SCR on fast track, plan to be ready in a year

Lucknow: The development of State Capital Region (SCR) plan, modelled on the lines of Delhi-NCR, will be completed in a year with a budget of Rs 71 crore.
The implementation of the plan will span over the next five years.
The SCR will cover six districts — Lucknow, Barabanki, Sitapur, Hardoi, Unnao, and Rae Bareli. The World Bank will extend technical support to this initiative, drawing from global best practices.
The proposed SCR will encompass a total area of 26,700 sq km, aiming to promote integrated development across the region. The plan focuses on strengthening high-speed inter-district connectivity, upgrading infrastructure, and promoting balanced growth.
Enhanced transport networks such as expressways, ring roads, rapid rail, and the completion of missing road links will be key components. These efforts are expected to improve mobility, boost industrial and commercial growth, and create new employment opportunities.
A committee meeting chaired by Keshav Varma, chairman of the high-level committee overseeing SCR, was held at the Parijat auditorium of the Lucknow Development Authority (LDA) on Friday, where a detailed presentation on the SCR plan was made.
Key officials present included principal secretary, housing and urban planning, P Guru Prasad, principal secretary, urban development, Amrit Abhijat, divisional commissioner Roshan Jacob, LDA vice-chairman Prathamesh Kumar, director, housing board, Ravi Jain, chief town planner KK Gautam, representatives from the World Bank, urban planners, and engineers.
Consulting consortium comprising AECOM India Pvt Ltd and Aegis India Consulting Engineers Pvt Ltd has been selected to prepare the GIS-based regional master plan.
LDA vice-chairman Prathamesh Kumar said that the consultants would prepare the plan in one year and identify project components aligned with the plan over the next five years. They will also be responsible for preparing detailed project reports (DPRs) and overseeing on-ground implementation.
The World Bank team, present at the meeting, assured knowledge sharing from successful global models where similar regional planning was carried out.
They also emphasised the inclusion of cultural and heritage conservation within the SCR development framework.
Officials said that while the city was already relatively developed, the SCR project would ensure parallel development in surrounding districts. This would reduce migration to the capital for jobs, education, healthcare, and business.
As urban amenities extend to semi-urban and rural areas, residents will benefit from improved local infrastructure, better living conditions, and enhanced livelihood opportunities.

Two days ago, I read that the L.K. Jha Committee having failed to stop the rise in prices, the matter will now be referred to a committee at a higher level of Cabinet Ministers, as if the level of the committee decides whether controls would be effective or not! Suppose the Ministers' committee fails, where are you going any higher? Who is going to form the next committee to stop prices rising if the committee of three Cabinet Ministers fails where Mr Jha and his colleagues have failed? Controls are the main bane of our economy. It is said we should stop prices rising by putting on controls. If I may say so, that is flying in the face of the laws of economics. Nothing can stop prices rising if the supply and demand position warrants it. A British economist has said that to try to stop prices by controls is like a lady going to a surgeon to remove her double chin, and the thing comes out at the back of her neck in a bump! In other words, you treat a symptom, you do not treat the disease. The disease of inflation is due to the policies pursued by the Government. A control is giving an official, even a small one, the power of life and death over a peasant, a shopkeeper or a businessman. Human nature being what it is, is it a matter for surprise that our public life is now riddled with corruption? I am not putting on any cloak of moral superiority. We are all the same under the skin, whatever party we may belong to. But the danger is that, when you combine economic and political power in the same hands, you are creating opportunities for corruption that should not be created. I would not entrust anybody, including my own party, with the unlimited power that you give to the bureaucracy and politicians to exercise controls. I would recognize that human nature being what it is, there must be checks and balances, a division of power. Why do we have a division of power between the judiciary, executive and the legislature? Similarly, we must have a division of authority, political and economic. The day on which you give economic power to those with police power, you have surrendered the liberties of the people, and that is what state capitalism as practised by the present Government means. Let me give you a few findings of the studies made by the Organization and Methods Division of the Government itself. Official files in the Union Ministries increase at an annual rate of three lakhs; 21 lakhs of files are awaiting screening and destruction; 22 to 45 per cent of the working space allotted to the staff on an austerity basis is occupied by undisposed files. In the Central Public Works Department, 18 to 25 months are needed for a proposal to reach the stage of execution. And in that particular Ministry the study cites the case of the Land and Development Office where the allotment of a piece of land involves no less than 370 steps from the beginning till the end. This is the controlled economy. I was very glad that my friend, the Minister for Steel and Heavy Industries, speaking at a seminar in Delhi on August 6, confessed that we are now over-regulated, and he has stated that our framework of detailed control needs alteration, and the multiplicity of points at which they operate needs to be reduced. I am quoting him now: 'It is a painful but inexorable fact that today an industrial manager spends more time getting across or around controls than in the task of management.' This is a very laudable discovery, however belated it may be, but the removal of controls is not so easy. The Minister for Steel has already found that out in his very laudable desire or attempt, which has so far failed, to decontrol steel. That is because every control breeds a new vested interest. Vested interests on the business and official side creep up which resist the abolition of the control, and it needs a very stout heart and great guts, like the late Mr Kidwai, to scrap the whole lot and go back from control to decontrol as Mahatma Gandhi advised. Two Madurai corporation officials among seven arrested for Rs 25 lakh property tax fraud

