Telangana breaks new ground by allocating houses to atrocity survivors
For years, Kumari Hema* never truly belonged anywhere. A 32-year-old mother of one, she moved from colony to colony in Hyderabad, chased by whispers, evicted by landlords, and judged by neighbours who recoiled the moment they learnt the truth: that she was a survivor of sexual assault. 'We used to skip meals just to pay ₹3,500 in rent for a place that barely felt like a home,' she recalled, her voice quivering with emotion. 'Even then, the owners would harass us,' she said. That burden, she says, has now been lifted. Hema is one of several survivors who have been allotted a 2BHK flat in newly-built community housing in the city's emerging residential hubs. This is part of an initiative by the Telangana government under its Indiramma Indlu housing scheme. The homes are being allotted to Scheduled Caste (SC) and Scheduled Tribes (ST) victims of serious crimes, including rape and murder cases, where convictions have been secured, with the aim of offering safety, dignity and a fresh start. 'Now, no one can ask me to leave. I have a house of my own. My name is on the patta certificate. For someone whose name was once on an FIR, this feels like a real identity,' she said, smiling through her eyes. For 27-year-old Sonal*, life too had come to a halt after she was sexually assaulted. A promising engineering student at the time, she dropped out of college and retreated from the world due to the trauma and pain the incident brought. Now, years later, she has cleared the Telangana Law Common Entrance Test and is preparing to start an LLB course through distance education in about a month. 'I stopped believing that a future was even possible,' the Protection of Children from Sexual Offences (POCSO) victim said. 'But things are changing. I've got a second chance in my studies, in my marriage, and now in my own new home.' Sonal, who works part-time as a teacher got married six months ago and is about to move into her new flat with her husband. She is already scouting for nearby schools to work at while continuing her education. Sudha Laxmi*, 35, a mother of two and a domestic worker, has lived in the same locality for nearly three decades. But familiarity did not spare her from stigma after she was assaulted, even after the perpetrator was convicted. 'Neighbours never let me forget it. I faced taunts for years,' she said. 'I'm relieved to leave it all behind.' The women are waiting for final plumbing and electrical work to be completed before they shift into the apartments, built as part of the first phase of the government's broader housing initiative for atrocity victims. Under this phase, 43 survivors in Cyberabad and 25 from Rachakonda have been allotted homes. The district's SC Development Wing, in collaboration with the police, compiles lists of eligible victims. These are cases from 2014 onwards that ended in conviction. The focus, officials say, is on verified cases to avoid legal complications and ensure security. 'These are people who were not just victims of crime, but also of societal neglect. The least we can do is give them a sense of belonging,' said a senior police officer associated with the project. 'The entire process is handled discreetly. In most cases, they are moved into neighbourhoods where others from their community already live.' The 2BHK homes themselves are simple but sufficient. Each flat is 560 square feet, with two bedrooms, a hall, a kitchen, and two bathrooms. The kitchen opens out onto a small balcony with a washing area. Many occupants have chosen to upgrade the flooring, add tiles or false ceilings, or personalise the space in a small but meaningful ways. *Names have been changed to protect the identities of the survivors.

Minister directs Collectors to ensure only eligible get Indiramma houses
Hyderabad: Revenue and Housing Minister Ponguleti Srinivas Reddy on Wednesday directed the Collectors remove from the list of Indiramma Indlu beneficiaries, if anyone is found 'ineligible', even as the construction has already begun and in halfway mark. He said that the scheme should cover only those who are deserving. During a review meeting on Indiramma Indlu and Bhu Bharati with Collectors of eight districts in the Secretariat, the Minister said that the responsibility of effectively implementing the two schemes which fulfills the dreams of the poor, and ensuring that its results reach the poor, lies with the Collectors. He said that there is a need for continuous work by the district collectors to successfully implement these two schemes, which have been formulated in accordance with the thoughts and aspirations of the people. 'The people of Telangana have entrusted us with the utmost faith that if the Indiramma government is formed, the land problems faced in the state in the last ten years will be solved and the dream of owning a house will be fulfilled. Without betraying their faith and trust, we have launched the Bhu Bharati Act and the Indiramma Housing Scheme to provide a permanent solution to the land problems in the state, as per the ideas of the Chief Minister Revanth Reddy,' the Minister said.

