Bihar electoral roll revision: Over 80% voters have submitted enumeration forms, says EC
A total of 80.11% electors in Bihar have submitted their enumeration forms as part of the ongoing special intensive revision of the state's electoral rolls, the Election Commission said on Saturday. Of the total 6.32 crore enumeration forms collected till 6 pm on Saturday, booth-level officers have successfully digitised and uploaded 4.66 crore on the commission's ECINET mobile application, added the poll panel. According to the Election Commission, with this pace, the collection of enumeration forms is expected to be completed 'well before' the deadline on July 25. The revision of the electoral rolls in Bihar was announced by the Election Commission on June 24. As part of the exercise, persons whose names were not on the 2003 voter list will need to submit proof of eligibility to vote. This means that 2.9 crore out of the state's 7.8 crore voters – or about 37% of the electors – will have to submit documentary evidence. Voters born before July 1, 1987, must show proof of their date and place of birth, while those born between July 1, 1987, and December 2, 2004, must also submit documents establishing the date and place of birth of one of their parents. Those born after December 2, 2004, will need proof of date of birth for themselves and both parents. If the officers are satisfied with the details provided, the voters will be re-enrolled to a new voter list by electoral registration officers. If not, they will be removed from the voter lists. A draft roll will be published on August 1 and the final roll will be out on September 30. On July 2, eleven INDIA bloc parties told the Election Commission that the special intensive revision of Bihar's electoral rolls risked disenfranchising more than 2.5 crore voters, as they may not be able to produce the necessary documents. Chief Election Commissioner Gyanesh Kumar on July 6 defended the exercise, claiming that the exercise had to be carried out as no one was satisfied with the current voter rolls. He also said that all measures were being taken to facilitate voters to complete their documentation as part of the revision exercise. 'These existing voters will have time to submit the documents even after first submitting their Enumeration Forms,' the chief electoral officer had said. Four days later, the Supreme Court urged the Election Commission on July 10 to consider Aadhaar cards, voter ID cards and ration cards as valid documents for the revision of electoral rolls. The court will hear the case further on July 28.

The Election Commission on Friday announced that 74.39% out of the 7,89,69,844 electors in Bihar have submitted their enumeration forms as part of the ongoing special intensive revision of the state's electoral rolls. The poll panel said that 5,87,49,463 enumeration forms have been collected till 6 pm on Friday. Of these, booth-level officers have successfully digitised and uploaded 3.73 crore forms on the commission's ECINET mobile application, it added. In the second phase of the revision process, booth-level officers are going from house to house to help voters and collect their filled enumeration forms, the Election Commission said, adding that over 4 lakh volunteers were providing support to senior citizens, persons with disabilities, those living with diseases and vulnerable groups. According to an official press release from the Election Commission of India (EC) on Tuesday, the Special Intensive Revision (SIR) of Bihar's electoral rolls is progressing, with 46.95% of the required Enumeration Forms collected within the first 14 days. The EC said that 82,78,617 forms were collected in the preceding 24 hours. The EC release indicated that, based on the current progress, the collection exercise could conclude before the deadline. Distribution of pre-filled forms is nearly complete, with 7,70,44,990 forms (97.42% of the 7.90 crore printed) delivered to electors. Furthermore, 18.16% of the collected forms have been uploaded to the ECINET system. The EC noted that many electors are submitting their forms along with the required eligibility documents. 'Pure electoral rolls are inevitable for strengthening democracy,' chief election commissioner, Gyanesh Kumar, told the media. The EC reported that 77,895 Booth Level Officers (BLOs), supplemented by an additional 20,603 BLOs, are conducting house-to-house visits. These BLOs have completed the first of their three mandated visits to each household and are currently undertaking the second visit. Nearly 4 lakh volunteers, including government officials, NCC cadets, and NSS members, are assisting elderly, Persons with Disabilities (PwD), sick, and vulnerable populations. Election officials, including the Chief Electoral Officer (CEO), 38 District Electoral Officers (DEOs), 963 Assistant Electoral Registration Officers (AEROs), and Electoral Registration Officers (EROs) covering all 243 Assembly Constituencies, are facilitating the process on the ground. District Presidents of recognized political parties have increased the appointment of Booth Level Agents (BLAs), with 1,56,626 now appointed, up from 1,38,680 at the start; they can appoint more as per electoral rules. The EC also outlined the four pillars of the SIR order dated June 24. First, the SIR is described as 'all-inclusive,' reaching all 7.89 crore existing electors in Bihar through pre-filled forms and multiple BLO visits. Second, all individuals who submit Enumeration Forms by July 25th will be included in the draft Electoral Roll to be published on August 1, 2025. Eligibility documents can also be submitted separately during the claims and objections period ending September 1, 2025. Third, eligibility is defined by Article 326 of the Constitution and relevant sections of the Representation of the People Act, 1950, requiring citizenship, age 18 or above on the qualifying date, ordinary residence in the constituency, and no disqualifications. Fourth, exclusion from the roll will only occur after an inquiry. If doubts arise about an elector's eligibility after the draft roll is published, the ERO/AERO must issue a speaking order after giving notice. Individuals can appeal the ERO's decision to the District Magistrate, with a further appeal to the CEO possible.

