KUALA LUMPUR, July 22 — Youth leaders who exceed the age of 30 after the youth age limit takes effect on Jan 1, 2026 may continue to hold their positions until their organisation's next election at the general meeting, said Youth and Sports Minister Hannah Yeoh. However, Hannah said these leaders cannot be renominated, as stipulated under Section 6 of the Youth Societies and Youth Development (Amendment) Act 2019 (Act A1602). 'For youth members, starting from Jan 1, 2026, in line with the amendment to Act 668 through Act A1602, ordinary members who do not hold office in youth organisations and have reached or exceeded the age of 30 will no longer be eligible as ordinary members. They will also lose their right to vote or be elected at annual general meetings. 'However, they can still be involved as advisors, mentors, facilitators, mobilisers, youth workers, or alumni, subject to the organisation's constitution. In this regard, the Ministry of Youth and Sports (KBS) has engaged with the Registrar of Societies (ROS) to facilitate the transition for youth organisations, office bearers, or members who reach the age of 30 to join other associations registered under ROS,' she said during a question-and-answer session in the Dewan Rakyat today. She was responding to a supplementary question from Dr Kelvin Yii (PH-Bandar Kuching), who asked what would happen if youth leaders exceeded the age of 30 after the law comes into force on Jan 1, 2026. In response to Yii's original question, Hannah said KBS has taken several initiatives to ease the transition of the youth age limit from 40 to 30 years old. She said these include the formation of a Transition Working Committee chaired by Deputy Youth and Sports Minister Adam Adli Abdul Halim, the implementation of Bicara Transisi Belia (Youth Transition Dialogues), Governance Workshops, Organisational Management Programmes (PPO), the Kembara Jumpa Orang Muda Programme (Kembara JOM) and the certification of youth work professionalism. According to her, the Department of Statistics Malaysia data shows there are 9.5 million youths aged 15 to 30, making up 27.9 per cent of the national population, while the number of office bearers in youth organisations this year stands at 99,271, with 53.99 per cent (or 53,606 individuals) under the age of 30. 'The enforcement of the Youth Societies and Youth Development (Amendment) Act 2019 will affect the administration and leadership of 8,272 youth organisations registered with the Registrar of Youth Societies (ROY),' she said. Yii had asked what steps the ministry has taken to ensure a smooth transition for the enforcement of Act A1602 on Jan 1, 2026, and how many youth organisations have amended their constitutions in preparation. — Bernama

(Bernama pic) PETALING JAYA : A backbencher has urged the higher education ministry to review the security measures in place at student housing nationwide following the suspected murder of a private varsity student in Cyberjaya. DAP's Dr Kelvin Yii said the incident, involving a student who hailed from Kuching, Sarawak, should serve as a wake-up call for higher education institutions and the authorities responsible for the welfare of students. 'I urge the ministry to review and strengthen existing safety protocols and work closely with all educational institutions to enhance the security measures at student accommodation nationwide. 'This tragedy raises serious concerns about student safety, especially of those who are living far away from home,' he said in a statement. The Bandar Kuching MP noted unaddressed claims that the student housing in question lacked proper security systems and had dark walkways. He said universities and those responsible for managing student accommodation must be proactive to ensure the safety of residents, including by making sure there are functioning CCTVs and emergency reporting systems. 'Prevention must take priority, necessary improvements must be made without waiting for another tragedy to occur,' he said. The 20-year-old student was found dead in a condominium unit in Cyberjaya on Tuesday. Police said the unit, which she was sharing with five other students, was provided by her varsity. Preliminary investigations found no sign that her residence was broken into, while there were no injuries consistent with rape. She died from blunt force trauma to the head. Separately, the higher education ministry expressed its condolences to the family of the victim and urged the public against speculating on the case. It reminded all varsities to ensure compliance with the SOPs pertaining to the security and welfare of students. 'The ministry is also committed to continuing to work with all stakeholders to ensure that every higher education institution remains a safe and conducive environment for students,' it said in a statement.

Newly appointed DAP central executive committee members Lim Hui Ying, V Sivakumar, and Dr Kelvin Yii are also the MPs for Tanjong, Batu Gajah, and Bandar Kuching, respectively. PETALING JAYA : Deputy finance minister Lim Hui Ying has been appointed to the DAP central executive committee (CEC), party secretary-general Loke Siew Fook announced today. Loke said the Tanjong MP is among 10 DAP members who were appointed to the party's top leadership after a meeting of the CEC yesterday. The others who were appointed include former human resources minister V Sivakumar, Bandar Kuching MP Dr Kelvin Yii, Kota Kemuning assemblyman V Papparaidu, Buntong assemblyman M Thulsi Thivani, and Stulang assemblyman Chen Kah Eng. Penang Port Commission chairman Yeoh Soon Hin, ex-Paloh assemblyman Sheikh Umar Bagharib Ali, Kuala Lumpur DAP Youth chief Yap Yee Vonne, and former CEC member Wu Him Ven were also appointed to the committee. Loke said the CEC also agreed to appoint former Damansara MP Tony Pua as chairman of DAP's disciplinary committee. This gives Pua a role in the party's central leadership again after his failure to defend his spot in the CEC in 2022. He was not fielded as a candidate in the general election that year. The CEC also appointed Cheras MP Tan Kok Wai as the party's second adviser after Lim Guan Eng, and Chong Chieng Jen as DAP's parliamentary leader. Former deputy law minister Ramkarpal Singh meanwhile was made DAP's legal bureau chief. Loke said the CEC also agreed on its eight representatives in the Pakatan Harapan presidential council, namely himself, Guan Eng, Gobind Singh Deo, Nga Kor Ming, Chong, Syahredzan Johan, Teo Nie Ching, and Woo Kah Leong.

Kuching MP Dr Kelvin Yii said Malaysia must help strengthen the 'fragile bridge' of dialogue Asean has built between the junta and Myanmar's National Unity Government. PETALING JAYA : Kuching MP Dr Kelvin Yii has urged Asean to seriously consider invoking Article 33 of the International Labour Organization's (ILO) constitution to pressure Myanmar's junta, calling it a peaceful but firm step to protect the country's workers. Speaking at a forum on Myanmar at Universiti Malaya, he said while Asean's five-point consensus (5PC) was a helpful framework, it meant little if one side refused to follow it. 'We cannot ignore the fact that the junta continues to defy it. Agreements are only as effective as the parties willing to uphold them. 'Article 33 must be considered a last-resort, peaceful tool. Not a sanction, but a targeted labour measure to isolate the junta while protecting Myanmar's workers. 'It is not an economic embargo. Myanmar's own trade unions and employers support the resolution, which is significant,' he said at a forum today. Last used in 2000 against Myanmar due to widespread forced labour, Article 33 allows member states to act together against a country that keeps violating workers' rights and ignores ILO decisions. The 5PC calls for an immediate end to violence, the delivery of humanitarian assistance, dialogue among all parties, the appointment of a special envoy to Myanmar, and the envoy's direct engagement with all stakeholders. Yii said the ILO resolution would still allow the delivery of humanitarian aid while sending a clear message that the junta's actions were not acceptable. 'This is not about punishing Myanmar, but about protecting its workers from forced labour, modern slavery, and repression,' he said. Yii added that Asean now had a 'fragile bridge' of dialogue between the junta and Myanmar's National Unity Government, urging Malaysia to help strengthen that engagement. Malaysia is currently Asean's appointed special envoy to Myanmar and recently helped facilitate talks with both sides, mainly for the delivery of aid after the deadly earthquake in March. However, Yii said these talks did not mean that Malaysia recognised the junta as Myanmar's legitimate government.
