SEC notifies bypolls to vacant posts in urban local bodies and panchayati raj institutions

Jaipur: The state election commission Wednesday notified bypolls to all vacant posts in urban local bodies and panchayati raj institutions between Jan 1 and May 31 this year. As per the SEC notification, elections to the posts of three panchayat samiti pradhans, three up-pradhans, three zila parishad members, and 14 panchayat samiti members will be held between Aug 21 and 24. Bypolls to the posts of zila parishad and panchayat samiti members will be held on Aug 21, and the counting of votes will be on Aug 22. Elections to the posts of pradhans will be held on Aug 23, and up-pradhans on Aug 24. The counting of votes for pradhans and up-pradhans will be held on the day of polling. The EC also notified elections to nine ward members in Rajakhera Nagar Palika in Dholpur, 10 ward members in Nawalgarh Nagar Palika, Jhunjhunu, nine ward members in Devgarh Nagar Palika in Rajsamand, and 23 ward members in Khandela Nagar Palika in Sikar. Elections to the posts of ward members will be held on Aug 21, and the counting of votes will be on Aug 22. The process of filing nominations for both urban local and panchayati raj bodies will begin on Aug 5. The election commission order is likely to delay the Rajasthan govt's promise to implement the One State-One Election model on local bodies and panchayat polls and conduct them simultaneously by the end of the year. Urban development and housing minister Jhabar Singh Kharra and social justice minister Avinash Gehlot repeatedly claimed over the past months that Rajasthan will conduct polls to panchayat and urban local bodies simultaneously by year-end. With the mandatory delimitation exercise for redrawing constituency boundaries nowhere in sight, the general elections to both urban local bodies and panchayat institutions, sources said, are likely to be pushed to next year.

State govt to carry out feasibility studies for satellite towns around Jaipur

1 2 Jaipur: Following a Budget announcement, the state govt is in the process of carrying out feasibility studies to develop satellite towns, said urban development and housing Minister Jhabar Singh Kharra. "We are in talks with a multinational company to construct satellite towns around Jaipur city. We expect to complete the feasibility within the next few months," Kharra said. According to senior UDH department officials, in line with Gujarat International Finance Tech (GIFT) City and the Hyderabad Information Technology and Engineering Consultancy (HITEC) City, the state govt wants to develop these townships as hi-tech cities. The govt has zeroed in on small towns like Bassi, Bagru, Chomu, and Kotputli to develop them into satellite towns. "During the state budget of 2024-25 – the first budget of the present BJP govt – the state govt announced the concept of building the satellite townships. In fact, to facilitate the construction of satellite towns, the govt brought a few changes in the township policy, incorporating suitable policies already implemented by the neighbouring states," an official said. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like [속보]'한 달만에 5cm 성장!?' 2개월치 무료증정 압도적 키성장 1위! 아이클타임 더 알아보기 Undo Kharra added that once the govt decides on the location and plans for these satellite townships, fresh feasibility reports would be prepared to analyse the transport connectivity for such towns. "There are plans to connect the proposed towns – those that would be located within a radius of 20-40 km – with the metro. However, we would take the final decision only after the feasibility reports are prepared," added Kharra. Kharra said, the plan to extend the metro from Badi Chaupad to Transport Nagar has not been principally rejected. The Jaipur Metro Railway Corporation has appointed an agency to carry out a survey on the prospects of this metro extension. "The proposed extension between Badi Chaupad and Transport Nagar has a major glitch. The proposed stations are too close to each other. We are conducting a survey on whether the stretch would be feasible even after revising the locations of the proposed stations. Or, instead, a new stretch to Galta Ji Temple from Badi Chaupad – through the Hawa Mahal Road – would be more feasible," the minister added. Times View: The proposal to build a satellite town near Jaipur, as outlined in the Jaipur Development Authority's Master Plan 2025, is a promising initiative. However, the state government must prioritise enhancing infrastructure across Urban Local Bodies statewide. Establishing robust road connectivity between proposed satellite towns, such as Chomu, and major cities like Jaipur is crucial. Without these foundational improvements, the satellite town's potential benefits may remain unrealised, hindering regional development and integration efforts.

