Patna, The Bihar government on Tuesday launched the 'Mukhya Mantri Pratigya' scheme to provide financial support to youths for carrying out internship programmes after clearing their class 12 board examination.The decision to launch the paid internship program, which aims to address youth unemployment and enhance industry readiness among students, was taken at a Cabinet meeting chaired by Chief Minister Nitish Kumar on Tuesday."The Cabinet approved the 'Mukhya Mantri Pratigya' scheme on Tuesday. Under the scheme, youths aged between 18 and 28, having either trained under skill development programme or those who have passed Class 12 Industrial Training Institutes (ITI) diploma, graduate and post-graduate will get financial support for availing internship training," Additional Chief Secretary (Cabinet Secretariat) S Siddhartha said.The youths during their internship programme will be given financial support for a period ranging from three months to 12 months.Those who have cleared the higher secondary exam will get Rs 4,000 per month for internship. ITI diploma pass candidates will get Rs 5,000 per month while graduate and postgraduate youths will get an internship of Rs 6,000 per month, he said.Apart from this, youths who will go for internship programmes out of their home district will get an additional Rs 2,000 per month as livelihood support while those doing internships out of the state will get additional Rs 5,000 per month.The livelihood support will be available for a maximum period of three months, Siddhartha added.The payment of the internship amount will be sent directly to their bank accounts, he said, adding that a committee has been constituted in this regard.The panel will be headed by the Development Commissioner, while members of industries will be part of it, the officer said.In another decision, the cabinet approved a proposal of the Art, Culture and Youth Department to give a pension of Rs 3000 per month to the artists under "Mukhya Mantri Kalakar Pension Yojana", he said.Pension will be given to those artists who have given at least 10 years to traditional classical visual and performing arts in order to help preserve the state's rich cultural heritage."The criteria for availing this pension are that the artist's age should be at least 50 years while their annual income should not exceed Rs 1.20 lakh," he said.The cabinet also approved "Mukhya Mantri Guru-Shishya Parampara Yojana" in order to preserve, promote and develop the state's rich cultural heritage including its rare and endangered arts, the officer said.Under this scheme, talented youths will be given a two-year training by gurus (teachers) to preserve the rare and endangered arts besides publicising them, he said."Under the scheme, gurus will be given Rs 15,000 per month as an incentive, while musicians will be given Rs 7,500 and pupils will be given Rs 3,000. A total of Rs 1.11 crore has been sanctioned for the current financial year," Siddhartha said.The cabinet also gave its approval to the labour resources department's proposal to amend the Bihar Factory Rules 1950 that allowed women, except pregnant and lactating mothers, to work in factories which are considered hazardous, he said.The cabinet also decided to extend the benefit of giving grants from "Mukhya Mantri Chikitsa Sahayta Kosh" to the elected representatives of Panchayati Raj Institutions.As per the details of the decision taken in the Cabinet meeting, the elected representatives suffering from cancer would get from Rs 80,000 to Rs 1.20 lakh for surgery, while heart patients would get between Rs 60,000 and Rs 1.80 lakh for various ailments.Besides, they would get Rs 3 lakh for brain surgery, Rs 20,000 to Rs 40,000 for eye surgery, Rs 1.80 lakh for spinal surgery, Rs 3 lakh for kidney transplant, Rs 1.70 lakh for total hip replacement, Rs 1.50 lakh for total knee replacement, Rs 1 lakh for trauma/accident/brain haemorrhage.The cabinet also approved "Retired Chief Justices and Judges Domestic Help(s) Rule and Other Benefits Rules, 2025" to provide domestic help and telephone reimbursement to retired chief justices and former judges of the high court and former Supreme Court judges."The high court shall provide a consolidated amount of Rs 55,000 per month to a retired Judge or spouse to engage domestic help(s)/driver(s) and Rs 60,000 per month to a retired chief justice or spouse or retired judge who has been elevated as a judge to the Supreme Court or their spouse," the rules said.Besides, chief justice, judges or their spouses or retired judges elevated to Supreme Court judges or their spouses will be paid Rs 15,000 per month for cell phone, landline expenses, internet service, secretarial and security services etc. PTI

