in Karnataka has decided to launch the Communal Violence Control Force -- a specialised unit -- in a bid to curb and control communal strife resulting in a series of revenge killings in the state's Mangaluru, Udupi and Shivamogga districts. The government has also announced that the personnel serving in the Anti-Naxal Force (ANF) will be reassigned to the Communal Violence Control Force. The government order released on May 29 in this regard states, among the total available total 648 posts in the ANF, 248 officers and staff are shortlisted to establish the SAF. The order states: "The new SAF will have three companies and they will be established in Udupi, Shivamogga and Mangaluru districts. The functions and responsibilities of this force include establishing an Intelligence unit with a technical cell to monitor and collect information from the media, social media, and Intelligence sources regarding hate speech, provocative incidents, and communal-related activities. 'To create an alert system for potential communal violence through surveillance and human Intelligence; to undertake confidence-building measures through effective outreach and influence; to implement measures to identify and monitor radicalisation." The IGP of the zone will take the necessary steps to deploy Special Task Force officers/personnel during instances of communal riots, it says.

Mass resignations in Congress minority unit in Mangaluru over ‘revenge killings'
MANGALURU/BENGALURU: Several Muslim functionaries of the governing Congress's minority unit in Dakshina Kannada quit en masse Thursday, accusing the state govt of negligence and failing to protect the community amid a spate of revenge killings. Hours later, the govt announced a specialised Communal Violence Control Force (CVCF) to curb tensions in the coastal region that includes Mangaluru, and transferred two top police officers. The resignations were announced during an emergency meeting in Bolar, Mangaluru, attended by both booth-level workers and senior workers. Party workers stormed the stage, demanding justice for Abdul Rahman, secretary of a mosque in Kolathamajalu area who was brutally murdered. KPCC general secretary MS Mohammed, DK district Congress minority unit president Shahul Hameed and other seniors were present at themeeting, which descended into chaos. The leaders struggled to calm the agitated rank and file. Under intense pressure, Suhail Kandak, who was state secretary in Youth Congress, was the first to step down, triggering a chain reaction and sending a strong message to Congress high command and state govt. Siddaramaiah issued a stern warning from Bengaluru. 'We will take action as per law against anyone involved, irrespective of how influential that person is,' the CM said. Late Thursday evening, the govt transferred Mangaluru City police commissioner Anupam Agarwal and Dakshina Kannada SP Yateesh N to reinforce the message it was serious about curbing violence. On CVCF govt said it'd comprise personnel from AntiNaxal Force who would be deployed in Mangaluru, Udupi and Shivamogga, districts witnessing heightened communal tensions.

The government has also announced that the personnel serving in the Anti-Naxal Force (ANF) will be reassigned to the Communal Violence Control Force. The government order released on Thursday in this regard states, among the total available total 648 posts in the ANF, 248 officers and staff are shortlisted to establish the STF. The order states: "The new STF will have three companies and they will be established in Udupi, Shivamogga and Mangaluru districts. The order further stated: 'The Director General and Inspector General of Police have submitted a proposal to the government stating that six underground Naxals have surrendered before the Naxal Surrender and Rehabilitation Scheme Committee, and since the state is now considered free of Naxal presence, the Anti-Naxal Force (ANF) will be disbanded. This was announced in the Budget Speech 2025-26. However, they have requested that the Anti-Naxal Force unit be extended for another three years, and have mentioned that after review, the unit may be dissolved.' Meanwhile, the order mentions that it has also considered the fact that the Intelligence Department has provided information that some existing Maoists are relocating from Chhattisgarh and Jharkhand to the border areas of Karnataka, Kerala, and Tamil Nadu. In light of this, it has been proposed that from the current strength of officers/personnel in the Anti-Naxal Force (ANF), certain posts be separated to establish a dedicated 'Special Task Force' within the state, while the remaining officers/personnel will continue to serve in the ANF, the order stated. The government has decided to continue 376 posts with the ANF for a further three years. The Communal Violence Control Force will have several high-ranking officials. Speaking to reporters in Bengaluru, Home Minister G. Parameshwara stated that the government has taken the recent incident of murder in Mangaluru seriously. 'We will take action without any hesitation. If such incidents keep recurring, we cannot remain silent. We will further tighten the law,' he said. The government will take action by considering Mangaluru, Udupi, and Shivamogga districts as sensitive areas, Parameshwara stated. Mangaluru and Udupi are located in coastal Karnataka region and witnessed a series of murders and stabbing incidents over communal strife. Following the previous incident (murder of Hindu activist and rowdy sheeter Suhas Shetty), the government had assessed the situation and issued an order to immediately implement the formation of a Communal Violence Control Force, he stated. The Director General and Inspector General of Police (DG and IGP) will take the necessary steps in this regard, Parameshwara stated. He reiterated that Mangaluru, Udupi, and Shivamogga districts will be treated as sensitive zones and that the government will act firmly to curb communal violence. Half of the personnel from the existing Anti-Naxal Force will be reassigned to the newly formed Communal Violence Control Force. They will be given the necessary powers and facilities. 'We will focus more attention on these three districts,' Parameshwara announced. 'If hatred spreads, what will remain of society? How can people live in such an environment? The government will not stay silent,' he questioned. In connection with the murder of a 34-year-old man in Mangaluru, Parameshwara said the investigation has uncovered serious information, and action will be taken accordingly. Parameshwara urged elected representatives to cooperate in maintaining peace. 'If they try to provoke people, how can peace be maintained? I have instructed officials to hold peace meetings with religious leaders,' he said.