Raj urban body polls delayed, to be held in Dec, says min Kharra

1 2 3 4 5 6 Jaipur: Rajasthan's much-anticipated urban local body (ULB) elections under the 'One State, One Election' (OSOE) plan, initially expected around Oct–Nov, are now likely to be held in Dec. This was confirmed by urban development and housing (UDH) minister Jhabar Singh Kharra Tuesday. Speaking to TOI, Kharra said the ongoing delimitation of municipal wards would conclude by the end of July. The state govt will then write to the State Election Commission in the first week of Aug to start updating the electoral rolls. "The commission is expected to finalise the voters' list by Oct, and elections will be held either in a single phase or multiple phases, depending on logistical convenience," Kharra said.

Congress accuses BJP of undermining local governance in Rajasthan

The Opposition Congress on Wednesday (May 28, 2025) accused the Bharatiya Janata Party (BJP) government in Rajasthan of systematically weakening the urban local bodies and Panchayati Raj institutions - first by invoking the need for delimitation and subsequently by citing the ongoing survey for identifying Other Backward Classes (OBCs). The party alleged that the BJP's slogan of 'one State, one election' was merely a political gimmick. The Rajasthan High Court had, on May 23, directed the State government not to issue a notification regarding the redrawn boundaries of village panchayats until a high-level committee submitted its findings on objections raised by more than 40 petitioners. The petitioners have argued that the delimitation process violated established guidelines. Meanwhile, a Cabinet Sub-Committee held two days of meetings, on Tuesday and Wednesday, to review proposals for the delimitation of municipal bodies across all seven administrative divisions. 'The delimitation process will make urban administration people-oriented and improve transparency and accountability,' Minister of State for Urban Development Jhabar Singh Kharra, who is the Sub-Committee's convenor, said. However, large sections of the public, along with the petitioners, have voiced concern over the lack of transparency in how villages are being added or removed during the reorganisation exercise. In several instances, relatively less populated and underdeveloped villages are being proposed as new panchayat headquarters, raising questions about the availability of land and infrastructure. Petitioners have also alleged that infrastructure-poor regions are being prioritised over more developed and populous villages in the reorganisation process. Responding to these concerns in court, Advocate General Rajendra Prasad said that the proposals remain at a 'preliminary stage'. The Congress further criticised the BJP government for the continued postponement of local body and panchayat elections. The State administration had dissolved nine of the 17 districts that were carved out during the previous Congress-led government on December 28, 2024. Though eight new districts were endorsed by the current regime, the process of establishing new zila parishads, panchayat samitis, and gram panchayats remains incomplete. Welcoming the High Court's interim stay, Leader of the Opposition Tika Ram Jully, speaking at a Samvidhan Bachao rally in Malpura, said, 'The BJP government had proposed reorganisation of panchayats through the Collectors, while ignoring the objections raised by the general public. This entire chakravyuh [trap] of the BJP in the name of 'one State, one election' is a stunt to please its political masters sitting in Delhi.' Byelections to fill vacant positions in municipal bodies and Panchayati Raj institutions - including ward members, panches, and sarpanches - are now scheduled for June 8. Earlier this week, the State government appointed a chairperson and members to the State OBC Commission to fulfil a Supreme Court-mandated requirement for conducting an OBC survey before extending reservation benefits in the local body polls. 'No work was done in one-and-a-half years since the BJP government took over. The Commission has been given three months' time for conducting the OBC survey, which is nearly impossible,' Pradesh Congress Committee president Govind Singh Dotasra said. He alleged that the ruling party's real intent was to stall elections and bypass constitutional mandates through 'arbitrary decisions' affecting democratic institutions.
