Chandigarh: For two weeks, traffic violators had free run as CCTVs didn't generate challans

For over two weeks, traffic violators in Chandigarh had a free run as the integrated command and control centre (ICCC) cameras stopped issuing challans from June 25 to July 10 due to a payment issue between the Chandigarh municipal corporation (MC) and Bharat Electronics Limited (BEL), the company operating the system. Sources revealed that the MC owes BEL a whopping ₹20 crore. The city has over 2,000 cameras, including those monitoring traffic violations, city's entry-exit points, schools, hospitals, parking lots, and community centres, connected to the ICCC. On an average, the ICCC cameras record and issue around 1,800 challans a day for speeding, red-light jumping, and other violations.
The non-functional challan system created a backlog of nearly 25,000 pending traffic fines, which are now being uploaded on the National Informatics Centre (NIC) platform in bulk. 'The cameras were operational and recorded violations during this period, but no automated challans were generated due to the suspension of services. Now, these pending challans are being uploaded together,' confirmed an official familiar with the matter. There is a 15-day limit to issue challans by uploading the data on NIC based on recorded footage. Any violation recorded after this period cannot be legally challaned. In the last 15 days, no challans have been issued, leading to thousands of violations going unchecked.
Why the shutdown happened
Under Chandigarh Smart City Limited (CSCL), BEL was awarded a contract to operate ICCC services, including cameras and their software. BEL was to receive ₹1 crore every month for operations and maintenance. However, after the administration dissolved CSCL on March 31, its projects were redistributed among various departments, with ICCC being handed over to the MC. The corporation is yet to clear BEL's dues for the past 12 months, amounting to ₹12 crore in operational payments, ₹7 crore as capital expenditure for material installation, and an additional ₹60 lakh for police station camera surveillance. As a result, BEL had stopped its services from June 25, effectively suspending ICCC's software and shutting down access to the app, which powers the Police Command Control Centre (PCCC). The ICCC project is slated to run until 2027. The MC is currently verifying bills submitted by the company before them.

The order clearly stated failure to do so would invite a challan of up to Rs 2,000. It alwarned that an FIR could also be lodged against repeat offenders. The street vendors were ordered to hand over the garbage to garbage collectors or dump it at designated sites (transfer stations) only after closing down their vends at night. They were asked to refrain from burning waste, spitting, urinating in public spaces, or using banned single-use plastic items at their stalls. Acting on these orders, the health and tehbazari teams of all four zones of the civic body conducted a drive and challaned the violators. Of these, 10 challans were issued in areas falling under zone 'A', 20 in zone 'B', 23 in zone 'C', and 42 in zone 'D' of MC. The teams also issued challans against the use of banned plastic carry bags by the street vendors. MC commissioner Dachalwal said while the civic body is making consistent efforts to ensure cleanliness, the street vendors and residents should also do their bit for the same.

Developed by the Home Department in collaboration with the National Informatics Centre (NIC), the portal aims to provide a user-friendly, centralized platform for families to access relief and rehabilitation benefits. It allows the kin of victims to apply for ex gratia relief, compassionate appointments under SRO-43 (a Jammu and Kashmir government scheme for the employment of the next of kin), and other financial or administrative assistance. Victims' families can submit applications, upload necessary documents, and track the status of their cases in real time, reducing paperwork and bureaucratic delays. The web portal is designed to ensure transparency and speed in processing claims. It addresses long-standing issues faced by families, such as delays in relief disbursement and a lack of clear communication. The portal's digital infrastructure enables seamless coordination between departments, ensuring faster resolution of cases. Lieutenant Governor Sinha will personally monitor the progress of cases to ensure timely redressal. The portal is part of a broader effort to provide structured support to victims' families, addressing both immediate financial needs and long-term rehabilitation, including job opportunities for the next of kin. It is accessible to all eligible families across the Union Territory. The platform is managed by the Home Department and NIC, with user guides available to assist applicants. Earlier, on July 1, LG Sinha chaired a high-level meeting and directed authorities to reopen cases that had been deliberately buried, including those where FIRs were not registered or were marked as 'untraced.' A high-level committee was formed to investigate such cases. In addition, the administration is identifying and restoring properties of terror victims that were encroached upon by terrorists or their sympathisers. Toll-free and district-level helplines have also been established to record grievances. The portal and associated measures build on LG Sinha's earlier efforts, such as the appointment of 40 next of kin of terror victims to government jobs, and form part of a comprehensive strategy to ensure justice, economic stability, and dignity for terror-affected families in Jammu and Kashmir.

A 90-day lock-in period will apply to 50% of the equity shares allocated to the anchor investors starting from the date of allotment, while a 30-day lock-in will pertain to the other 50% of the equity shares allotted to the anchor investors from the same date of allotment.
