Govt allows single-point command for Army, Navy, Air Force via Chief of Defence Staff & DMA Secy
Defence Minister Rajnath Singh on Tuesday authorised the Chief of Defence Staff (CDS) and Secretary, Department of Military Affairs (DMA), to issue Joint Instructions and Joint Orders applicable to the Army, Navy, and Air Force, in a step aimed at modernising the functioning of the Indian Armed Forces . The announcement marks a departure from the earlier system where each Service issued separate instructions on matters involving two or more Services. The first Joint Order titled 'Approval, Promulgation and Numbering of Joint Instructions and Joint Orders' was issued the same day. The order focuses on streamlining processes, removing redundancies, and enhancing coordination across the Services. The move is expected to improve administrative efficiency and foster transparency. It is also seen as a foundation for strengthening jointness in military operations and planning. MRD Completes Review Of The First ‘Draft CDF Regulations'
Press Release – Solomon Islands MRD The first draft was produced by the Attorney General's Chamber (AGC) based on the Drafting Instructions prepared and submitted by the MRD. MONDAY 5TH MAY, 2025 The Ministry of Rural Development (MRD) senior management has successfully concluded a two-day review of the first draft regulations for the Constituency Development Funds (CDF) Act 2023 last week, Thursday. The first draft was produced by the Attorney General's Chamber (AGC) based on the 'Drafting Instructions' prepared and submitted by the MRD. The regulations drafting instructions were developed following extensive consultations the ministry held with integrity institutions, provincial governments, and community stakeholders, which concluded in October 2024. The regulations, which will be cited as the CDF Regulations 2025 once adopted and gazetted by the Minister of MRD, will further support the Ministry to implement the CDF Act 2023 and strengthen the governance and administration of the CDF programme. The CDF regulations, including other reforms undertaken by the MRD, are the ongoing mandatory and legislative reforms the ministry is undertaking to improve and strengthen the delivery mechanisms of the Constituency Development (CD) programme and its governance. Work on reforming the CD programme commenced by MRD in August 2022 with the formulation of the first ever Solomon Islands Constituency Development Policy (SICDP), which was followed by the CDF Act 2023 The CDF Act 2023 was passed by Parliament in December 2023. It came into force on January 5, 2024. Meanwhile, the two-day session provided an opportunity for the MRD senior management to review and refine the draft, provide feedback, and respond to questions from the AGC. The inputs will be used by the AGC drafters for the second round of drafting. Permanent Secretary John Misite'e thanked his management team for their invaluable insights and contributions to the draft during the review process. 'This is a crucial process as it gives the ministry and the AGC a space for exchange of drafts and further instructions until we are satisfied that the draft legislation reflects the policy in a legally implementable form. 'Our team is committed to complete this task and will have the final draft in place before the end of this second quarter.' PS Misite'e also acknowledged the AGC for its support toward this legislative procedure, which will slowly but surely lead to greater transparency and accountability in the administration of CDF, ensuring better outcomes are achieved for community development in Solomon Islands. PS Misite'e also expressed his appreciation to the GNUT government for its ongoing commitment to the CDF programme and support for this legislative reform to improve and strengthen the delivery of services to rural communities across the country. The Constituency Development Programme (CDP) is a national programme of the Solomon Islands Government (SIG) administered by the Ministry of Rural Development (MRD). It is implemented by the 50 constituencies in the country to improve the socio-economic livelihoods of Solomon Islanders.

Iraq Approves Siemens Energy Contracts

Siemens Energy of Germany has been awarded two key electricity service contracts by Iraq's Council of Ministers, aimed at strengthening the country's power generation capabilities: A five-year Long-Term Service Agreement (LTSA) for two 160 MW gas turbines (GTE-160) at the Dibis [Debes, Dibs] Gas Power Plant. This contract includes continuous operational guarantees and will be funded through the Ministry of Electricity's operational budget. The Director General of the State Company for Electricity Transmission/Northern Region has been authorised to sign the agreement. A contract for the supply of materials for the first phase of rehabilitation of Units 1, 2, and 4 at the Al-Musayyib Thermal Power Plant. This contract will be executed on an advance payment basis, with the Director General of the State Company for Electricity Production/Middle Euphrates authorised to sign the deal, in accordance with Government Contract Execution Instructions (2 of 2014). According to a statement from the Prime Minister's Office, these agreements reflect Iraq's continued collaboration with Siemens Energy in modernising its power infrastructure and improving generation reliability across key regions. More cargo scanners needed at major ports
SEREMBAN: There is a need to add more cargo scanners at the country's main ports, Customs director-general Datuk Anis Rizana Mohd Zainudin said. She said an application for seven new, more advanced cargo scanners — including those equipped with artificial intelligence (AI) technology — has been submitted to enhance the efficiency of container inspections by the Customs Department at major ports. 'This application was submitted to the Finance Ministry since 2023 and is still at the procurement stage... it is very much needed, but we must comply with the Treasury circular. If the process can be expedited, we would be grateful. 'Currently, we are using single-view scanners; what is needed are dual-view scanners, which are more advanced. We are requesting four machines for Port Klang, one for Johor, and two for Penang,' she told reporters at the Negeri Sembilan Customs Department's 'Ramah Mesra dan Simpulan Kasih' programme, which was also attended by State Customs director Muhammad Ilyas Queek Abdullah in Senawang. In a separate development, Anis Rizana said an investigation is underway against a Customs officer for allegedly breaching integrity regulations through a social media post. 'The matter is still under investigation, but it does not necessarily mean the officer is guilty. That is why I place strong emphasis on raising awareness among officers and staff to be more cautious. 'Currently, we focus heavily on educating civil servants. There are General Orders and Standing Instructions that must be explained. 'It would be unfair to punish someone without them understanding the rules,' she added. She said any issues or complaints regarding integrity violations will be investigated by the Integrity Branch, and a full investigation process will be carried out before any action is taken.
