Erbil initially agreed to receive 46,000 barrels of oil per day for internal consumption, but 'the Region is now requesting it be 65,000, thus violating the budget law,' Oil Minister Hayyan Abdul Ghani told Iraqi state media. Kurdistan Region's oil exports have been suspended since 2023. Erbil and Baghdad have had multiple rounds of negotiations to hammer out an agreement that would see the exports resume via the pipeline through Turkey. 'Almost all clauses have been agreed upon except this one, and we hope that in the final stages the Region will accept the quantity that was agreed upon between the federal and regional financial audit bureaus in order to implement the agreement,' Ghani said. Under the Iraqi budget, the Kurdistan Regional Government (KRG) is required to hand over 400,000 barrels per day to the federal government's State Oil Marketing Organization (SOMO). Ghani said the federal government has informed both Turkish and Kurdish sides of its readiness to resume exports via the Iraq-Turkey pipeline, adding that 'Turkey is ready,' but Baghdad is still 'waiting for our brothers in the Region to deliver this quantity of oil.' He noted that Iraq is currently losing around 300,000 barrels per day, as the Region's production is counted within the country's OPEC quota 'despite the federal government not benefiting from it.' The halt in exports and disputes with Baghdad have put an enormous financial strain on the KRG, which has lost more than $25 billion in oil revenues. Erbil is not able to pay its civil servants and is dependent on funds from Baghdad. In May, Iraq's federal finance ministry halted all budget transfers to the KRG, including payments for public employee salaries, claiming the KRG had exceeded its share of federal budget funds and failed to deliver its oil to SOMO. Public sector workers have not been paid since. Dilshad Mawani, an oil and gas expert, told Rudaw on Saturday that an escrow account could be a viable option in this situation. An escrow is a financial arrangement in which a neutral third party holds funds or assets on behalf of two parties until predetermined conditions of a contract are fulfilled. 'Escrow accounts… can be an option so that operations or investment don't stop… when there is no political agreement or… no important political decision or a decision from a court to resolve one of the matters,' he said.

Sindh govt identifies 51 more buildings for demolition in Lyari

The Sindh government has dismissed the incumbent Sindh Building Control Authority (SBCA) director-general after 27 people died in a building collapse in Karachi's Lyari area. Another 51 buildings have been earmarked for demolition after examination. The collapse of a five-storey building in Baghdadi on Friday resulted in the deaths of 11 women, 16 men, and a one-and-a-half-year-old girl, while 10 others were injured. One injured individual remains under treatment. The final body to be recovered from under the rubble was that of 15-year-old Muhammad Zaid, who had been trapped for 48 hours. Rescue operations, despite challenging conditions, ended with no further victims believed to be trapped. The provincial government has pledged Rs1 million in compensation for the aggreived families. Dismissal and suspensions At a press conference, Sindh Senior Information Minister Sharjeel Inam Memon, Local Government Minister Saeed Ghani, and Sindh Home Minister Zia-ul-Hassan Lanjar outlined the government's response to the disaster. Ghani confirmed that Karachi commissioner has been tasked with providing detailed information about 51 buildings deemed unsafe within 24 hours, including the number of units and residents. This information is crucial to begin the demolition process, he said. "These 51 buildings in poor condition will be dealt with urgently," added Memon. "Necessary steps will be taken to ensure the safety of residents, and the demolition process will start as soon as we have the required details." The Pakistan Peoples Party-led Sindh government has vowed to take strict action against those found responsible for the collapse, with Ghani informing the media that SBCA staff responsible for overseeing Lyari has already been suspended. Moreover, SBCA director-general has been dismissed, he said, adding that a case will be filed against negligent officers, and those found guilty will be dealth with through legal proceedings. The government has set up a new committee, led by the Karachi commissioner, to investigate the condition of other dilapidated buildings across the city. The government has also pledged Rs1 million in compensation for the families of the victims. "We will not tolerate any criminal neglect," said Lanjar. "The government is fully committed to holding those responsible accountable." Memon emphasised the government's commitment to strengthening laws around illegal construction, with a two-week deadline set for amendments to SBCA regulations. Dilapidated buildings The Sindh government has also announced plans to relocate residents from unsafe buildings and improve conditions in Karachi's 586 dilapidated buildings. While rescue operations were ongoing, three buildings adjacent to the collapsed structure were also severely damaged. Two of the buildings sustained significant structural damage, while a newly constructed six-storey building was evacuated as a precaution. Despite the evacuation, operations continued as usual in the newly constructed building. However, there have been concerns that the SBCA has yet to inspect the affected buildings, and no contact has been made with the owners or residents of the two most vulnerable structures. Sindh Government spokesperson Sukhdev Hemnani assured that the provincial government remains firmly committed to supporting the victims of the Lyari building collapse, including members of the Hindu community. "We will ensure that all victims receive equal assistance," he said, adding that a recovery plan for the victims is currently being finalised. The provincial government reaffirmed its commitment to prioritising the needs of minorities and ensuring the safety of all residents, particularly in vulnerable communities like Lyari.

