Centre asks state govt to verify Solapur civic chief's OBC certificate
Pune: Centre has asked state govt to verify the authenticity of an OBC non-creamy layer certificate submitted to the Union Public Service Commission by Solapur municipal corporation commissioner Sachin Chhaganlal Ombase, a 2015-batch IAS officer. The request follows a complaint alleging that Ombase fraudulently used the certificate to secure additional attempts in the civil services examination. The matter will be thoroughly examined, additional chief secretary V Radha, who heads state's general administration department (GAD), told TOI on Tuesday. "The inquiry will be conducted with due diligence as per Central govt instructions." Speaking to TOI, Ombase said he has the necessary documents and will submit them when asked by govt. "I will fully cooperate in any inquiry," he said. Ombase has previously served as the collector of Dharashiv district and CEO of Wardha zilla parishad. GAD officials, speaking on condition of anonymity, said the verification process would take time and a detailed report would be submitted once the review is complete as they needed to verify with the departments concerned. Social activist Vijay Kumbhar, who posted the DoPT letter on X (formerly Twitter), stated that the complaint was filed by another person which was forwarded by him to DoPT. Kumbhar alleged that Ombase had exhausted four attempts under the general category before acquiring an OBC certificate, using it to attempt the exam again and eventually clear it. "General category candidates were allowed four attempts, while OBC candidates had more," he said. Kumbhar further alleged that Ombase obtained the certificate "illegally by hiding facts, submitting false information, and pressuring officials. " A retired bureaucrat, who did not wish to be named, said this is the second such controversy involving UPSC eligibility certificates in recent months. Last year, a former IAS probationer faced similar accusations of using forged disability and OBC certificates to gain benefits in the civil services examination. "State govt's verification and subsequent action will be crucial in determining whether any disciplinary or legal measures are required. Such complaints again raises serious concerns about the misuse of reservation policies and the verification process in competitive exams," the bureaucrat added.

XLRI Jamshedpur Invites Applications For Two New Hybrid Programmes
XLRI Jamshedpur has opened admissions for two newly launched one-year hybrid programmes-Public Policy and Sustainable Leadership (PPSL) and Public Human Resources Management (PHRM). Developed in collaboration with the Department of Personnel and Training (DoPT), Government of India, these programmes aim to equip professionals from both public and private sectors with leadership and policy-making skills. Applications are open now and will close on June 30, 2025. The programs will commence from July 28, 2025. Eligibility And Who Can Apply Both programmes are open to working professionals with at least five years of full-time work experience. While Group 'A' government officers may be eligible for sponsorship from the DoPT, professionals from private companies, PSUs, NGOs, and development agencies are also encouraged to apply. The initiative aims to bring together a diverse group of learners from various sectors to foster cross-sector collaboration and learning. Programme Structure And Learning Format The PPSL and PHRM programmes are designed to offer flexibility through a hybrid learning model. Each course includes 180 hours of instruction, delivered through live online sessions held on Sundays and two campus visits-one at XLRI Jamshedpur and one at XLRI Delhi-NCR. The format ensures that working professionals can continue with their jobs while upgrading their knowledge and skills. Those unable to attend specific modules will be given the opportunity to complete them with the next cohort. Programme Duration And Fee Both programmes run for one year and are structured into modules. The total fee for each programme is Rs 2.95 lakh, inclusive of 18% GST. This fee covers all learning materials, online sessions, and in-person components. Group 'A' officers selected under the DoPT scheme will have their fees covered by the government. Course Curriculum The PHRM programme consists of three modules-Foundations of Public HRM, Core of Public HRM, and Emerging Issues in Public HRM. Topics include organizational behavior, recruitment, HR planning, change management, labor relations, communication, AI in HR, and workplace well-being. The PPSL programme is divided into six modules covering topics such as public policy theories, public finance, data analytics, public-private partnerships, leadership for sustainability, and business strategy. It offers a well-rounded perspective on governance and sustainable policy leadership. Selection Process Admission to both programmes involves an application review process conducted by XLRI. Shortlisted candidates may be invited for a virtual interaction or interview as part of the final selection. Govt still open to lateral entry recruitment into depts: Jitendra Singh
