Four project staff among 7 officers punished for lapses in PMKSY 2.0
Lucknow: Govt took action against four project managers and three junior engineers of the Parti Bhoomi Vikas Vibhag under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) 2.0 for dereliction of duty. Adverse entries were made in their service records. Chief Minister Yogi Adityanath , who took cognisance of the issue, directed senior officials to closely monitor such cases and take stringent action if there is no improvement in the conduct of officers even after disciplinary measures. GS Naveen, chief executive officer of the state-level nodal agency for the Pradhan Mantri Krishi Sinchayee Yojana 2.0, said that during a departmental review to assess the progress of projects, officials were asked to provide details of the work carried out over the last five years in accordance with the detailed project reports (DPRs). However, four project managers and three junior engineers failed to present this information. They were also unable to explain the work plan for the current financial year. "Due to this lack of preparation and a sluggish approach towards their responsibilities, concerns were raised about their work performance. The CM took the matter seriously and ordered action against them. Similarly, adverse entries were also issued to three junior engineers: Vishwajeet Yadav from Prayagraj, Dinkar from the Pratapgarh-I land conservation office, and Ashish Kumar Yadav for poor performance.

Not happy with outsourcing of works, CM Majhi seeks review
BHUBANESWAR: Amid the allegations over rising dependence on private agencies for core engineering works in government projects, Chief Minister Mohan Charan Majhi has directed the chief secretary to conduct an in-depth review of all outsourcing practices adopted by engineering departments in the last 10 years. In a strongly worded note (accessed by TNIE), the chief minister has flagged that engineering departments, which traditionally carry out surveys, investigations, project designs, cost estimates and preparation of detailed project reports (DPRs) using in-house expertise, have increasingly resorted to outsourcing these responsibilities to private firms. This trend, he stated, has been observed even in the case of minor infrastructure projects that could have easily been executed by government engineers. Emphasising that departments such as Works, Rural Development, Water Resources, and Housing and Urban Development have well-established technical wings with qualified and experienced engineers, Majhi questioned why such expertise was being sidelined. 'Earlier, the government engineers used to undertake these tasks diligently. The current outsourcing trend raises serious questions about the under-utilisation of the capabilities of government departments and the justification behind increasing project costs,' read the note. The CM has asked the chief secretary to submit a detailed report within a month outlining which departments have outsourced technical works in the last 10 years, the nature of the works outsourced and the private companies engaged, besides the financial outlay involved in these assignments. He also wanted to know whether the departments, or any other state government agencies, were capable of doing the same work and measures needed to empower them to execute such work in-house, including training and procurement of modern equipment. While the BJP-led government has started initiating a probe into the alleged practice, insiders pointed out that the practice of engaging external consultants and private agencies gained significant traction during the previous government. 'The use of project management units (PMUs) and technical consultants had become institutionalised across various departments under the earlier regime. Although these arrangements were often justified as a means to augment capacity and expedite execution, it gradually eroded departmental accountability and suppressed in-house expertise,' they alleged.

