LS speaker to inaugurate two-day urban local bodies conference

Two-day national level conference on the theme 'The strong role of urban local bodies in constitutional democracy and nation building', will begin on Thursday at the international centre for automotive technology (ICAT) in Gurugram's Manesar. Lok Sabha speaker Om Birla (File) The objective of the event is to make urban governance more effective, inclusive, and innovation-driven, thereby contributing to the vision of 'Viksit Bharat 2047'. The Haryana government said that arrangements for the successful hosting of the event have been completed and that the state is fully prepared to extend a grand welcome to delegates from across the country. Lok Sabha speaker Om Birla will inaugurate the conference on Thursday, while the closing session will be attended by deputy chairman, Rajya Sabha, Harivansh, and Haryana governor Bandaru Dattatraya. Haryana chief minister Nayab Singh Saini, Union minister for housing and urban affairs Manohar Lal Khattar, and Haryana's urban local bodies minister Vipul Goel will attend the inaugural session. Mayors, commissioners, and other representatives from municipal corporations from across the country will participate in the conference. On the first day of the conference, best practices adopted by leading Indian cities- Bhubaneswar, Coimbatore, Indore, Lucknow, Pune, Surat, and Visakhapatnam, will be presented. Following this, five workshops will be held on different sub-themes, including, the role of urban local bodies as the foundation of democracy, developing ideal practices and codes of conduct for council meetings, local bodies as engines of inclusive development, strengthening municipal governance, innovation hubs to improve citizen quality of life and public service delivery, empowering women, preparing them for leadership roles in society and politics as builders of 21st century India. There will be group presentations on sub-themes, an informal dialogue with the Lok Sabha speaker, and a concluding session, on Friday. The spokesperson said that this conference will not only define the future direction of urban governance in India but also strengthen the country's democratic and developmental journey.

Gurugram: With just two days left for the National Urban Local Bodies Conference to be held at the International Centre for Automotive Technology (ICAT) in Manesar, Gurugram district administration has intensified preparations to ensure seamless arrangements for the mega event. Multiple agencies, including the district administration, Municipal Corporation, and Police Department, are working in coordination to ensure that dignitaries and delegates experience a smooth and well-organised event. The National Conference of Urban Local Bodies will be held in Gurugram on July 3 and 4. (HT PHOTO) Deputy Commissioner Ajay Kumar has issued clear directions to all department heads, instructing them not to leave the district headquarters during the conference period. 'It is crucial that officials remain available to facilitate prompt decision-making and address any situation that may arise,' he said. He also urged all departments to work in close coordination and fulfil their responsibilities with a spirit of shared accountability. To facilitate communication and coordination with the visiting delegates, liaison officers have been appointed by the district administration. These officers were briefed at the venue on Monday regarding the programme schedule, requirements of the delegates, emergency protocols, and their specific duties. DC Ajay Kumar emphasised that the liaison officers must discharge their duties with utmost sincerity to ensure the guests face no inconvenience. Work on beautifying the venue and surrounding roads is progressing at a rapid pace. Welcome gates, directional signage, and decorative elements reflecting the theme of the National Conference are being installed at key intersections, entry points, and within the venue premises. The final touches are being given to colourful dividers along the major routes. Separate entry and exit routes have been designated to avoid traffic congestion during the event. The Police Department has devised an elaborate plan to deploy additional security personnel around the conference venue and adjacent areas. Traffic diversions and alternative parking arrangements are being implemented to maintain smooth vehicular movement. Fire safety teams, medical units from the Health Department, and ambulances will be stationed at the venue as part of emergency preparedness. The deputy commissioner said, 'The district administration is committed to ensuring that the event reflects the hospitality and administrative efficiency of Haryana. All departments have been instructed to prioritise the preparations and complete them well within the stipulated timeline.'

