Raj urban body polls delayed, to be held in Dec, says min Kharra

Jaipur: Rajasthan's much-anticipated urban local body (ULB) elections under the 'One State, One Election' (OSOE) plan, initially expected around Oct–Nov, are now likely to be held in Dec.
This was confirmed by urban development and housing (UDH) minister Jhabar Singh Kharra Tuesday.
Speaking to TOI, Kharra said the ongoing delimitation of municipal wards would conclude by the end of July. The state govt will then write to the State Election Commission in the first week of Aug to start updating the electoral rolls. "The commission is expected to finalise the voters' list by Oct, and elections will be held either in a single phase or multiple phases, depending on logistical convenience," Kharra said.

For ten months members of an all-women household in a tribal village in MP – 80-year-old Gaura Bai, her widowed daughter-in-law and her three small grandkids – have lived under a tree, after razing their own kuccha house in village Lohari, Dhar district. They demolished their hut last Sept because, as TOI's July 7 story of the shocking incident ('House Lost, Hope Stalled') reported, their panchayat told them that to claim the amount under PMAY-Rural, she would have to demolish the structure, 'show the computer an image proving' she had no house. This was, of course, a total misreading of the scheme. Tragedy is that most of India's disadvantaged rural groups, like Dalit or tribal women, are so impoverished, they aren't equipped to spot an absurdity or a fraud – far less cross-check or factcheck a sarpanch or officials. And should they dare to question officials, consequences can be severe. Her application was made using her MNREGA card. But a 'system glitch' stalled her allotment. Till March 2025, in MP, over 37L PMAY-Rural houses had been built. Gaura Bai can be seen as one case that fell through the cracks, unseen in all the govt and thinktank audits on PMAY-R. But that's not the point. She has paid the devastating cost of an overly tech-dependent system, which has no Plan B that can be locally addressed. Given 60% of PMAY-R allotment is meant for SCs and STs, how can govts not see the chasm between tech-enabled systems and beneficiaries of the scheme – a largely digitally unlettered population? The TOI report resulted in govt assuring Gaura Bai accommodation till her allotment is resolved. Who compensates her for the hardship of 10 months? Who is accountable for technical flaws? Koraput: Director of secondary education Birendra Korkora on Monday pulled up govt high schools in Koraput district for their poor academic performance and lack of accountability during a surprise inspection. Tired of too many ads? go ad free now During his one-day visit, Korkora inspected multiple schools and expressed serious concerns over absenteeism among students and teachers, as well as dismal academic results in the recent Class X board examinations. At Patraput Government High School under Jeypore block, the director found that nearly 50 per cent of the 235 enrolled students were absent. He also discovered that a teacher was on unauthorised leave. "One day's salary of the teacher has been withheld and a show-cause notice has been issued," said Korkora to TOI. Highlighting the declining academic performance, he noted that only 12 students from the entire district, including eight from Saraswati Vidya Mandir, secured A1 grades in the High School Certificate (HSC) examination conducted by the Board of Secondary Education, Odisha. At Patraput High School, out of 23 Class X students, only eight could read basic English. This reflects the dire state of education in the region, he remarked, adding that strong warnings have been issued to the teachers and the District Education Officer (DEO) to improve board exam results and ensure better academic focus. Korkora also visited Chandrapada High School under Boipariguda block, where all students had passed the HSC exam with either D or E grades. Eighteen students passed with E grade, which is extremely concerning, he said. The director blamed weak monitoring and instructed district education officials to conduct regular visits and reviews. "There is a clear lack of supervision. Officials must ensure academic activities are not neglected," he said. Sources in the department confirmed that the condition of most high schools across the district is similarly worrisome, prompting a need for urgent intervention.

Gurgaon: Manesar mayor Inderjeet Kaur Yadav on Monday accused state minister Rao Narbir Singh of falsely implicating her husband in a case of alleged abduction and assault of a councillor's brother. The minister denied the allegations as baseless. A video of the mayor's address at a panchayat meeting in Hayatpur village was circulated widely on social media. In the 1.5-minute clip, the teary-eyed mayor says she and her family have not been able to return home for the past two days because cops are stationed there. "Our local leader, Rao Narbir Singh, along with some other ministers, opposed us greatly, but with your support and the people's backing, I became the first mayor (of Manesar). I want to tell you all that for the past few days… we have been very troubled. We have been roaming in the car… in the case involving councillor Daya Ram's brother, a false case was filed against my husband. Rakesh Hayatpuria was with me at the time of the incident and has no involvement," Kaur is heard saying. "An FIR was registered regarding the case involving the brother of a Manesar councillor, and legal procedures are being followed accordingly. I am not intervening in the ongoing police inquiry or the case," he said. The mayor and her husband Hayatpuria could not be reached for comment till Tuesday evening. The case of abduction and assault was filed by councillor Daya Ram's cousin Pradeep last month. The FIR, dated June 21, names Hayatpuria among the accused. Of the ten Haryana municipal corporations that went to the polls in March this year, Manesar was the only civic body that the BJP did not dominate in. Results showed that 13 out of 20 councillors in MCM House were Independents and the remaining were BJP nominees. BJP eventually gained full majority after seven Independent councillors joined the party in June. Daya Ram, who fought as an Independent, is among the seven. Sources told TOI that Hayatpuria had initially sought a BJP ticket for Kaur, who also claimed to have the backing of Union minister and BJP MP from Gurgaon, Rao Inderjit Singh. But the party went ahead with Narbir Singh-backed Sunder Lal Yadav as its mayoral nominee. Kaur defeated Sunder Lal by 2,293 votes. TOI had reported in the run up to civic polls that the BJP's campaign in Manesar was fractured by this power tussle. While senior BJP functionaries urged voters to elect candidates with clean records —- in apparent reference to Hayatpuria's criminal cases in the past – Union minister Inderjit Yadav stayed away from campaigning in the industrial town. Ram Niwas, a Hayatpur resident who attended the panchayat meeting held by Kaur on Monday, said the mayor was in tears at the gathering. "An Independent mayor is being harassed by a mainstream political party. If the harassment continues, all villages under the jurisdiction of MCM will conduct a mahapanchayat to support our mayor," Niwas said.