This decision was made during a high-level meeting at the chief minister's office in Nagpur, where key highway upgrades and new roadworks were sanctioned to manage the anticipated surge in pilgrim footfall. With lakhs of devotees expected to arrive in Nashik from across Maharashtra and neighbouring states, the government is reinforcing and expanding road networks connecting Nashik to cities like Mumbai, Pune, Gujarat, Palghar, Sambhajinagar, Dhule, and more. Fadnavis had earlier sought the Centre's assistance, citing the increasing religious devotion and crowd pressure associated with the Kumbh. Responding to this, Gadkari gave in-principal approval for the development of nearly all major routes leading to Nashik, with funding to follow after the preparation of Detailed Project Reports (DPRs). Among the major decisions, the long-pending Nashik Ring Road project was approved, along with the six-laning of the Nashik–Trimbakeshwar route, a key corridor for Kumbh pilgrims. Another significant move is the planned redevelopment of Dwarka Circle, a notorious bottleneck. Inspired by Navi Mumbai's Kalamboli Junction model, the circle will undergo a two-phase upgrade—one to be completed before the Kumbh and the other post-festival. Senior ministers Girish Mahajan, Shivendrasinhraje Bhosale, MPs, MLAs, and senior officials from the National Highways Authority of India (NHAI), PWD, and Nashik Police were present at the meeting. The consensus was clear—Nashik's existing infrastructure must be transformed to handle the massive traffic loads expected during the religious congregation. Routes like Ghoti–Pahine–Trimbakeshwar–Jawhar Phata, Dwarka Circle–Sinnar–Nandur Shingote–Kolhar, Nashik–Kalyan via Kasara, Nashik–Dhule, Trimbakeshwar–Jawhar–Manor, Shirdi–Shanishingnapur–Ahilyanagar, and others have been identified for rapid enhancement. The Centre has assured support and funding once DPRs are finalised. 'This is not just about roadwork; this is about creating a secure, seamless, and spiritual experience for every devotee visiting Nashik. Proposals for Metro Rail Phase 2 submitted to Centre
Hyderabad The proposals for Metro Rail Phase 2 (B), along with all the required documents and Detailed Project Reports (DPRs), were submitted to the Union Government on Saturday. Chief Minister A. Revanth Reddy, during his recent visit to New Delhi, urged the Centre to sanction permissions for the project at the earliest. The Phase 2 (B) project consists of three corridors — Rajiv Gandhi International Airport to Bharat Future City (39.6 km) with an estimated cost of ₹7,168 crore; Jubilee Bus Station (JBS) to Medchal (24.5 km) to be constructed at an estimted cost of ₹6,946 crore and JBS to Shamirpet (22 km) to be constructed at ₹5,465 crore. It covers a total length of 86.1 km involving an investment of ₹19,579 crore. As per the JV project norms of the Central government, Phase 2 (B) cost of ₹19,579 crore will have GoTG's share of ₹5,874 crore (30%), GoI's share of ₹3,524 crore (18%); debt from international financial institutions of ₹9,398 crore (48%) and a small PPP component of ₹783 crore (4%).

Spot power prices dropped to zero in India on May 25, reflecting risk of 'Solar Maximum': Report
New Delhi [India], May 28 (ANI): In an unprecedented development, India's spot power prices fell to zero on May 25 because of the subdued weekend demand, says a report by IIFL Capital. The situation came due to the twin impact of early monsoon rains and a huge 25-gigawatt solar capacity addition over the past year. According to the IIFL Capital report, the situation was further compounded by limited thermal power backup, which created a rare surplus that sent prices on the power exchange tumbling to the bottom. The situation arises because India has not created a sufficient pumped or battery power storage system to store the surplus power generation. The IIFL report analysed the impact of the incident on various parts of the energy ecosystem. In India, we need both Pumped Storage Projects and Battery Energy Storage Systems that will benefit from surplus renewable energy (RE) supply available at very low prices. The situation is positive for the Commercial and Industrial (C&I) storage players, especially those with access to captive demand (TPWR, JSWEL, etc.), allowing RE capacity addition irrespective of grid-level supply constraints. The current situation is also beneficial for the exchanges as higher liquidity and lower prices equate with higher exchange volumes. The government is also actively promoting energy storage solutions, including both Pumped Storage Projects (PSPs) and Battery Energy Storage Systems (BESS), to improve grid stability and harness renewable energy sources. Specifically, the Ministry of Power and the Central Electricity Authority (CEA) are involved in approving Detailed Project Reports (DPRs) for PSPs and formulating schemes for BESS, like the Viability Gap Funding scheme. The report says green hydrogen and centres will sustain future growth. 'In addition to increased dependence on pumped storage and battery projects, we expect accelerated forays into adjacencies like green hydrogen, centres, and electricity-intensive manufacturing processes to sustain growth and enhance value capture.' It adds that the increasing requirement for adding larger storage capacities to RE projects will firm up supply and forward integration into adjacencies for enhanced value capture. It will also materially drive up capex per MW. Recent government data suggests India added a total power-generating capacity of 13,495 megawatts (MW) in the first quarter (1Q) of 2025, in which renewables accounted for 78.9 per cent of all new capacity additions. Solar power was the main contributor to this growth, accounting for 57.7 per cent of the total capacity addition. (ANI)
