Panaji: State govt on Wednesday introduced a single portal where all students in Goa, from the school level to the university level, can apply for scholarships across departments at one point. Chief minister Pramod Sawant said that the portal will ease the process of applying for scholarship benefits for students, both for state and central schemes. This will eliminate the need to fill physical forms and expedite the process of receiving benefits for students, he said. Sawant, who also holds the education portfolio, said the portal will benefit 50,000 students in Goa who are seeking aid to support their tuition fees from 'KG to PG level'. 'For the first time, we are launching the CM's scholarship portal. We saw that students have to fill forms physically and therefore we brought in this reform. We tested this portal last year, and it is ready for launch now. All scholarship schemes of social welfare, tribal welfare, directorate of education, and directorate of higher education will be available at a single point for students now. 'The portal will be the single point to apply for benefits for SC, ST, OBC, and EWS category students. Last year, we saw that 50% of the students who were eligible for the benefits did not apply at all. It is especially seen in our villages that students struggle to pay even Rs 20,000 as their institute fees. I realised it after a law college student came to me saying that he is unable to pay his fees. This portal will expedite the disbursement of benefits to such needy students.' In the case of schemes being implemented through central govt, the aid will be released as received from the Centre. 'A student has to go to the portal and upload all documents. We send the documents to the institution for verification. Once verification is done, the department gives sanction for release of the funds. Even Goa students studying nursing and pursuing other education outside the state can apply through the portal,' the CM said. He said that the labour welfare scholarship available for children of those working in the private sector will also be linked to this portal within the next 45 days. 'The education of no child in Goa will not stop because they are not able to pay the fees. We have launched the portal to fast track the aid,' Sawant said.

This was higher than the global aggregate of 30% and was one of the water provision challenges the KZN Department of Cooperative Governance and Traditional Affairs (Cogta) stated when they presented their progress report on the KZN Provincial Water Master Plan (PWMP) to the KwaZulu-Natal Legislature Portfolio Committee on Tuesday. Other challenges include no planned maintenance programme in relation to aging infrastructure, and also unplanned/reactive maintenance, which is mostly undertaken. In its presentation, Cogta stated that drinking water quality management remains a challenge in the province, as 21 water systems were found to be in a critical state as per the Blue Drop results published by DWS in December 2023. This has also resulted in a decline in the water quality in Amajuba, King Cetshwayo, uMzinyathi, and Zululand districts. The department has implemented what they term seven pillars in response to some of the challenges. They are: Water resources programme. Water treatment, bulk distribution, and storage. Water reticulation programme. Water conservation/water demand management programme. Financial sustainability and revenue enhancement programme. Operations and maintenance programme. Human resources development programme. In a brief presentation, the uMgeni-uThukela Water also highlighted several infrastructure projects in various stages of implementation, with the upgrade of the KwaMaphumulo treatment plant from 6 to 12 Ml/d and secondary bulk pipelines (9 Ml/d capacity) through the Mshwathi Bulk Water Supply Scheme (BWSS) in Ilembe District Municipality being one of them. A presentation by the eThekwini Municipality Water and Sanitation (EWS) touched on the Water Turnaround Strategy and new bulk water schemes. The strategy addresses 12 key areas of the water business over the short and medium term. A cornerstone of the strategy is to improve the financial position of EWS for the improved maintenance and replacement of assets. Tim Brauteseth, MPL and DA KZN spokesperson on Finance and Standing Committee on Public Accounts (Scopa), was concerned about staff shortages in various entities and non-revenue water figures. 'There must be a clampdown on theft and vandalism of water infrastructure and reduction of algae in the system that is blocking pipes,' he said. Bonginkosi Mngadi, MPL and uMkhonto weSizwe Party (MKP) member, called for more public hearings to listen to the plight of the people on issues of water. Mngadi called for the prioritisation of boreholes throughout the districts, with emphasis on deep rural areas. 'There are issues of water being supplied by tankers that are using municipal budgets. We need to look into the possibility of boreholes rather than spend money on water trucks. Some of these trucks are travelling quite a distance to reach some areas. Harding is confronted with a drought, and bore holes will assist the residents,' he suggested. Dr Celiwe Qhamkile Madlopha, ANC MPL, called for roadshows to explain to the public what the challenges are and what is being done going forward with regard to water supply issues. 'When the community raises challenges, they think it falls on deaf ears because they do not know about the good work being done to address it. I am concerned about service delivery on the ground and the grants not being spent,' she said. Marlaine Nair, chairperson of the KZN Legislature Cogta Portfolio Committee, called for an updated water master plan so that progress can be tracked. 'The planned maintenance and slow implementation are serious concerns for us. Why are municipalities not rolling out plans in place?' she asked. Chandigarh: Vigilance to probe ₹100-crore community centre booking scam