Gurugram: Haryana is set to host the National Conference of Urban Local Bodies for the first time on July 3 and 4 in Gurugram, with preparations now entering the final stage. Haryana assembly speaker Harvinder Kalyan on Saturday reviewed the arrangements during a meeting in Gurugram and assured that the event would showcase both Haryana's administrative strength and its rich cultural heritage. The National Conference of Urban Local Bodies will be held in Gurugram on July 3 and 4. (HT PHOTO) 'This conference is not only important from an administrative point of view but also offers us an opportunity to present Haryana's traditional hospitality and cultural pride to delegates from across the country. The event will be organised in the true spirit of 'Atithi Devo Bhava' so that all participants return with a sense of warmth and inspiration,' Kalyan said. The two-day conference will be held at the International Centre for Automotive Technology (ICAT) in Manesar and will see participation of over 500 delegates from all states and Union Territories, including officials from urban development departments and local bodies. Kalyan said the conference will focus on defining the future direction of urban development and facilitating the exchange of best practices between states. Highlighting Haryana's reputation for simplicity, hospitality, and strong human values, Kalyan instructed officials to ensure high standards in accommodation, traffic management, health facilities, security, and cultural programs for the delegates. 'This event will further strengthen Gurugram's image on the national map and showcase the progress and innovations of Haryana's urban systems,' he added. As part of the inaugural day's celebrations, a special Haryana cultural evening will be organised to welcome the delegates. The event will feature traditional folk dances, music, and performances by renowned artists, providing a vibrant glimpse of Haryana's cultural diversity. Guests will also be treated to an elaborate dinner showcasing authentic Haryanvi cuisine. Gurugram deputy commissioner Ajay Kumar said that all arrangements are nearing completion. Nodal officers have been appointed for accommodation, traffic, security, and publicity, with senior officials designated for key responsibilities to ensure smooth execution. 'All departments are working together to present Gurugram as a model host city,' Kumar said.

This week, investigators in Cabarrus County uncovered evidence against a man accused of hiding devices and secret peeping on underage victims. One of those investigators was a five-year-old English Labrador who's specially trained to find secret items. 'We use Mac on most of our ICAT cases, which are Internet Crimes against Children,' Cabarrus County Sgt. Travis Coley said. This week, Mac helped find nearly 40 electronic devices hidden in a home, leading to dozens of charges against a Harrisburg man accused of distributing child sexual abuse material. We found a set of glasses in the closet that had a hidden camera in it, something that would be kind of inconspicuous to everybody else,' Coley said. Coley is Mac's handler, and he says he's able to find devices even the best detective may miss. 'We know he works, we've seen it work, so it gives you the confidence that you didn't leave evidence behind,' Coley told Channel 9's Hannah Goetz. Mac can do it because he's trained to sniff out a specific chemical sprayed on electronic devices during manufacturing. 'It's called triphenylphosphate oxide, TPPO for short,' Coley said. We saw his nose at work in a training demonstration. Coley hid three small devices in a break room, and Mac found every single one. 'It's just like the coolest partner ever. He's always excited to come to work, he bounds around, runs round, greets everybody, because everybody's going to tell him he's a good boy, and he's the coolest thing in the world,' Coley said. Mac is one of only 150 police K-9s in the country with this skill. The man charged in the Harrisburg case, Christopher Brownstead, is accused of using a secret camera to spy on guests at his Airbnb bathroom, along with making child sex abuse material by spying on kids in parks and neighborhoods. TAMPA, Fla. (WFLA) — In light of National Police Week, Tampa Police Department took 8 On Your Side along for some of the training their officers are going through. This training, they said, helps make their officers the best and keep the community safer. Tampa will create 22-mile loop connecting parks, neighborhoods and attractions Some of the things TPD showed was a virtual reality training, which is where the officer puts on a headset, has a 360-degree view, and can encounter any number of different scenarios. Their goals are to de-escalate situations and to do everything possible not to use force. TPD said they can have the best training for their community by staying ahead of the curve with their content and technology when it comes to training their officers. Some of the training they use is called ICAT, Integrating Communications, Assessment, and Tactics, training. 'This is a comprehensive way of dealing with persons in crisis and resolving situations with less force and more efficiently and more effectively for everybody, especially those in the community,' said TPD training specialist, Jared Douds. Another type of training their officers are going through is AXON Virtual Reality headsets. 'It allows us to have officers in a simulated three-dimensional environment, go through a variety of training skills. It incorporates things such as weapon skills, with the Taser 10s, it also incorporated de-escalation skills, and scenario-based training, as well,' Douds said. Chief Lee Bercaw said the training in itself is not new, but the technology to enhance their training is. These types of training help get officers more engaged and gives them an opportunity to train more. Instructors have iPads and can intervene or adjust the simulation the officer is going through. This de-escalation training is something Chief Bercaw said is proving to be successful. 'Last year, our de-escalation was actually up 17%, our use of force was down 11%, so this is just a way to further enhance the training we're already doing and bringing that technology there that makes it more frequent and actually more engaging for the officers,' he said. The Chief said when his men and women put on their badge and uniform, they are out risking their lives, and they want the most experienced officers on the street answering any call. Tampa Police said their officers will continue to go through this training through December and next year, as technology continues to advance, they'll adapt this to the new training.
