'Law is the first step, but real success is in its implementation,' Ponguleti tells Collectors

Revenue Minister Ponguleti Srinivas Reddy said the responsibility lay on the district Collectors in effectively implementing the Bhu Bharati Act and Indiramma Indlu housing scheme to ensure that their benefits reach the poorest sections of society.
Chairing a review meeting at the Secretariat with collectors from eight districts, Nirmal, Narayanpet, Jogulamba Gadwal, Mulugu, Jayashankar Bhupalapally, Bhadradri Kothagudem, Mancherial, and Wanaparthi, the Minister described collectors as 'guides and torchbearers' for these transformative welfare schemes introduced by the government led by Chief Minister A. Revanth Reddy.
'The Indiramma government came to power with the promise of resolving land issues and realising the dream of housing for the underprivileged. We must not betray the people's trust. Law is the first step and the real success lies in its implementation,' the Minister said.
He urged the Collectors to prioritise resolution of applications submitted during the Bhubharathi Revenue Meetings and ensure citizen-friendly governance. 'The common man visiting a revenue office should leave satisfied. That's the benchmark,' he added.
With regard to 'Indiramma Indlu' housing scheme, the Minister assured that the government would release funds every Monday, regardless of financial constraints. He wanted the Collectors to expedite three levels of processes — identification of beneficiaries, sanctioning of houses and monitoring of construction progress.
'Monitoring at the field level is crucial. These are flagship programmes of the Telangana government and must be implemented with integrity. If any house is found to be allotted to an ineligible beneficiary, do not hesitate to cancel it even during construction,' he said.
The Minister also reiterated that the government was providing 40 metric tonnes of sand free of cost for each sanctioned house. Further, he directed that district-level price control committees be formed immediately to regulate the prices of steel, cement and bricks used in housing construction.

He said they had decided to hold the exam again following a request by the revenue department employees associations and added that they would reveal the details of the conduct of the exams very soon.

Revenue Minister Ponguleti Srinivas Reddy directed the officials to revise land prices in line with actual market trends but without burdening the middle class. He also called for a scientific and evidence-based approach in identifying areas where adjustments are necessary and urged that the process be handled in a transparent manner to avoid criticism. He held a high-level meeting at the Secretariat with officials including V. Seshadri, Principal Secretary to the Chief Minister; D.S. Lokesh Kumar, Revenue Secretary; Rajiv Gandhi Hanumanthu, Special Secretary, Stamps & Registration; and Vemula Srinivas, OSD to the Chief Minister On gender equity, the Minister said that the government is seriously considering stamp duty reduction for women. Regarding property registrations, he added that differential stamp duties for old and new apartments should be reviewed. The government also wants to introduce a new stamp policy through the Telangana Amendment Bill-2025 for a more transparent and citizen-friendly property registration system to modernise the State's approach to land transactions. The proposed bill, amending provisions under the Indian Stamp Act, 1899, is currently under preparation, and will be introduced in the upcoming legislative session. The previous amendment bill, passed in 2021 to revise four sections and 26 articles under the Stamp Act, had been returned by the Government of India in January 2023 due to objections. The 2021 bill will be withdrawn, and a revised version will be drafted to reflect current realities.

HYDERABAD: Demanding the release of all pending job notifications and payment of unemployment allowance , members of the Telangana Nirudyoga JAC on Friday tried to gherao the Secretariat. Backed by various student organisations, the unemployed youth warned that they would organise a massive dharna if the state govt failed to release at least a few notifications before the panchayat elections. "It is because of unemployed youth that the Congress govt has come to power. Now, they are least bothered to fulfil the promises made to the unemployed youth. The govt is completely neglecting us by delaying job opportunities. If they don't release at least a couple of notifications before the panchayat election dates are announced, the youth will teach them a lesson in the polls," said Umesh Madipeddi from the JAC, adding that a curfew-like situation prevailed at RTC Crossroads and near the Secretariat to foil ' Chalo Secretariat ' programme. They alleged that tens of unemployed youth and student leaders were picked up by police on Thursday night to prevent them from reaching the Secretariat. "The govt should implement the job calendar and issue notifications for jobs, fill all vacant positions in govt departments. It should focus on issuing job notifications with the same attention it shows in making arrests," said Anaganti Venkatesh, state secretary, DYFI. He claimed that over 200 people were picked up by the police. Meanwhile, the police said that though a large number of people tried to reach the Secretariat, only 10 of them were successful, as others were picked up from different locations to prevent them from participating in the 'Chalo Secretariat' programme. "The ten people, who reached the Secretariat, were also picked up," police added.
