DDA renovates and reopens historic Roshanara club in Delhi

New Delhi: Delhi Development Authority resumed operations at Roshanara Club in north Delhi after completing renovations that include modernised sports facilities, guest rooms and food services. DDA had taken over the club in 2023 after the lieutenant governor visited the club on Jan 12 that year and found it poorly managed. The revamped heritage club will be unveiled by LG VK Saxena on July 27. The refurbishment encompassed upgrades to the squash and badminton courts, swimming pool and various sections of the clubhouse building. "DDA completed the overhaul of the electrical infrastructure, while the air-conditioning system was enhanced with new units, and all ducting and wiring were properly concealed. The damaged fittings, switches, and light fixtures were replaced while keeping in mind the heritage character of the building. The civil works also involved anti-termite treatment, waterproofing, marble polishing, wooden flooring repairs, and renovations to sanitary facilities. These works will improve the aesthetics of the place and give long life to the structure," said a DDA official. It is named after Begum Roshanara, the daughter of Mughal emperor Shah Jahan, who was buried in the adjacent Roshanara Bagh. The club has served as a lush retreat for its members for over 90 years. It is also considered the birthplace of the Board of Control for Cricket in India and to this date, offers a wide range of sports activities, including tennis (on synthetic and clay courts), basketball, table tennis, cricket, swimming, badminton, squash, futsal and yoga. These activities continued to take place even after DDA took over the club and began the revamp of the entire facility. The 22-acre property became entangled in legal proceedings after the authorities sealed it in 2023. According to DDA, the club's administration continued operations despite the expiry of the land lease. However, the former club management maintained that the sealing was carried out despite a stay order from Delhi High Court. "Noticing the century-old club in a state of sheer neglect and dilapidation with poor maintenance, LG directed DDA to take back the management of the club from the private entity that was running the institution," explained a DDA official. Saxena emphasised the need for immediate restoration and renovation of Roshanara Club to restore its glorious heritage and bring back the charm of a bygone era. " With the restoration work of the clubhouse completed, members can enjoys its sprawling lawns, vintage architecture, and sports activities," added another official.

DDA reduces amalgamation charges for commercial properties, to boost real estate in the capital

The Delhi Development Authority has decided to reduce the amalgamation charges for commercial properties from the present 10% of the circle rate to just 1%, a decision which will unlock the real estate potential of Delhi. Additionally, the authority has reduced the multiplication factor for auction of commercial properties from the present rate of twice the circle rate to 1.5 times the circle rate. This will also catalyse greater investment and participation of real estate developers in commercial development in the city. The decision will incentivize real estate developers to develop commercial areas to scale and promote investment and employment in the city. This was one of the key reasons for commercial developments migrating to neighbouring cities in the NCR like Noida and Gurugram, where the admissible amalgamation charges were far lower compared to Delhi. These decisions followed the recommendations of a high-level joint government- industry task force constituted by LG VK Saxena. The high amalgamation charges for commercial properties in Delhi were prohibitive and discouraged developers from consolidating plots and undertaking large scale projects. This, consequently led to under-utilization of prime commercial areas, delayed infrastructure development and missed opportunities for urban mobility and redevelopment. Similarly, the task force had observed that Delhi's circle rates are disproportionately high as compared to market rates in neighbouring cities and a high multiplication factor is restricting the opportunities available for investors, resulting in greater investments in other cities of NCR. This is the first time that DDA has taken on board industry views for deregulation and simplification of its policies. The authority also approved change of land use in various sectors of Narela to help in creating an education hub, development of Multi Sports Integrated Stadium and Sports Complex and overall development of the sub-city. In addition to this, the authority also approved discount on bulk purchase of unsold flats in Narela by government departments and Universities.

Drainage infra upgraded to prevent ITO waterlogging

New Delhi: To tackle the persistent issue of waterlogging and ensure smooth traffic flow in ITO, Public Works Department has undertaken significant civil work aimed at strengthening the stormwater drainage infrastructure. With an investment of approximately Rs 1 crore, PWD executed key drainage interventions to enhance the capacity and efficiency of the stormwater network feeding into the ITO pump house. Key works include the installation of 600mm diameter MS pipes—21 metres under IP flyover and 23 metres across to reach the ITO corner. In addition, 118 metres of 800mm-diameter MS pipe were laid using the trenchless method to minimise surface disruption. The construction also includes 38 metres of brick drain and 98 metres of RCC drain, totalling 136 metres of open drain infrastructure. These improvements are expected to facilitate faster and more effective stormwater inflow, significantly minimising the risk of surface flooding. Even light rainfall often results in severe waterlogging and traffic jams in the area. Verma said, "This year, PWD took up the challenge with full seriousness and implemented large-scale technical upgrades. The drains in the area were completely redesigned, new drainage lines were laid at several points, and the entire water disposal system was equipped with high-capacity pumps and a sensor-based automated control mechanism. " He added, "ITO will no longer represent waterlogging but stand as a model of sustainable solution."
