QuickCheck: Did a passenger illegally pilot a vessel in Terengganu waters?
SOMETIMES, people can do things on holiday that are in fact not just illegal but also dangerous. Recently, a video went viral claiming to show something of this nature – specifically a tourist illegally piloting a vessel – and it was alleged that this incident happened in waters near Pulau Perhentian and Pulau Redang in Terengganu. Did such an incident happen as claimed? VERDICT: TRUE The Malaysian Maritime Enforcement Agency (MMEA) Terengganu is investigating a viral video showing a passenger steering a tourist boat in the waters of Pulau Redang and Pulau Perhentian recently. The video also shows several passengers not wearing life jackets while the boat was moving at high speed, raising concerns about the safety of sea transportation in the tourist area. MMEA Terengganu head Maritime Captain Hamiludin Che Awang said an initial investigation found elements of negligence when the boat skipper allowed an unqualified individual to operate the boat and failed to ensure all passengers wore life jackets. "This act not only violates the law but can also endanger passengers' lives. Passenger boats should be operated by licensed and trained individuals," he said in a statement here on Monday (June 23). According to him, the MMEA will summon the boat operator involved in the near future to provide a statement to assist in the investigation. He said that the offence could be investigated under the Merchant Shipping Ordinance 1952, which provides for penalties such as fines, license suspension, and detention of the boat for negligent operators. "The MMEA will not compromise on safety issues. Every operator must be responsible and never gamble with passenger lives," he said. He added that his team would continue to monitor social media content that depicts violations of maritime safety aspects and take firm action against any involved boat operators. He further stated that the MMEA is actively conducting patrols and search and rescue prevention activities at passenger jetties around the state, as well as delivering safety reminders to the fishing community, tourist boat operators, and passengers. "Visitors to the resort areas are advised to always prioritise personal safety when boarding boats or engaging in water activities, including ensuring that safety equipment such as life jackets is used properly. The public and maritime community are also urged to report any information related to illegal activities at sea through the emergency line 999 or contact the Terengganu State Maritime Operations Centre at 013-746 4357," he said.

Indonesian among two held for ferrying tourists without licences
KUALA TERENGGANU: Two boat operators, including an Indonesian national, have been detained by the Malaysian Maritime Enforcement Agency (MMEA) for ferrying passengers to Pulau Perhentian without valid licences. Terengganu Maritime director Captain Hamiludin Che Awang said both boats were intercepted during routine patrols at 11am and 12pm yesterday. "At the time of the interceptions, one boat was travelling from Pulau Serenggeh to Long Beach, while the other was en route from Ombak Dive to a diving site at Pulau Perhentian," he said in a statement. The first boat was operated by a 35-year-old Malaysian man, and the second by a 24-year-old Indonesian man. Both individuals are being investigated under the Merchant Shipping Ordinance (MSO), which carries a maximum fine of RM10,000 upon conviction. Hamiludin said that such irresponsible behaviour not only violates maritime regulations but also endangers the lives of passengers. "Unlicensed boats usually bypass technical and safety inspections, putting passengers at high risk during emergencies at sea," he said.

MMEA intercepts petrol cargo boat without insurance coverage
BESUT: A local cargo boat carrying petrol was detained by the Malaysian Maritime Enforcement Agency (MMEA) for operating without valid insurance coverage. Terengganu MMEA director Maritime Captain Hamiludin Che Awang said the boat was intercepted at 1.28pm last Thursday, 26.6 nautical miles west of Kuala Besut estuary. He said the vessel, manned by a skipper and two local crew members aged between 20 and 40, was believed to be en route to deliver petrol supplies to Pulau Redang, Kuala Nerus. "While patrolling the area under Op Iman, the maritime vessel Perkasa 48 came across the cargo boat carrying barrels of fuel and proceeded to conduct an inspection. "Checks revealed that the boat was suspected of committing an offence under the Merchant Shipping Ordinance 1952 for operating without a valid insurance contract," he said in a statement today. Hamiludin emphasised that maritime insurance is not only a legal requirement but also crucial in ensuring the safety of crew, assets, and national waters from unforeseen risks. The boat, along with its skipper and crew, was taken to the Kuala Besut Maritime Post jetty for further investigation. "MMEA urges all shipping operators and boat owners to ensure their documents and maritime insurance coverage are always up to date and in full compliance with regulations," he said. He stressed that MMEA will not compromise on legal compliance, particularly in the state's waters, and stern action will be taken to uphold the nation's maritime security.
