Bihar electoral roll revision: Over 74% voters have submitted enumeration forms, says EC

The Election Commission on Friday announced that 74.39% out of the 7,89,69,844 electors in Bihar have submitted their enumeration forms as part of the ongoing special intensive revision of the state's electoral rolls. The poll panel said that 5,87,49,463 enumeration forms have been collected till 6 pm on Friday. Of these, booth-level officers have successfully digitised and uploaded 3.73 crore forms on the commission's ECINET mobile application, it added. In the second phase of the revision process, booth-level officers are going from house to house to help voters and collect their filled enumeration forms, the Election Commission said, adding that over 4 lakh volunteers were providing support to senior citizens, persons with disabilities, those living with diseases and vulnerable groups. The court will hear the case further on July 28. The revision of the electoral rolls in Bihar was announced by the Election Commission on June 24. As part of the exercise, persons whose names were not on the 2003 voter list will need to submit proof of eligibility to vote. This means that 2.9 crore out of the state's 7.8 crore voters – or about 37% of the electors – will have to submit documentary evidence. Voters born before July 1, 1987, must show proof of their date and place of birth, while those born between July 1, 1987, and December 2, 2004, must also submit documents establishing the date and place of birth of one of their parents. Those born after December 2, 2004, will need proof of date of birth for themselves and both parents. If the officers are satisfied with the details provided, the voters will be re-enrolled to a new voter list by electoral registration officers. If not, they will be removed from the voter lists. A draft roll will be published on August 1 and the final roll will be out on September 30. On July 2, eleven INDIA bloc parties told the Election Commission that the special intensive revision of Bihar's electoral rolls risked disenfranchising more than 2.5 crore voters, as they may not be able to produce the necessary documents. Chief Election Commissioner Gyanesh Kumar on July 6 defended the exercise, claiming that the exercise had to be carried out as no one was satisfied with the current voter rolls.

CEC issues clarification amid Bihar voter list row: ‘All eligible voters will be included'

Amid a row over the Special Intensive Revision of electoral rolls in Bihar, Chief Election Commissioner (CEC) Gyanesh Kumar on Thursday said the exercise will ensure that all eligible people are included in the voters' list. Chief Election Commissioner (CEC) Gyanesh Kumar said the implementation of Special Intensive Revision (SIR) in Bihar is running as per schedule. (@ECISVEEP) He also said the revision being undertaken after a gap of 22 years is running as per schedule with the active participation of all political parties. The CEC came out in defence of the intensive revision as several opposition parties claimed that the ongoing exercise would deprive many people of their constitutional right to vote. Addressing a group of booth-level officers here, Kumar said the implementation of Special Intensive Revision (SIR) in Bihar is running as per schedule with the active participation of all election staff and all political parties in a transparent manner. "Despite apprehensions of some persons, SIR will ensure that all eligible people are included," the CEC said. On Wednesday, leaders of several INDIA bloc parties met the Election Commission over the Special Intensive Revision and raised concerns over its timing, alleging that over two crore voters of Bihar may be disenfranchised by this mammoth exercise being done just ahead of assembly elections. The EC will carry out an intensive review of electoral rolls this year in six states, beginning with Bihar, to weed out foreign illegal migrants by checking their place of birth. Bihar is going to the polls later this year, while the assembly polls in five states -- Assam, Kerala, Puducherry, Tamil Nadu and West Bengal -- are scheduled in 2026. The move, which would be later expanded to other states, assumes significance in the wake of a crackdown in various states on illegal foreign migrants, including from Bangladesh and Myanmar.

In a significant step towards streamlining electoral services, the Election Commission of India (ECI) will launch a single-point digital platform called ECINET to integrate the commission's 40 existing mobile and web applications, the ECI said on Sunday. The ECI revealed that ECINET is under development to ensure smooth access to electoral services for nearly 100 crore voters and the entire electoral workforce. Chief Election Commissioner Gyanesh Kumar is leading the effort and is expected to modernise India's electoral commission, in a press statement, stated that ECINET will consolidate popular applications like Voter Helpline, Voter Turnout, cVIGIL, Suvidha 2.0, ESMS, Saksham, and the KYC App, all of which have collectively recorded over 5.5 crore downloads. With ECINET, services such as voter registration, reporting of grievances, polling station information, and election statistics will be present at one digital is not only meant for the voters. It will benefit more than 10.5 lakh Booth Level Officers (BLOs), about 15 lakh Booth Level Agents (BLAs) recruited by political parties, almost 45 lakh polling officials, 15,597 Assistant Electoral Registration Officers (AEROs), 4,123 Electoral Registration Officers (EROs), and 767 District Election Officers (DEOs).As per the ECI, ECINET was created after taking extensive consultations with 36 Chief Electoral Officers, 767 DEOs, and 4,123 EROs. It is founded on findings derived from 76 in-house ECI publications. The platform is at an advanced development stage and will be subjected to stringent cybersecurity testing and trial phases before its public project is also a part of the Election Commission's move to enhance user experience (UX) and interface design (UI) so that citizens from all walks of life can access electoral services online. Authorities believe that this platform will help increase participation in the electoral process and narrow the digital deployment of ECINET is expected within the next few months, and additional information, including a launch date, will be available shortly.
