Industries urge for infrastructure boost to tackle labour shortage
Indore: Associations representing both industries and workers have called for urgent measures to create a more favourable environment for the workforce. Industries stressed the pressing need for improved infrastructure and support systems to retain employees and reduce migration to urban centres. The orgnisation preisdent Gautam Kothari said, "Commuting from Indore to Pithampur is tiring and time-consuming. Daily, thousands of workers travel from Indore to Pithampur, and enhancing transport facilities, along with providing secure housing and essential services like hospitals and schools, can significantly improve workers' satisfaction and retention. " MPIDC is developing a 1,700 bed working women hostel in Pithampur. A well-built ecosystem in the form of accommodation, transport facilities, and healthcare will attract the workforce and help retain them, said workers' leaders. Indian National Trade Union Congress (INTUC), Madhya Pradesh general secretary Shyam Sunder Yadav said, "The need is to creating a supportive environment that not only attracts new talent, but also encourages existing workers to remain in their positions. It takes more than an hour to travel one side to Pithampur, and long traffic jams make it worse. Accommodation, hospitals, and schools are the basic needs that should be present in any industrial belt. " Industry representatives from Dewas advocated for a strategic approach to workforce development and suggested implementation of a 'hire and train' model, targeting students from Industrial Training Institutes (ITIs) to prepare them according to industry requirements. Industry leaders insisted that action must be expedited to set up 22 new ITIs announced by the govt in the 2025 budget announcement. To further support the workforce, establishment of Employees' State Insurance Corporation (ESIC) hospitals within industrial belts has been proposed to provide essential healthcare services to workers, said industries.

Recover excess payment for imported ITI panels: Govt
Mumbai: The state govt issued an order on Monday to recover Rs 2.13 crore paid for Made in China interactive panels, a year after TOI reported on how norms favoring indigenous products were violated to procure devices for smart classrooms in Industrial Training Institutes (ITIs). An inquiry has also been initiated against 13 officers in the procurement section of the Department of Vocational Education and Training (DVET). The vendor, who acknowledged to the inquiry committee that it supplied Made in China panels, is now replacing them at no extra cost. The govt's order says Rs 2.13 crore was paid over and above the right price. That excess amount will have to be recovered from the vendor in 15 days. In two of the four purchase orders, price per panel ballooned by 151% with a warranty period of 5 years. In the remaining two, the markup soared to a staggering 227%, with a warranty period of merely one year. The manufacturer was subsequently blacklisted on the portal and no state govt could purchase any of these panels. The govt inquiry, while acknowledging the allegations, found that all the bidders submitted their bids from the same IP address, thus inferring that there was no real competition: "it is clear that all the tenderers who are suppliers of BenQ submitted their tenders from the same IP address in both the tenders." Other observations include that "the period of warranty published in the tender was reduced in the supply and re-warranty orders and financial benefits were given to the suppliers". Moreover, "the tenderers were given illegal exemption in Earnest Money Deposit (EMD) and they were given financial benefit". "The country of origin was deliberately ignored. Therefore, it was possible for the supplier to provide the Chinese-made interactive panels." Additionally, the report said, "BenQ manufacturer was biased towards other manufacturers by conducting a tender process which was favourable and materials were procured at exorbitant prices reducing competition." Also, "an assembled OPS was purchased from another manufacturer, Digital Audio Video Solutions, Nagpur, pretending to be an OPS manufactured by BenQ. OPS or Open Pluggable Specification is a slot in interactive panels that allows for quick access to various applications and features. " The connivance between DVET and the manufacturers was clear as the inquiry report said, "The specifications prepared by the technical specifications committee were exchanged at the directorate level in both tenders published and thereby assisted BenQ suppliers in qualifying." The report concluded: "As per the detailed investigation as above, it is pointed out that there was a serious irregularity in the procurement process carried out through both the tender processes. "

