Pay for land acquisition only to actual possessors: Govt to DMs
Patna: Revenue and land reforms department has directed the district magistrates to pay compensation for land acquisition to only those raiyats (occupants) who are in possession of the property. The department's additional chief secretary, Dipak Kumar Singh, on Thursday said that in cases of a difference in 'khatiyan', 'jamabandi' and possession, only the actual occupant will be given compensation for the land acquired by the govt for any project. Under the Bihar Consolidation of Holdings and Prevention of Fragmentation Act, 1956, the process of consolidation had started in 5,657 villages. But the 'chakbandi' (consolidation) process could be completed in 2,158 villages only. "In many places, the possession of the occupants is still on the basis of the old survey khatiyan, whereas the consolidation khatiyan and register-II jamabandi have been updated," he said. The ACS added in many such cases, there were obstacles in the payment of land acquired due to mismatch between the chakbandi khatiyan, online jamabandi and actual possession of the land. "Due to this, various development projects are getting affected," he said. "The person in actual possession of the portion of land, which is being acquired, will be considered as the 'raiyat' for the payment of compensation, provided they are not encroacher and their claim is proved by the previous 'khatiyan' or the transaction based on it," Singh clarified, directing the district land acquisition officers to pass self-inflicted orders in such cases. "The process of amendment in the relevant Acts is underway. This interim solution has been implemented for the time being so that the pace of development work is not affected," he said.

CM launches Rs 21,406 crore worth rural infra projects
Patna: CM Nitish Kumar on Thursday laid foundation stones for as well as launched the works on a total of 11,346 rural roads and 730 bridges, entailing an expenditure of Rs 21,406 crore together under various schemes of rural works department (RWD), through remote control. These apart, he laid the foundation stones for 1,908 roads (3,397-km length) worth Rs 4,884 crore under the CM rural connectivity scheme, and eight other schemes involving an expenditure of Rs 101 crore. At the start of the function, RWD additional chief secretary (ACS) Dipak Kumar Singh presented the details on the roads and bridges concerned, besides the status of the schemes already under implementation.
