Chandigarh: For two weeks, traffic violators had free run as CCTVs didn't generate challans
For over two weeks, traffic violators in Chandigarh had a free run as the integrated command and control centre (ICCC) cameras stopped issuing challans from June 25 to July 10 due to a payment issue between the Chandigarh municipal corporation (MC) and Bharat Electronics Limited (BEL), the company operating the system. Under Chandigarh Smart City Limited (CSCL), BEL was awarded a contract to operate ICCC services, including cameras and their software. (HT File) Sources revealed that the MC owes BEL a whopping ₹20 crore. The city has over 2,000 cameras, including those monitoring traffic violations, city's entry-exit points, schools, hospitals, parking lots, and community centres, connected to the ICCC. On an average, the ICCC cameras record and issue around 1,800 challans a day for speeding, red-light jumping, and other violations. The non-functional challan system created a backlog of nearly 25,000 pending traffic fines, which are now being uploaded on the National Informatics Centre (NIC) platform in bulk. 'The cameras were operational and recorded violations during this period, but no automated challans were generated due to the suspension of services. Now, these pending challans are being uploaded together,' confirmed an official familiar with the matter. There is a 15-day limit to issue challans by uploading the data on NIC based on recorded footage. Any violation recorded after this period cannot be legally challaned. In the last 15 days, no challans have been issued, leading to thousands of violations going unchecked. Why the shutdown happened Under Chandigarh Smart City Limited (CSCL), BEL was awarded a contract to operate ICCC services, including cameras and their software. BEL was to receive ₹1 crore every month for operations and maintenance. However, after the administration dissolved CSCL on March 31, its projects were redistributed among various departments, with ICCC being handed over to the MC. The corporation is yet to clear BEL's dues for the past 12 months, amounting to ₹12 crore in operational payments, ₹7 crore as capital expenditure for material installation, and an additional ₹60 lakh for police station camera surveillance. As a result, BEL had stopped its services from June 25, effectively suspending ICCC's software and shutting down access to the app, which powers the Police Command Control Centre (PCCC). The ICCC project is slated to run until 2027. The MC is currently verifying bills submitted by the company before them.

Puri stampede: 147 people record statements before inquiry team
A total of 147 people have so far recorded their statements as part of an administrative inquiry into the June 29 stampede in Odisha's Puri district, where three persons were killed and around 50 others injured during the Rath Yatra festivities, officials said on Thursday (July 17, 2025). These people recorded their statements before Development Commissioner-cum-Additional Chief Secretary Anu Garg, who is leading the administrative inquiry, they said. During the last hearing, held at the Special Circuit House, Puri on Wednesday, 42 people, including police personnel and staffers who were on duty on June 29 and deployed at the Integrated Command and Control Centre (ICCC), recorded their statements, the officials said. Ms. Garg, who has been asked to submit a report by July 30, said, 'We have recorded statements of different stakeholders both in Bhubaneswar and Puri in four different sessions." Seventeen people attended the public hearings in Bhubaneswar, and three other sessions were held in Puri, where many others recorded their statements on the stampede incident which took place near the Shree Gundicha temple, she said. The stampede took place amid a massive rush of devotees early on June 29 when three chariots of sibling deities were parked in front of the Shree Gundicha temple. Ms. Garg started her inquiry the next day and has so far met servitors, police, public and other stakeholders for preparing her final report. She has visited the site where the stampede took place, an official said. Immediately after the tragic incident, the state government had placed the then collector and SP of Puri under suspension. Ms. Garg, during her inquiry, also met both the officers and held discussions with senior officials of Jagannath Temple Police (JTP) and media persons. She sought video recording from media houses and the public, the official added.

Puri stampede: Official hears testimonies of more witnesses
Bhubaneswar: Development commissioner-cum-additional chief secretary Anu Garg, who is probing the stampede incident near Gundicha Temple in Puri that claimed the lives of three devotees on June 29 during Rath Yatra, heard the testimonials of more witnesses on Wednesday. The hearing, conducted at the special circuit house in Puri, was attended by 42 officials of Shree Jagannath Temple Administration, police personnel and functionaries from the Integrated Command and Control Centre (ICCC). These individuals, who were on duty during the unfortunate event, provided their accounts and explanations regarding the circumstances that led to the stampede, a govt statement read. The inquiry aims to uncover the sequence of events and identify any lapses in crowd management and safety protocols. The govt has assured that the investigation will be thorough and transparent, with further hearings set to continue.