(Keshav Singh/HT) This comes nearly a month after the Aam Aadmi Party (AAP) had alleged large-scale irregularities in the exemption-based booking system meant for economically weaker sections (EWS). Families below the poverty line (BPL) can book community centres for weddings free of cost, provided they are recommended by their area councillor. It is the councillor's responsibility to verify the financial condition of the applicant before recommending such a concession. AAP leaders had claimed that there was a nexus of middlemen, who with the help of fake councillor endorsements and municipal staff, were manipulating the booking process to illegally charge poor families between ₹ 26,000 and ₹ 55,000 per booking. AAP spokesperson and city councillor Yogesh Dhingra, while raising the issue, had alleged: 'Middlemen take money from poor people but get the bookings done for free of cost. We demand a complete record of all community centre bookings for the last five years; details of each booking: name, date, purpose, and fees; all files where councillor recommendations or approvals are attached; forensic investigation report on forged signatures and stamps; file movement trail and internal notings of the booking branch; and identification of guilty officials.' Stating that the local government department has formally written to the vigilance department, requesting a thorough probe, the MC chief said, 'The entire booking record, including the role of councillors in verifying these cases, will be probed.' Booking branch staff shifted After the AAP leaders' claims, mayor Harpreet Kaur Babla had asked the municipal commissioner to initiate a formal vigilance inquiry and transferred all staff working in the MC booking branch. In a preliminary report tabled by MC officials, it was revealed that a majority of free bookings between January 1, 2024, and May 31, 2025, came from wards represented by councillors Neha (AAP), Kuldeep Kumar Dhalor (AAP), Suman Devi (AAP), Ram Chander Yadav (AAP), Harpreet Kaur (BJP) and Kanwarjeet Singh (BJP), among others. Responding to the scrutiny, former mayor and AAP councillor Dhalor defended the councillors' actions. 'Most of these bookings are from areas dominated by EWS populations such as colonies and villages. Recommendations were made only after due verification. We welcome the inquiry,' he said. 'New booking policy deferred again' Meanwhile, the MC House has again deferred the much-delayed proposal for a new community centre booking policy, which has been pending since December 2024. The proposal seeks to revise booking charges and standardise exemptions. If approved, Category A centres—currently priced at ₹ 44,000—will see a 36% hike to ₹ 60,000. Category B centres will jump from ₹ 22,000 to ₹ 40,000, and Category C centres, which previously ranged from ₹ 5,000 to ₹ 22,000, will cost between ₹ 15,000 and ₹ 30,000. The original proposal also recommended eliminating free bookings for any purpose, including marriages and religious ceremonies, arguing that even subsidised users should pay at least 50% of the cost due to mounting maintenance expenses. However, this was rejected by the MC's committee. The revised proposal now retains exemptions for marriages of BPL families, medical and blood donation camps, UT/MC official events, and meetings held by RWAs, senior citizens' groups, and pensioners' associations. HOUSE AGENDAS Approved: The House approved the auction of over 7.5 acres across five plots in Pocket Number 6 of Manimajra, paving the way for a multi-storey group housing society. The cumulative reserve price for plots crosses ₹ 794 crore. As per the plan, the land can be allotted either jointly to a consortium or to a single developer. Deferred: The House deferred the proposal to finalise the new terms and conditions to hire a private firm for GIS-based mechanised and manual sweeping in Southern sectors. The firm, M/s Lion Services Ltd, that currently has the contract for the job has got a three-month extension. Rejected: The House rejected former mayor Anup Gupta's appeal to restart the allotment process for the city's much-needed horticulture waste plan. Gupta had in May alleged that MC bypassed proper tendering procedures and unlawfully nominated M/s Hardicon Limited, a PSU, for the job without issuing any expression of interest or request for proposal. Following this, MC tabled a fresh request for proposal in the House on Monday, detailing terms and conditions for re-tendering. However, city councillors resolved to continue the hiring of PSU for the role. Demanding 'open auction', Gupta, supported by another BJP councillor Kanwarjeet Rana, added their dissent for the project and its allotment.
