Only Perlis, FT adopted key forest law; Putrajaya warns slow state action risks 1992 Rio pledge

SHAH ALAM, June 29 — State governments have been urged to expedite the adoption of the National Forestry (Amendment) Act 2022 by amending their respective Forestry Enactments to support efforts in strengthening the preservation and conservation of the country's forested areas. Deputy Minister of Natural Resources and Environmental Sustainability, Datuk Seri Huang Tiong Sii, said that to date, only the Federal Territory and Perlis have fully implemented the amendments in the law. 'The Ministry of Natural Resources and Environmental Sustainability (NRES) remains committed to enhancing efforts to preserve and conserve the country's forested areas. 'The government is steadfast in its pledge to maintain at least 50 per cent of the country's land area under tree and forest cover, in line with the country's commitment made at the Earth Summit in Rio de Janeiro, Brazil in 1992,' he said. He said this when opening the 100 Million Tree Planting Campaign in conjunction with the 2025 International Forest Day celebration at the National Botanical Gardens here today. According to Huang, among other things being done to fulfil the commitment, include the gazetting of forest areas according to the importance of the role of the forests involved and increasing the allocation of financial incentives for Ecological Fiscal Transfer for Biodiversity Conservation (EFT). 'The ministry has intensified efforts to gazette other forested areas as Permanent Forest Reserves (HSK), watershed and fully protected areas, as well as to gazette proposed HSK areas, particularly those located within the Central Forest Spine and Environmentally Sensitive Areas. 'The EFT allocation has been increased to RM250 million this year compared to RM200 million in 2024,' he said. The incentive, he said, can help the state governments to identify and implement high-impact projects for conservation purposes in line with the six scopes outlined for EFT project implementation in collaboration with the respective State Forestry Department. Commenting on today's programme, he shared that as of June 15, a total of 115.7 million trees, covering 1,972 species, have been planted nationwide, with 43.9 million trees in Peninsular Malaysia, 48.3 million trees in Sarawak and 23.5 million trees in Sabah. The target of 100 million trees was achieved a year earlier, on December 10, 2024, through the symbolic planting of the 100 millionth tree, which is of the Merbau species, by Prime Minister Datuk Seri Anwar Ibrahim at Taman Herba, Parliament in Kuala Lumpur. 'Although the target number of plantings has been successfully achieved, this campaign will continue until the end of this year to realise the important objective of this campaign, which is to increase public awareness of the importance of trees and forested areas and to foster a love of nature,' he said. — Bernama

State governments urged to adopt National Forestry Act amendments

SHAH ALAM: State governments must accelerate the adoption of the National Forestry (Amendment) Act 2022 by updating their local Forestry Enactments to strengthen forest conservation efforts, said Deputy Minister of Natural Resources and Environmental Sustainability Datuk Seri Huang Tiong Sii. Speaking at the 100 Million Tree Planting Campaign launch at the National Botanical Gardens, Huang noted that only the Federal Territory and Perlis have fully implemented the legal amendments so far. The ministry remains committed to preserving at least 50 percent of Malaysia's land under forest cover, fulfilling the nation's 1992 Earth Summit pledge in Rio de Janeiro. Key conservation measures include designating forest areas as Permanent Forest Reserves and increasing Ecological Fiscal Transfer funding to RM250 million this year. The financial incentive helps states execute high-impact conservation projects. Regarding the tree-planting initiative, Huang reported that 115.7 million trees of 1,972 species have been planted nationwide as of June 15, surpassing the original 100 million target early. The campaign continues through 2025 to raise public awareness about forest conservation.

Repok rep proposes TVET institution in Sarikei to boost skilled workforce

Huang says the initiative is crucial to producing a highly skilled workforce to support Sarawak's industrial growth, particularly in the central zone. – Photo by Roystein Emmor KUCHING (May 22): Repok assemblyman Dato Sri Huang Tiong Sii has proposed the development of a Technical and Vocational Education and Training (TVET) institution on government land in Sungai Merudu, Sarikei. He said the initiative is crucial to producing a highly skilled workforce to support Sarawak's industrial growth, particularly in the central zone. Huang, who is also federal Deputy Minister of Natural Resources and Sustainability, stressed the importance of creating alternative education pathways for youths and aligning them with current skills training needs. 'This area has great potential for the development of a fully equipped TVET institution or polytechnic,' he said, referring to the government land located at Lot 365, Block 59 in Sarikei Land District. 'I hope the proposal will receive the ministry's support to deliver long-term benefits for our younger generation,' said Huang in his Motion of Appreciation on the Speech by the Yang di-Pertua Negeri at the Sarawak Legislative Assembly (DUN) sitting today. He also highlighted several pressing issues affecting his constituents, beginning with the growing demand for affordable housing in Sarikei. 'The need for affordable homes is increasingly urgent. We must ensure no group is left behind in accessing comfortable and reasonably priced home,' he said. He further raised concerns about insufficient street lighting in areas such as at Jalan Hua Ee and Sungai Pasi and called for improved lighting infrastructure to enhance public safety. On economic development, Huang proposed the establishment of a Mini Industrial Park in Sarikei to support small and medium-sized enterprises (SMEs) and generate job opportunities for youths and residents. To meet the needs of the growing population, Huang called for the construction of a larger convention centre, noting that the current community hall can only accommodate about 1,000 people. 'This limits our ability to organise large-scale programmes that benefit the wider community,' he said. He also urged the Sarawak Multimedia Authority (SMA) to expedite the SMART Rural Telecommunication Tower initiative to improve internet access in rural and remote areas. Lastly, he appealed for the provision of treated water to remote communities in Ulu Sungai Rusa, including eight longhouses and a church in Sungai Mawang and Sungai Kuap areas. 'Treated water supply is a basic right that should be available to all citizens regardless of their location,' he said. 'We hope the long-delayed project can proceed soon to uplift the quality of life in Sarikei'. DUN Huang Tiong Sii Sarikei TVET