Patna, The Bihar government on Tuesday launched the 'Mukhya Mantri Pratigya' scheme to provide financial support to youths for carrying out internship programmes after clearing their class 12 board decision to launch the paid internship program, which aims to address youth unemployment and enhance industry readiness among students, was taken at a Cabinet meeting chaired by Chief Minister Nitish Kumar on Tuesday."The Cabinet approved the 'Mukhya Mantri Pratigya' scheme on Tuesday. Under the scheme, youths aged between 18 and 28, having either trained under skill development programme or those who have passed Class 12 Industrial Training Institutes (ITI) diploma, graduate and post-graduate will get financial support for availing internship training," Additional Chief Secretary (Cabinet Secretariat) S Siddhartha youths during their internship programme will be given financial support for a period ranging from three months to 12 who have cleared the higher secondary exam will get Rs 4,000 per month for internship. Skill Portal must be ready by Sept 1: Lokesh
Guntur: Minister for HRD and IT Nara Lokesh announced that the coalition government is developing a Skill Portal to connect youth with industries, aiming to create 20 lakh jobs in the state. During a review meeting with the AP State Skill Development Corporation at his Undavalli residence, he directed officials to launch the portal by September 1. The portal, aligned with Chief Minister N Chandrababu Naidu's suggestions, will feature automatic resume generation, skill assessments, and job vacancy notifications to help youth enhance their skills and secure employment. Lokesh emphasized a 90-day public awareness campaign to promote the portal and instructed officials to coordinate with departments for comprehensive data collection. He also mandated quarterly job melas in every constituency and action plans to improve district employment offices. The state will be divided into clusters for targeted skill development Lokesh revealed that the central government has allocated Rs. 600 crore for Industrial Training Institutes (ITIs) under a hub-and-spoke model through a centrally sponsored scheme. Discussions also covered the OMCAP division, with suggestions to collaborate with foreign embassies to facilitate overseas employment opportunities. Key attendees included Secretary Education Kona Sasidhar, AP Skill Development Corporation MD & CEO G Ganesh Kumar, Director of Collegiate Education Narayana Bharat Gupta, Advisor for International Skilling & Mobility Seetha Sharma, and APSSDC Executive Director K Raghu.

Ahead of polls, Bihar Cabinet nod for internship scheme with stipend, development of temple at Sita's birthplace
Ahead of the coming Assembly elections, the NDA government in Bihar on Tuesday approved proposals for direct cash support to youths and artists, major outlays for religious and rural development, and reforms across the health, agriculture and infrastructure sectors. In a Cabinet meeting chaired by Chief Minister Nitish Kumar, the 'Mukhya Mantri Pratigya Yojana' was given approval. It is an internship scheme promising a monthly stipend to those in the 18-28 age group, who have completed skill development training or possess educational qualifications ranging from class 12 to postgraduate degrees. Under the scheme, candidates who have passed class 12 will receive Rs 4,000 per month, those who have gone to Industrial Training Institutes (ITIs) or diploma holders will get Rs 5,000, and graduates and postgraduates will receive Rs 6,000. Those interning outside their home district will be entitled to an additional Rs 2,000 per month, while those working outside Bihar will get an extra Rs 5,000. Aimed at 5,000 youths this year and one lakh over five years, the scheme will have an outlay of Rs 685.76 crore, with the financial support to be paid directly into the beneficiaries' bank accounts. The internships will range from three to 12 months, with the additional livelihood support capped at three months. The Cabinet also gave the green light to a Rs 882.87-crore plan for the comprehensive development of Punaura Dham in Sitamarhi, believed to be the birthplace of Sita, aiming to transform it into a major religious tourism hub. Meanwhile, over 40 acres of land was handed over to the tourism department for the development of Simaria ghat in Begusarai. The Cabinet also rolled out the 'Mukhya Mantri Kalakar Pension Yojana', offering a monthly pension of Rs 3,000 to artists aged 50 and above who have a decade of experience in traditional, classical, visual, or performing arts, provided their annual income does not exceed Rs 1.2 lakh. Another scheme, called the 'Mukhya Mantri Guru-Shishya Parampara Yojana', aims to preserve and promote rare and endangered art forms with a two-year training programme. Backed by a Rs 1.11 crore allotment for the current year, it will offer incentives of Rs 15,000 to gurus, Rs 7,500 to musicians, and Rs 3,000 to pupils. The health sector saw several key decisions, including the extension of the 'Mukhya Mantri Chikitsa Sahayta Kosh' — financial aid for medical treatments — to cover elected representatives of Panchayati Raj institutions and Gram Kutchery. Further, 20.60 acres of land was transferred to the Health Department for the construction of a government medical college and hospital at Rampur Kodarkatti in Araria district. Judicial reforms were also on the agenda, with the Cabinet approving the 'Retired Chief Justices and Judges Domestic Help(s) Rule and Other Benefits Rules, 2025'. Retired High Court judges or their spouses will receive Rs 55,000 per month for domestic help or drivers, while retired Chief Justices or those elevated to the Supreme Court will receive Rs 60,000. An additional Rs 15,000 per month will be provided for telephone, internet, secretarial, and security services. On the agricultural front, the Cabinet sanctioned Rs 36.35 crore for the National Mission on Natural Farming for 2025-26, Rs 80.99 crore for agricultural extension under the Fourth Agriculture Road Map, Rs 30.49 crore for the establishment and strengthening of soil health and fertiliser quality labs, and Rs 41.02 crore for agricultural training and outreach. Infrastructure development was bolstered with the approval of Rs 37.07 crore for a 12.8-km road and two major bridges in Motihari under the Sulabh Samparkta Yojana, and Rs 32.48 crore for the integrated management of Gokul Reservoir in Bhojpur, a centrally sponsored scheme with a 60:40 funding split up to 2028-29.