Nearly 47% Enumeration Forms collected in Bihar's Special Electoral Roll Revision, says EC
The Election Commission of India (ECI) on Tuesday (July 8, 2025) said that the collection of Enumeration Forms for the Special Intensive Revision (SIR) of Electoral Rolls in Bihar has reached nearly the halfway mark, with 3,70,77,077 out of 7,89,69,844 registered voters having submitted their forms. The last date for submission of Enumeration Forms is July 25. 'The SIR in Bihar is progressing well with 3,70,77,077 Enumeration Forms, which is 46.95% of the total of 7,89,69,844 (nearly 7.90 crore) electors in Bihar, collected as of 6 p.m. on the 14th day since the issuance of SIR instructions on June 24, 2025,' the ECI said in a statement. In the first fortnight of the exercise, approximately 7.90 crore forms were printed, and over 97% of them - 7,70,44,990 forms - have already been distributed to electors. Additionally, 18.16% of the forms have been uploaded on ECINET. 'A large number of prospective electors are preferring to submit the Enumeration Forms along with the eligibility documents,' the statement noted. 'Pure electoral rolls are inevitable for strengthening democracy,' Chief Election Commissioner Gyanesh Kumar said. A senior ECI official said that pre-filled enumeration forms, containing details such as the elector's name, address, and old photograph, have been made available to every existing voter. Booth Level Officers (BLOs) are visiting each household at least three times to collect the filled-up enumeration forms, ensuring no eligible voter is left out. The ECI said that 20,603 additional BLOs have been deployed on the ground, expediting the collection process. In total, 77,895 BLOs are engaged in door-to-door visits to assist electors with the forms. The first round of visits has been completed, and the second round is currently underway. The Commission reiterated that while Enumeration Forms must be submitted by July 25, eligibility documents can be submitted separately during the claims and objections period, which ends on September 1. Nearly four lakh volunteers - including government officials, NCC cadets, and NSS members - are assisting elderly, differently-abled, sick, and vulnerable populations in the SIR process. Additionally, Electoral Registration Officers (EROs) covering all 243 Assembly Constituencies, 963 Assistant EROs, 38 District Election Officers, and the Chief Electoral Officer of the State are involved in facilitating the form submission process, the ECI added.

Poll Body Says May Complete Bihar Roll Revision Exercise Before Deadline
New Delhi: The Election Commission of India (ECI) has expressed confidence that the ongoing Special Intensive Revision (SIR) exercise in Bihar will be completed well ahead of the July 25 deadline, based on the progress recorded up to 6 P.M. on Tuesday. According to the ECI, as of now, 3,70,77,077 Enumeration Forms amounting to 46.95 per cent of the total 7,89,69,844 (approximately 7.90 crore) electors in Bihar, have been collected since the launch of the exercise on June 24. In the first two weeks, all 7.90 crore Enumeration Forms were printed, and over 97 per cent (7,70,44,990) have already been distributed to eligible electors. Furthermore, 18.16 per cent of the collected forms have been uploaded to the ECINET platform. A significant number of prospective electors are choosing to submit their Enumeration Forms along with the required eligibility documents, as per the SIR order dated June 24. With 17 days still remaining, the focus now shifts to collecting the remaining 50 per cent of the forms. In just the last 24 hours (till 6 P.M. on Tuesday, July 8) as many as 82,78,617 forms were collected -- representing 10.5 per cent of the total in a single day. "If this pace continues, the collection phase could conclude well before the July 25 deadline," the ECI statement said. To accelerate the process, an additional 20,603 Booth Level Officers (BLOs) have been deployed, taking the total number on the ground to 77,895. These BLOs have already completed the first of their mandated three household visits, with the second round currently underway. In addition, nearly 4 lakh volunteers, including government officials, NCC cadets, NSS members, and others, are assisting the elderly, differently-abled, and vulnerable populations in filling and submitting the forms. The administrative machinery is also fully mobilised, with Electoral Registration Officers (EROs) covering all 243 Assembly Constituencies and 963 Assistant EROs, 38 District Election Officers, and the Chief Electoral Officer of Bihar overseeing the process at the ground level. Recognised political parties, too, are playing an active role, the ECI statement said. District presidents of political parties have ramped up the appointment of Booth Level Agents (BLAs), with the current number standing at 1,56,626 -- up from 1,38,680 at the beginning of the exercise. Political parties still have the option to appoint more BLAs under provision 25.2.1 of the Manual on Electoral Rolls.