Union Minister Jitendra Singh on Wednesday clarified that the government has not given up on the idea of lateral entry into government departments. 'We are still open to it (lateral entry recruitment). It is not being abandoned,' he said at a press conference held to highlight "11 Years of Seva and Transformative Governance". Lateral entry refers to the hiring of specialists, including professionals from the private sector, to take up senior roles in the government. 'No, we have not suspended (lateral entry) it,' added Singh, who is the Minister of State for Personnel. Lateral entry not new: Singh Singh noted that lateral entry is not unique to the current government. 'The most important, the most famous lateral entry in the government of India since 1947 has been that of Dr Manmohan Singh, who went on from one position to the other position and finally ended up as Prime Minister. And there have been Montek Singh Ahluwalia (former deputy chairman of erstwhile Planning Commission) and so many other lateral entries,' he said. The government, he added, tried to give it a formal structure by involving the UPSC in the recruitment process. 'So, like I said, we are open to it,' Singh reiterated. The press conference also featured senior officials from the Department of Personnel and Training (DoPT), the Department of Administrative Reforms and Public Grievances (DARPG), and the Department of Pension & Pensioners' Welfare. UPSC notification withdrawn Last year, the Union Public Service Commission (UPSC) had withdrawn its advertisement for lateral entry recruitment following political controversy. On August 17, 2024, the UPSC had issued a notice for the appointment of 45 individuals through lateral entry — 10 as joint secretaries and 35 as directors or deputy secretaries. However, the decision faced criticism from opposition parties, who said the move bypassed reservations for Other Backward Classes (OBC), Scheduled Castes (SCs), and Scheduled Tribes (STs). One case under probe for quota misuse Responding to a query on misuse of quotas for OBC and disabled candidates, a senior DoPT official said there is currently one case under investigation. 'Post Pooja Khedkar (case), we have put a lot of mechanisms in place, both for PwBD (Persons with Benchmark Disabilities), as well as for OBC and EWS (Economically Weaker Section) candidates... We also received a lot of complaints on social media, which we thoroughly investigated, thoroughly inquired. And in most of the cases, we did not find anything negative,' said AP Das Joshi, Additional Secretary, DoPT. He confirmed that no officer has been dismissed so far over such allegations. 'There is one case that we are still investigating, but whatever the final result will be, action will be taken accordingly,' Joshi added. Pooja Khedkar, a former IAS probationer, was removed from service last year. She is accused of wrongly using OBC and disability quotas to qualify for a government post. Reforms under Modi government Highlighting the government's reformist approach, Singh said Prime Minister Modi's administration is focused on simplifying governance. 'For the first time since Independence, a government has taken pride in doing away with redundant rules rather than creating new ones,' he said. He pointed out that over 1,600 outdated laws, many from the colonial era, have been scrapped, sending a strong message of trust to the public — especially young people. Singh also spoke of efforts to blend technology with compassion. Over 19,000 long-pending promotions were cleared, bringing relief to many government employees. 'We combined human concern with technology to create solutions that respect the dignity of individuals,' he said. Singh also pointed out that the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) now deals with more than 2.6 million complaints each year. The system has an impressive resolution rate of 95 to 96 per cent. CPGRAMS is an online platform that allows citizens to file complaints against government departments.

With minimal work disruption through weekend online classes and campus immersions, it will feature faculty from XLRI and industry, and culminate in a formal convocation. PGI developing app for patient identification, crowd management
1 2 Chandigarh: The PGI is working with CDAC Noida to develop a QR code-based patient identification and sophisticated crowd and queue management features app. "With this app, the patients can scan and pay the fee and register online. Those who are outstation can go to their e-sampark centres, and get registered with a specific token number," Pankaj Rai, deputy director of administration, PGI. "Once they visit the PGI, the token can be shown and all demographic details that were captured will be printed as the OPD card. This will not waste time," he said, adding that "a map of the PGI will be integrated into this app, which can be used for navigation by the student volunteers of the project Sarathi." The app's development is expected to progress rapidly, with the Advanced Paediatric Centre to start it as a pilot project in the next three to four months. This digital push is part of a broader strategy, which also includes the ongoing upgrade of the Hospital Information System (HIS) to version 2. The complete digitisation of the HIS already streamlined processes such as indenting and medicine procurement under schemes like Ayushman Bharat, ensuring greater transparency and efficiency across the institute. Addressing the increasing patient load and the critical need for enhanced security and crowd management, Prof Vivek Lal, director PGI, announced the approval to recruit 300 ex-servicemen through outsourcing. These personnel are expected to join the campus security team within the next four to five months. Additionally, PGI recruited 82 new faculty members, strictly adhering to department of personnel & training (DoPT) norms, including EWS reservation, reinforcing the institute's commitment to meritocracy. "The implementation of 12-hour operating theatre (OT) schedules led to a remarkable 30-40% increase in the number of surgeries performed, effectively improving patient throughput. To support this increased surgical capacity, 32 new OT technicians are slated to join the institute within the next four months," he said.