Accepting an application moved by the Enforcement Directorate, a Delhi Court on Saturday declared UK-based arms consultant Sanjay Bhandari a fugitive economic offender. With this, the Central agency can confiscate the assets of Bhandari worth crores of rupees. This order comes as a shot in the arm for the ED after a UK court had recently ruled against Bhandari's extradition to India. '…the ED has been able to make out a case under Sections 2(f) and 2(m) of the FEO (Fugitive Economic Offenders) Act…this Court is satisfied that the individual Sh. Sanjay Bhandari, against whom an warrant of arrest i.e. NBW (non bailable warrant) has been issued…has left India so as to avoid criminal prosecution…despite knowing the pendency of the NBWs against him,' said Judge Sanjeev Aggarwal in the order. After the Income Tax department raided him in 2016, Bhandari, now 63, fled to London. A year later, the ED filed a criminal case against him under the anti-black money law of 2015. The agency is also probing Bhandari's links with businessman Robert Vadra, the husband of Congress MP Priyanka Gandhi Vadra. 'Further, this court is satisfied that the total value of the schedule offence is `100 crore or more…,' the court said. The principal allegation against Bhandari was that he owned certain assets worth Rs 100 crores abroad which he did not disclose to the I-T authorities. The ED had argued that Bhandari consistently chose not to return to India. The ED also submitted that the UK court's decision to disallow Bhandari's extradition would not be binding on the proceedings in the Delhi court. Bhandari's legal team, while opposing the ED's move to get him declared a fugitive offender, claimed that its 'client's stay could not be called illegal in the UK as he has a legal right to reside in the UK and the GOI is bound by the judgment of the UK court…. Bhandari is legally living there, and declaring him a 'fugitive' in that scenario is legally wrong'. The court said the 'extradition attempt may have failed, but it will not make the accused an angel or immune to prosecution for the violation of Indian laws'. Bhandari had alleged that he was subjected to undue harassment and pressure from various enforcement agencies to 'compel him to give false statements against the political opponents of the government' and that it was because of this harassment that he was forced to leave India. 'In any case, those who play with fire should be known to be aware of its consequences,' it said. The court held that the undisclosed foreign income or assets of Bhandari were worth Rs 655 crore and the total tax evaded by him, including penalty and interest, was Rs 196 crore. The ED filed its first chargesheet against him in 2020. The ED filed a supplementary chargesheet in the case in 2023, alleging that Bhandari 'acquired' the 12, Bryanston Square house located in London in 2009 and got it renovated 'as per the directions of Robert Vadra and the funds for renovation were provided by Robert Vadra'. Vadra has denied owning any London property directly or indirectly. He has termed these charges a political witch-hunt against him and claimed that he is being 'hounded and harassed' to subserve political ends. With this order, a total of 16 people, including liquor baron Vijay Mallya and diamond trader Nirav Modi, have been declared fugitive economic offenders by different courts. Bhandari's assets worth about Rs 21 crore have been attached by the ED under the PMLA.

Private LPS bus operators face parking problems
Jaipur: Private operators under Rajasthan Lok Parivahan Sewa (LPS) are facing challenges due to lack of designated parking space. Operators claimed that since the scheme's inception in 2015, they were instructed to run their Delhi and Agra-bound services from Narayan Singh Circle. However, they were not allotted a parking spot when the govt shifted the Narayan Singh Circle bus stand to Transport Nagar on April 1. "Since April 1, the state govt is showing a stepmotherly attitude towards us. Unlike Rajasthan State Roadways Transport Corporation (RSRTC) or govt buses and private buses, they have not demarcated any space for us to use as a bus stand. With no designated place, our drivers are trying to pick up passengers from wherever it is possible. We ended up paying fines of over Rs 1 lakh in the last three and a half months due to no-parking cases," said Kailash Chand Sharma, president of the union of LPS operators. RTO officials from the regional transport office (RTO) refuted the claims and stated that all private buses had been allocated space in Transport Nagar, including those under the LPS. They admitted that there is a space crunch, and the govt is expanding the area of the private bus stand right next to the Bajri Mandi.

Govt committed to providing 27% reservation to OBCs: CM
Bhopal: CM Mohan Yadav has reiterated the state govt's commitment to implementing 27 per cent reservation for Other Backward Classes (OBCs). He said the matter had been delayed in court due to the earlier announcement being made without proper survey or preparation. Officials have now been instructed to draft a bill for the Assembly based on factual, data-driven findings. Yadav said the state govt was actively working to extend the benefit of reservation to those who were left out under the existing 14% quota. In this regard, a 10% reservation for economically weaker sections of the general category has also been implemented. Efforts will also be made to allow students who were unable to join due to court proceedings to now receive their appointments. He further said that the state govt has resolved pending promotion cases of officers and employees. The process of the caste-based census has also been initiated following the initiative of Prime Minister Modi. Yadav expressed these views during a media interaction at Samanvay Bhawan on Saturday.