MADURAI: In connection with the 2024 property tax fraud that led to a revenue loss of around Rs 25 lakh and more to the Madurai corporation, the city police have arrested seven people, including two Assistant Engineers (AE), in the last three days. The arrested were data entry operators (DEOs) Dhanasekaran, Sathish, Karthikeyan, their associates Sahahussian Rajesh, and two assistant engineers, Senthilkumar and Rengarajan. The fraud came to light on September 6, 2024, when then corporation commissioner, Dinesh Kumar, found some irregularities in the records and lodged a complaint with the city police seeking an investigation. An audit team formed by Kumar found that the property taxes of 150 buildings had been deliberately reduced without proper procedures, and their review uncovered irregularities in the records of Urban Tree Information System (UTIS), an online property tax management platform. Later, notices were issued and bill collectors K Ramalingam, P Mariammal, P Ravichandran, M Kannan, and P Aathimoolam were suspended in connection with the charges. When the investigation was further carried out by the Central Crime Branch (CCB)-II, they found that the fraud occurred between April 1, 2022, and July 31, 2024, where taxes were reduced without proper authorisation, and low property taxes were entered into the UTIS. A case was registered on June 17, 2025, under Sections 406, 465, 466, 468, 477A of the IPC and Sections 66C and 66D of the IT Act. An officer said, "In connection with the issue, seven people were arrested in the last three days, and subsequently, two more assistant programming officers, Ravi and Kannan, will be arrested." The official added that based on the investigation, the corporation zonal chairman and councillors would be investigated. Based on a press release issued by the corporation on Friday, appropriate steps have been taken to prevent such an incident from happening again, and the exact loss will not be known until the complete investigation is over. Corporation commissioner Chitra Vijayan stated that the audit team estimated the loss to be around Rs 25 lakh.

Karnataka to roll out smart meters from July 1

From July 1, consumers seeking new and temporary connections in most districts of south interior Karnataka will have to shell out Rs 4,998 for smart meters. Officials of Bangalore Electricity Supply Company Ltd (BESCOM) and Chamundeshwar Electricity Supply Corporation Ltd (CHESCOM) said smart metres are being rolled out for new and temporary connections from July 1, as per the Karantaka Electricity Regulation Commission guidelines. The districts in which the smart meters are being introduced include Mysuru, Chamarajanagar, Mandya, Hassan, Kodagu, Bengaluru Rural, Ramanagara, Kolar, Chitradurga, Tumakuru, Chikkaballapur and Davanagere. 'Smart metres were first started in Bengaluru on a pilot basis. Now it is being expanded across the state in a phased manner,' said BESCOM Managing Director Shivashankar N. An energy department official explained that though the companies involved in the tendering process have been different, all efforts are being made to ensure that the rates of the smart metres are more or less on par. This will be done to ensure there are no discrepancies and further questions or allegations. The implementation of smart meters in urban areas under the jurisdiction of BESCOM, including Bengaluru city, had started on February 15, 2025.