'Law is the first step, but real success is in its implementation,' Ponguleti tells Collectors
Revenue Minister Ponguleti Srinivas Reddy said the responsibility lay on the district Collectors in effectively implementing the Bhu Bharati Act and Indiramma Indlu housing scheme to ensure that their benefits reach the poorest sections of society. Chairing a review meeting at the Secretariat with collectors from eight districts, Nirmal, Narayanpet, Jogulamba Gadwal, Mulugu, Jayashankar Bhupalapally, Bhadradri Kothagudem, Mancherial, and Wanaparthi, the Minister described collectors as 'guides and torchbearers' for these transformative welfare schemes introduced by the government led by Chief Minister A. Revanth Reddy. 'The Indiramma government came to power with the promise of resolving land issues and realising the dream of housing for the underprivileged. We must not betray the people's trust. Law is the first step and the real success lies in its implementation,' the Minister said. He urged the Collectors to prioritise resolution of applications submitted during the Bhubharathi Revenue Meetings and ensure citizen-friendly governance. 'The common man visiting a revenue office should leave satisfied. That's the benchmark,' he added. With regard to 'Indiramma Indlu' housing scheme, the Minister assured that the government would release funds every Monday, regardless of financial constraints. He wanted the Collectors to expedite three levels of processes — identification of beneficiaries, sanctioning of houses and monitoring of construction progress. 'Monitoring at the field level is crucial. These are flagship programmes of the Telangana government and must be implemented with integrity. If any house is found to be allotted to an ineligible beneficiary, do not hesitate to cancel it even during construction,' he said. The Minister also reiterated that the government was providing 40 metric tonnes of sand free of cost for each sanctioned house. Further, he directed that district-level price control committees be formed immediately to regulate the prices of steel, cement and bricks used in housing construction.

Indiramma houses for urban poor with G+3 model: Ponguleti
Hyderabad: Revenue and Housing Minister Ponguleti Srinivasa Reddy on Friday said that the government would take up construction of Indiramma Houses in the urban areas of the state with G+3 floors without affecting their livelihood. The Housing Minister had a review meeting with the officials on Friday. The Minister said that with the aim of fulfilling the dream of the poor to have their own house, the state government has launched the construction of Indiramma Houses which has almost ended in the rural areas. He said that the focus now has been shifted on the construction of Indiramma Houses in urban areas as well. The Minister said that he poor living in the slums of the cities prefer to stay there, as they were not interested in houses, especially if they are built far from Hyderabad, as it would affect their livelihood. In the past, 42,000 houses were built far from Hyderabad, but only about 19,000 people moved there. He said that a recent field survey revealed that only 13,000 people were living in those houses. Taking all these factors into consideration, it has been decided to construct Indiramma Indlu in urban areas, mainly in the slums of Hyderabad city, where the poor are present, using the G+3 method. As part of this, 16 slums were identified in Hyderabad in the first phase. He said that work was being done to implement the same system in other cities like Warangal, Nizamabad, Mahabubnagar, Nalgonda and Karimnagar. Srinivasa Reddy said that for the tribals who have been without shelter for years, 13,266 Indiramma houses were sanctioned to Chenchu, Kolam, Thoti and Kondared in the four ITDA areas of Bhadrachalam, Utnoor, Eturunagaram and Munnanur. He also said that 8,750 houses were already sanctioned to the 16 ST constituencies in the state. With this, 22,016 Indiramma houses were sanctioned to the tribals so far. The Minister directed the officials to take steps to immediately identify the beneficiaries of these houses and start the construction. He asked the officials to continuously monitor the construction of houses in line with the government's goal of being more proactive in sanctioning and constructing Indiramma houses. He said that no state government in the country has spent Rs 5 lakh for the houses of the poor, and that the goal of this government was to construct and provide Indiramma houses to every eligible person in the state as promised in the elections, and the authorities should work accordingly.

Sops for govt staff on Cabinet agenda
Hyderabad: The state Cabinet, scheduled to meet on Thursday, is expected to take some crucial decisions, including sops for the government employees, recruitment for pending vacancies in government jobs and women empowerment. It will also deliberate on the schedule for the launch of the Rajiv Yuva Vikasam scheme aimed at transforming unemployed youth into entrepreneurs. The meeting will also discuss extensively the progress of the implementation of the flagship welfare schemes launched by the ministers recently. Chief Minister A Revanth Reddy has already sought a report on the implementation of the important schemes from the ministers. The progress of the works under Indiramma Indlu (housing) scheme, fine rice distribution at ration shops, implementation of the Bhu Bharati Act, distribution of solar pump sets to tribal farmers and the status of the verification of the applications received from the youth to provide financial assistance under Rajiv Yuva Vikasam scheme will be reviewed in the Cabinet meeting. The Chief Minister is of the view that it is the responsibility of the ministers concerned to successfully implement the flagship schemes and reports submitted by them will be helpful in speeding up the implementation process. Official sources said the Cabinet will also take an important decision on the implementation of the recommendations made by the National Dam Safety Authority (NDSA) on the Medigadda and other barrages of the Kaleshwaram Lift Irrigation Project. It will also focus on the constitution of other official committees with irrigation experts to implement the recommendations made by the dam safety authority. The development of the proposed Future City, Regional Ring Road (RRR) and new system for permits to construct buildings in the Hyderabad Metropolitan Development Authority (HMDA) limits were also included in the agenda of the Cabinet meeting. Sources said the Chief Minister would present a report on the financial challenges and seek the suggestions of his Cabinet colleagues to tide over the crisis. He would also ask the ministers to strive hard to achieve the revenue targets in their respective departments. The Cabinet Sub-Committee on resource mobilization already prepared a report on how to increase revenues by introducing a slew of reforms without putting an extra tax burden on the people in the current financial year.