DMC sets up command centre to integrate doorstep waste collection
Dehradun: To strengthen door-to-door garbage collection and streamline waste management in Uttarakhand's capital city, Dehradun Municipal Corporation (DMC) is setting up an integrated command and control centre (ICCC), based on the Indore model, to closely monitor the process and track garbage movement to processing plants. Officials said final logistics are being put in place and the ICCC will become operational this week. It will be managed by DMC and can eventually be used for dengue monitoring, fogging, as well as monitoring waterlogging and flooding during monsoon, officials said. "So far, the project monitoring companies have been separately tracking their own sections and movement of waste collection vehicles in their respective areas. Legacy sites and waste processing have also been monitored separately. With the ICCC, we hope to bring all of this under one roof and integrate door-to-door waste collection, transport to processing plants or even source segregation, which is going to be our next focus," said municipal commissioner Namami Bansal, adding that software support was outsourced and is the same as that of Indore. "This tech-based model will ensure real-time monitoring and no manipulation of data by any third party. Our vehicles are supposed to be on their way by 7am. And by 9am, we will know what routes are not being covered or where more manpower is required, and corrective steps can be taken to ensure the public is not inconvenienced," Bansal said. Notably, Dehradun produces upwards of 450 tonnes of garbage daily and has not performed well in Swachh Survekshan rankings in the past. Officials said these changes hope to rectify that and will also address the problem of erratic waste collection in the city. In certain areas such as Mohkampur, Dharampur, Doon Vihar and Kishanpur, garbage collection remains irregular. Third-party companies have also gone on frequent strikes, following which DMC took over the door-to-door waste collection in Feb this year. Since then, the corporation has increased the number of collection vehicles to over 250, with CUG numbers issued to drivers for better coordination with residents. Officials also claim that waste collection has risen to 80% from 46% earlier since the takeover, while the aim is 100% waste collection from households and all public places.

Hi-Tech Surveillance Ensures Safe Amarnath Yatra 2025 After Pahalgam Attack
As the Amarnath pilgrimage begins, each pilgrim entering Kashmir comes under round-the-clock surveillance until they leave the Valley. To ensure a smooth and secure pilgrimage, authorities have established a state-of-the-art Digital Hi-tech Command and Control Centre for real-time monitoring along the Yatra routes. Following the Pahalgam terror attack, a major challenge for security forces was ensuring the safety of pilgrims. In response, authorities upgraded the Integrated Command and Control Centre (ICCC) in Srinagar with the latest technology to ensure every pilgrim remains under constant surveillance. The Hi-tech Command Centre operates 24/7 with around 120 personnel from nearly 35 government departments working in two shifts. Departments involved include the Jammu and Kashmir Police, CRPF, NDRF, SDRF, Health, PHE, PDD, Telecom, and others. Approximately 101 PTZ High Definition 360-degree view cameras and over 1,052 surveillance cameras have been installed along the Yatra routes, base camps, highways, and key points like Pahalgam, Srinagar, and Baltal. Drones equipped with high-resolution cameras provide aerial monitoring of remote and sensitive areas. Advanced security screening at checkpoints, live-stream monitoring, and seamless communication enable real-time coordination. The ICCC integrates data from facial recognition systems, CCTV, drones, and field reports to provide centralised monitoring and rapid response capabilities. V.K. Bidhuri, Divisional Commissioner, Kashmir, stated, 'Top security arrangements have been made for the ongoing Amarnath Yatra. We have upgraded the command centre, introduced facial recognition systems, increased the number of CCTV cameras, and are conducting live monitoring. Our aim is to ensure that no pilgrim feels insecure or faces any inconvenience. We are maintaining 24/7 surveillance on both routes.' The April 2025 Pahalgam attack heightened focus on security. Upgrades to the ICCC have significantly improved threat detection and emergency response. The system not only addresses security threats but also identifies medical emergencies, potential disasters, and helps locate missing individuals. Real-time updates on Yatra progress, weather, and security alerts are provided through SASB-managed apps and websites, accessible to pilgrims and their families. Bidhuri added, 'Technology plays a crucial role in surveillance. In emergencies, RFID tags make it easier to locate pilgrims. Due to unpredictable weather, RFID also helps us manage Yatri movement tracking who has returned to camps and who is still en route. It gives pilgrims a sense of safety.' Thanks to such robust technological measures including facial recognition, CCTV networks, drones, and RFID. The 2025 Amarnath Yatra has seen an unprecedented response. Over 1.20 lakh pilgrims offered prayers in the first seven days alone, surpassing previous records and restoring confidence among devotees after the Pahalgam attack.
