Crucial meeting on Outer Ring Road to discuss compensation disbursal

Thiruvananthapuram : State govt is poised to take a decisive step on Thursday regarding the much-awaited Outer Ring Road (ORR) project from Vizhinjam to Navaikulam at a high-level meeting convened by chief minister's chief principal secretary K M Abraham. It will be attended by representatives from National Highways Authority of India (NHAI), PWD and revenue department. They will discuss pending compensation for hundreds of landowners whose title deeds remain held at revenue offices. Sources said the meeting was to ensure the timely dispensation of compensation to affected landowners. The meeting will also focus on the cost-sharing between state and the Centre, which currently remains at 50-50. Landowners, represented by action council member S Chandramohan Nair, met with NHAI's regional officer A K Janbaz on Monday to voice their growing concerns. "It has been three years and govt should return our title deeds or immediately give us the compensation," Nair said. He warned of an indefinite hunger strike if matters were not resolved soon. "People gave up their land for this project in good faith and development cannot come at the cost of people's basic rights," he added. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Festival del Cinema di Venezia: attenzione puntata sui registi emergenti Punto di Vista Media S.r.l. Scopri di più Undo In May this year, landowners staged a sit-in at NHAI's Chackai office, following which NHAI regional officer B L Meena assured them in writing that compensation would be paid within a month or the project would be cancelled. Yet, disbursements remain stalled, even though district administration transferred Rs 700 crore to NHAI in Jan. Complicating the situation, a Supreme Court ruling on May 16 struck down a 2017 notification permitting post-facto environmental clearances, stalling the northern segment between Thekkada and Navaikulam as the State Environment Impact Assessment Authority (SEIAA) committee lapsed in March. While the southern stretch from Vizhinjam to Thekkada received clearance in 2023, the northern section's progress is legally frozen until new clearance procedures are in place. Meanwhile, a senior PWD official said that "After meeting with minister Riyas and Union Minister Gadkari, the Centre was likely to give final approval to the detailed project report by the end of July." The official added that compensation and tendering could begin in Aug.

Show speed limits on Maps, cops ask Google

Gurgaon: Traffic cops on Wednesday requested Google to display speed limits of 129 roads in the city on its GPS navigation app – Google Maps – and alert a commuter if the vehicle exceeds the restriction. Senior police officers said the tech giant's intervention was sought as speeding and rash driving have been identified as the key reasons for fatal road accidents in the city. According to police data, 478 people died in road accidents in Gurgaon in 2024. The number of fatalities in the first half of this year has already reached 230, of which at least 34 are linked to crashes caused by driving beyond the speed limit. For instance, the limit on Dwarka Expressway is 120kmph for cars, but this comes down to 30kmph on the Old Railway Road. On some stretches, such as Golf Course Road, the speed limits change for the surface road (60kmph) and underpasses (50kmph). DCP (traffic) Rajesh Mohan on Wednesday held a meeting with Google officials at his office in Sector 28 to discuss the issue. Asked about the request, a Google official told TOI the company has agreed to integrate speed limits into the app and will complete the task within ten days. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Festival del Cinema di Venezia: attenzione puntata sui registi emergenti Punto di Vista Media S.r.l. Scopri di più Undo Police have also written to GMDA, MCG and PWD – which maintain sections of the city's road network -- to install signage for informing commuters about speed limits on the 129 roads. These include Shankar Chowk-Sector 55/56 road, IFFCO Chowk-Sikanderpur metro station, MG Road (Sector 55/56)-IFFCO Chowk, Sector 29-Sector26A, Sohna Road-Ghata Road, Ambedkar Chowk-Mayfield Garden, Cyber Park-Ambedkar Chowk, Old Delhi Road-Sector 21-22 T point, and Millennium City Centre metro station-Signature Tower. "A person can survive a road crash if the vehicle's speed is up to 30kmph. Many fatalities occur due to speeding. Therefore, stringent measures are essential. We will also begin issuing rigorous challans once speed boards are installed on all roads, as our aim is to save lives by enforcing traffic discipline," the DCP said. Starting Thursday, police will start issuing challans to violators on Dwarka Expressway and Delhi-Gurgaon Expressway through 15 ANPR (automatic number plate recognition) cameras installed by the National Highways Authority of India (NHAI). CCTV feed will be given to Gurgaon traffic police, which will then issue e-challans to violators. Until now, there were cameras on the expressways, but not ANPRs. In addition, NHAI has installed 110 traffic monitoring cameras (TMCs) to assist the agency in removing vehicles from these highways in case of breakdowns. "Police will issue challans for speeding, helmet and seat belt violations, triple-riding, wrong-side driving, and banned vehicle entry. The online system also enables real-time alerts for accidents and traffic jams, ensuring smoother and safer travel. Drivers are urged to follow traffic rules to avoid penalties," a traffic police officer said. "Major roads in Gurgaon are expressways designed for the high speed traffic. In absence of pedestrian infrastructure, many of the fatalities are that of walkers. Hopefully, speed limits displayed on Google Maps can alert commuters and stop accidents from happening," said Rishi Sharma, a resident of Sector 48 in the city.
