Centre asks state govt to verify Solapur civic chief's OBC certificate

Pune: Centre has asked state govt to verify the authenticity of an OBC non-creamy layer certificate submitted to the Union Public Service Commission by Solapur municipal corporation commissioner Sachin Chhaganlal Ombase, a 2015-batch IAS officer.
The request follows a complaint alleging that Ombase fraudulently used the certificate to secure additional attempts in the civil services examination.
The matter will be thoroughly examined, additional chief secretary V Radha, who heads state's general administration department (GAD), told TOI on Tuesday. "The inquiry will be conducted with due diligence as per Central govt instructions."
Speaking to TOI, Ombase said he has the necessary documents and will submit them when asked by govt.
"I will fully cooperate in any inquiry," he said. Ombase has previously served as the collector of Dharashiv district and CEO of Wardha zilla parishad.

The department of personnel and training (DoPT), under the ministry of personnel, public grievances and pensions, forwarded the complaint to chief secretary Sujata Saunik through a letter dated June 13, signed by undersecretary Anshuman Mishra. GAD, which is responsible for such inquiries, has received the letter.

"I am directed to refer to the subject cited above and forward herewith complaint received by this department alleging use of fake OBC-NCL certificate by Sachin Chhaganlal Ombase, IAS (MH:2015).....Since the candidate has been appointed to the IAS under the OBC-NCL category, state govt is requested to verify the authenticity of the certificate issued to Ombase and provide its comments to this department," the letter stated.
GAD officials, speaking on condition of anonymity, said the verification process would take time and a detailed report would be submitted once the review is complete as they needed to verify with the departments concerned.
Social activist Vijay Kumbhar, who posted the DoPT letter on X (formerly Twitter), stated that the complaint was filed by another person which was forwarded by him to DoPT.
Kumbhar alleged that Ombase had exhausted four attempts under the general category before acquiring an OBC certificate, using it to attempt the exam again and eventually clear it.
"General category candidates were allowed four attempts, while OBC candidates had more," he said. Kumbhar further alleged that Ombase obtained the certificate "illegally by hiding facts, submitting false information, and pressuring officials.

A retired bureaucrat, who did not wish to be named, said this is the second such controversy involving UPSC eligibility certificates in recent months. Last year, a former IAS probationer faced similar accusations of using forged disability and OBC certificates to gain benefits in the civil services examination.
"State govt's verification and subsequent action will be crucial in determining whether any disciplinary or legal measures are required. Such complaints again raises serious concerns about the misuse of reservation policies and the verification process in competitive exams," the bureaucrat added.

Bhubaneswar: A team of National Alliance of People's Movements (NAPM), Odisha unit, has alleged the govt carried out illegal eviction from four villages of Nabarangpur district, leaving many tribal, dalit, OBC and other forest-dependent families homeless. The team, led by activist Prafulla Samantara, said on Wednesday that they visited the affected villages on June 19 and documented evidence of widespread demolitions and forced evictions in Hatibadi under Jharigaon tehsil, Mendabeda under Umerkote tehsil, Chacharaghati under Chandahandi tehsil, and Lakhanpur under Raighar tehsil. He said they met governor Hari Babu Kambhampati on Tuesday and urged him to intervene in the matter. "Nabarangpur district is designated as a Fifth Schedule area. Despite clear provisions under the Forest Rights Act (FRA), 2006, the Panchayats (Extension to Scheduled Areas) Act, 1996, and Article 21 of the Constitution, these evictions were conducted without due notice or legal process and without the consent of gram sabhas," he added. Samantara said several villagers filed FRA claims, and these are pending before the govt. "The evictions violated the Supreme Court's stay order in the 'wildlife first' case and disregarded procedural guidelines laid out in the Roy Burman and Nandini Sundar judgments. Targeting of SC/ST communities also raises serious concerns under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989," he added. Sandip Patnaik, a team member, said the forest and revenue departments conducted the eviction drives so they can carry out plantations. "As they are residents, they need land pattas and houses under the rural housing scheme. At least the departments could have rehabilitated them before carrying out demolition. The poor are staying under the open sky during the rainy season," he added. The team demanded an immediate halt to all ongoing evictions in Nabarangpur and other scheduled areas and called for a high-level judicial or independent probe. "Action should be taken against officials involved in the eviction drive," said Manas Patnaik, another member. Nabarangpur collector Subhankar Mohapatra said they cleared illegal encroachments after checking the revenue records. "Whatever FRA claims were submitted by the people, those are under discussion in consultative committees concerned on the Forest Rights Act," he added. He said they will take action if the houses of people who filed FRA claims were demolished. "But we took all necessary steps, including issuing notices to people, before clearing the encroachments," the collector said.

: The Joint Committee of the Uttar Pradesh Legislature on Scheduled Castes, Scheduled Tribes and De-notified Tribes has initiated an investigation into the alleged violation of reservation policies in the teachers' recruitment process at King George's Medical University (KGMU). The committee examined documents related to recruitments, the person privy to the issue said, adding that the panel held a meeting on Wednesday (Sourced) The committee sought documents from the KGMU administration related to the recruitment of 112 teachers, a person familiar with the issue said, adding that vice chancellor Prof Sonia Nityanand and other officials presented their side before the committee and provided the necessary papers. The committee is headed by MLC Lalji Nirmal and comprises MLAs Suresh Pasi, Manoj Paras and Dr Ragini Sonkar. The committee examined documents related to recruitments, the person privy to the issue said, adding that the panel held a meeting on Wednesday over allegations of general category candidates being appointed to reserved posts at KGMU. 'The meeting continued for over an hour over the allegations during which they examined the documents. The committee will submit its report to the state government, which will take further action based on the findings,' confirmed Dr KK Singh, media in-charge of KGMU. KGMU had issued an advertisement for 112 teaching positions on July 12, 2022. The advertisement specified reservations for different categories, reportedly 20% for EWS (economically weaker sections), 63% for the unreserved, 10% for OBCs, 7% for SCs and 0% for STs. The results were declared on September 18, 2024, and teachers were appointed overnight. According to the allegations, the recruitment process allegedly violated the roster system with 15 EWS positions being converted to unreserved ones, resulting in 76% positions being declared unreserved and no adjustments were made to positions for SC and OBC categories. Only two positions were allocated for ST, whereas approximately 14 positions should have been allocated based on the total number of positions, according to the allegations.
