In an advisory, the Metropolitan Manila Development Authority (MMDA) issued flood warnings in the following areas as of 10:15 a.m.:

Taft UN Ave. Intersection: Above Gutter deep, passable to all type of vehicles
Taft Avenue Pedro Gil Intersection: Half Knee deep, passable to all type of vehicles
Taft Avenue corner UN Ave NB. Gutter deep, passable to all type of vehicles

Weather bureau PAGASA earlier said monsoon rains may persist over parts of the country due to the effect of the habagat.
Metro Manila, Benguet, Pangasinan, Tarlac, Pampanga, Bulacan, Zambales, Bataan, Cavite, Laguna, Batangas, Rizal, and Occidental Mindoro may experience monsoon rais while the rest of MIMAROPA, La Union, Nueva Ecija, Quezon, Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, Antique, Iloilo, Guimaras, and Negros Occidental may observe occasional rains.
Cloudy skies with scattered rains and thunderstorms is forecast over the rest of Luzon and Visayas while partly cloudy to cloudy skies with isolated rainshowers or thunderstorms may prevail over Mindanao.
The LPA may bring cloudy skies with scattered rains and thunderstorms over the rest of Cordillera Administrative Region, Ilocos Norte, Ilocos Sur, Batanes, Cagayan, and Isabela. —VAL, GMA Integrated News

Habagat to bring rains over Luzon; tropical depression monitored outside PAR
The Southwest Monsoon or Habagat continues to affect several areas in the country as a Tropical Depression is being monitored outside the Philippine Area of Responsibility (PAR). According to PAGASA's daily weather forecast, the cyclone was seen at 1,365 kilometers east northeast of extreme Northern Luzon, with maximum sustained winds of 45 kph and gustiness of up to 55 kph. The Monsoon, on the other hand, is expected to bring cloudy skies with scattered rains and thunderstorms over Ilocos Norte, Ilocos Sur, Abra, Batanes, and Babuyan Islands, and partly cloudy to cloudy skies with isolated rain showers or thunderstorms over Metro Manila and the rest of Luzon. Visayas and Mindanao will be having partly cloudy to cloudy skies with isolated rain showers or thunderstorms caused by localized thunderstorms. Flash floods or landslides may occur in some areas as a result of said weather conditions. Meanwhile, moderate to strong winds with moderate to rough waters may be anticipated over the northern and western sections of Northern Luzon. PAGASA: Tropical cyclone developed in northern monitoring domain; no effects on PH
State weather bureau PAGASA on Friday said a tropical cyclone has developed in the northern part of the agency's monitoring domain. However, PAGASA said the tropical cyclone has no direct effect on the Philippines and is expected to move towards southern Japan. 'Sa kasalukuyan, isang bagyo ang nabuo sa hilagang parte ng PAGASA monitoring domain (PMD) ngunit wala itong direktang epekto sa bansa at kikilos patungong southern Japan,' PAGASA said. (Currently, a tropical cyclone has formed in the northern part of the PAGASA monitoring domain (PMD) but it will not have a direct impact on the country and will move towards southern Japan.) PAGASA: Up to 3 tropical cyclones expected in PAR in August
Two to three tropical cyclones are expected in the Philippine area of responsibility this month, according to state weather bureau PAGASA said Friday. In an update, PAGASA said 17 tropical cyclones may enter or develop in PAR from August this year to January next year.