NABAWAN: Parti Gagasan Rakyat Sabah (Gagasan Rakyat) Nabawan division has thrown its full support behind party leadership's stance that local parties must remain the dominant force leading Sabah. Division Chief Datuk Abdul Ghani Mohamed Yassin said regardless of potential partnerships, all parties must agree that Gabungan Rakyat Sabah (GRS) should maintain its dominant position in governing the State. Speaking at the party's annual meeting at the youth hall Saturday, the Nabawan Assemblyman said the upcoming 17th State Election (PRN17) presents an opportunity for GRS to prove that local party coalitions mandated by Sabahans can effectively govern for continued development and prosperity. 'Progress in any area must be based on systematic planning, organised management and political stability. I urge everyone not to waste the opportunity we have for political stability in our efforts to ensure Sabah's development continues in line with Sabahan aspirations,' Ghani said. He expressed confidence that GRS, as a local party coalition, can deliver political stability while generating multiplier effects for state development and welfare without external interference. Reflecting on political changes since 2018 following Barisan Nasional's fall, Ghani expressed confidence that the coalition of local parties can best translate Sabahan aspirations through solid unity and togetherness to restabilise the State's political arena. Regarding PRN17, Ghani noted that everyone awaits the Sabah State Assembly dissolution announcement, urging party members to prepare machinery, close ranks, and stay ready for any challenges to secure another victory. During his nearly five-year tenure as local representative, Ghani said he has tried various approaches to ensure Nabawan's welfare and development keeps pace with changing times and current community needs. 'The struggle is not over, there is still much I need to accomplish with grassroots support so that Nabawan people's development and welfare continue to be protected, not just for us but for future generations,' he said. Ghani highlighted GRS government achievements over three years despite various challenges, including effective governance during the Covid-19 pandemic and movement restrictions starting in 2020. 'This was also my first-year challenge as people's representative, we were tested by the Covid-19 pandemic while our political temperature remained uncertain during government leadership changes. We were also tested by natural disasters, including major floods in this district that had never occurred before,' he said. Despite challenges, he noted many successes and positive changes implemented for Nabawan. Amazon is expanding its delivery network to offer same-day and next-day delivery to what it says are tens of millions of customers in more than 4,000 smaller communities across the U.S. by the end of the year. The delivery expansion will especially help rural customers, who Amazon said typically live farther from brick-and-mortar retailers, have less product and brand choices, and face limited delivery when shopping online. "Our Prime members tell us that one of their favorite benefits is their unlimited fast shipping," Jamil Ghani, Amazon's global vice president of Amazon Prime told USA TODAY in an exclusive interview. "It is the way they access Amazon's vast selection and we believe that shouldn't depend on the zip code that our members live in." "Folks that have traditionally had some slower speeds now can get access to our fastest speeds," he said. Everyday items are popular One of the biggest benefits of the expansion, Ghani said, is access to Amazon's everyday essentials, the online retailer's grocery and household goods. Amazon said in the first quarter of 2025, its faster delivery speeds helped drive its everyday essentials sections to grow more than twice as fast as all other categories in the U.S. Amazon's grocery sector had more than $100 billion in sales, excluding sales from Whole Foods and Amazon Fresh and that made it one of the largest grocers in the U.S., Amazon said. The expansion has already started in 1,000 of the 4,000 smaller communities. More than 90% of the top 50 repurchased items for same-day delivery in those areas are Amazon everyday essential items, including coffee pods, water bottles, batteries and probiotics. How can you get same-day and next-day delivery? The free same-day delivery option is available to Prime members in most cities who spend more than $25 on an order. If your order doesn't meet the minimum, you can still choose same-day delivery for a $2.99 fee. Orders for Prime members placed with an Amazon gift card always have free same-day shipping. If you're not a Prime member, you can still choose same-day or next-day delivery for a $9.99 fee with no minimum purchase. Orders for non-Prime members using an Amazon gift card will cost $3.99 for same-day delivery. Limited refunds: 'Wild!': Amazon is refunding some customers for purchases made as far back as 2018 Amazon investing more than $4 billion Amazon said it is investing more than $4 billion to triple the size of its delivery network by the end of 2026. That will include transforming its existing rural delivery stations into hybrid hubs. Amazon has regionalized the supply chain, putting more inventory closer to the customer, Ghani said. Amazon is using machine learning and AI to make sure items in high demand with customers in particular regions are stocked and ready for same-day or next-day delivery, Ghani said. "Our AI systems help us manage our inventory and put it as close as possible to the customer based on the demand that we see from those customers," he said. According to the people cited earlier, differences have also emerged within both the WAPDA and Pakistan's ministry of water resources, which created conditions for Ghani's resignation. Ghani, an ethnic Kashmiri, was appointed WAPDA chairperson in August 2022. He is the son of actor Ahmed Taha Ghani. He was GOC 19 DIV (Jhelum) in the Pakistan army and later moved to HQ of Northern Swat in 2009. There are allegations of corruption against Ghani when he was in Swat. Later, he headed 5 Corps Karachi (2013 - 2015) of the Pakistan Army. As Corps Commander, he oversaw operational preparedness in southern Pakistan. He retired from military service in 2016. The IWT was suspended by New Delhi after India-Pakistan ties deteriorated sharply following the April 22 terror attack in Pahalgam . New Delhi has asserted that IWT will remain in abeyance until Islamabad "credibly and irrevocably" abjures support to cross-border terrorism as "water and blood" cannot flow together.
