2nd phase of ‘Suthra Punjab Programme' launched
LAHORE: The Punjab government has launched the Suthra Punjab Program into the next phase of waste recycling in which landfill sites considered an environmental challenge will be converted into national assets. Under this initiative, Pakistan is expected to earn Rs 1 billion annually from the carbon credit of the Lakhodare waste dumping site located on the outskirts of the provincial capital; the carbon credit will be claimed under Article 6 of the Paris Accord. The Lakhodare site can produce 20 tons of biogas. The Punjab government also plans to build a recycling park on the outskirts of Lahore under this project. In this connection, Punjab Local Government Minister Zeeshan Rafiq chaired a meeting on Saturday to consider various options for waste recycling. Punjab Local Government Secretary Shakeel Ahmed Mian, Additional Secretary for Development Ahmer Kaifi and others attended the meeting. On this occasion, Lahore Waste Management Company (LWMC) CEO Babar Sahib Din briefed the meeting on various options for waste recycling. While addressing the meeting, the Minister said that a plan to generate energy from offal is under consideration; 1000 tonnes of energy can be generated from offal in Lahore alone. He directed the concerned officials to hold a road show in Lahore or Islamabad to promote the waste-to-energy projects, saying foreign diplomats would be invited to the road show. 'It will also be held abroad to attract investors,' he said, adding that the waste will be utilised in other cities after Lahore under this programme. On this occasion, Punjab Secretary Local Government Shakeel Ahmed Mian directed the LWMC CEO to make a comprehensive presentation for the Chief Minister. He said that waste is being made usable all over the world because recycling is the solution to the environmental damage caused by waste. Babar Sahib Din said that a 50 MW power plant project is also under consideration with the cooperation of the Punjab Energy Department. 'A large amount of waste is collected in Lahore every day under the Clean Punjab, and many domestic and foreign companies have shown interest in recycling waste,' he added. Garbage tax to be collected from July
The Punjab government will begin collecting 'garbage tax' from urban and rural areas across the province from July 1 under the 'Suthra Punjab' project. According to sources, the local bodies have started formulating their strategies to collect the service charges to ensure the project's success. The Punjab Cabinet Standing Committee on Finance and Development has already approved the tax collection plan. After coming into power, the provincial government had initiated the Suthra Punjab project to provide sanitation and waste management facilities with an initial budget of Rs200 billion. The local bodies and waste management companies purchased machinery and started door-to-door garbage collection in several districts, including Lahore. However, the facilities have not been fully provided to residents across Punjab due to delays in starting the work by local governments and waste management companies. Since the Punjab government had set a timeline for the project, with tax collection scheduled to begin from July, instructions have been issued to the local bodies and waste management companies to complete all arrangements for garbage tax recovery by July 1, for which work has begun. The new tax will be imposed on small and large businesses, as well as residential areas, both urban and rural, across Punjab. However, residents of all informal settlements in Lahore and other parts of the province will be exempt from the levy. For residential rural areas, monthly garbage tax of Rs200 will be collected from houses measuring two to five marla. For houses measuring 10 marla or more, the tax would be Rs400. Small businesses of rural areas will be taxed Rs300, medium-sized businesses Rs700 and large enterprises, factories and industries Rs1,000 per month. The rate is higher for urban areas, where a house measuring up to 5 marla would be taxed Rs300 and houses measuring five to 10 marla Rs500 per month. Houses measuring 10 marla to one kanal would be taxed Rs1,000, one to two kanal Rs2,000, and larger residences Rs5,000 per month. In commercial areas across Punjab, a tax of Rs500 will be collected from shops. Medium-sized businesses will be charged Rs1,000, while factories, industries and large businesses will pay Rs3,000 per month. According to Local Government Secretary Mian Shakeel Ahmad, the garbage collection services are part of the Suthra Punjab project initiated on the instructions of Chief Minister Maryam Nawaz Sharif. Under the project, sanitation facilities have been provided to rural areas on the same lines as cities. Door-to-door garbage collection is also under way, and service charges will be collected from residents and commercial establishments across Punjab from July 1. All relevant authorities have been issued instructions in this regard, the official said. Lahore Waste Management Company (LWMC) Chief Executive Officer Sahibdin Babar said an excellent sanitation system had been launched in the division. Along with sanitation, door-to-door garbage collection is also under way, and the waste is being taken to dumping points. From July 1, the service charges will be collected from residents and commercial businesses for these facilities, he said, adding that the charges would be collected by the LWMC.

Sanitary workers demand additional salary

PHOTO: APP At least 11,687 workers of Rawalpindi Waste Management Company (RWMC) who collected 20,000 tons of garbage from 22 tehsils of Rawalpindi Division during the three days of Eidul Azha have demanded a full additional salary instead of accepting Rs 10,000 each as honoraria for their services like the last three years. The RWMC Labour Union (CBA) has demanded an additional salary instead of Rs10,000 as a reward for the company's employees in Rawalpindi in a letter addressed to Punjab Chief Minister. CBA Union President Raja Haroon Rasheed says that the workers have established an exemplary cleaning system for three days in the scorching heat, giving Rawalpindi an edge in this regard. The President of the CBA Union has said in a letter to the Chief Minister of Punjab that you have announced a reward of Rs10,000 to motivate the employees of the Waste Management Company.

Eid-ul-Azha: over 1.1m animals sold across Punjab
LAHORE: Over 1.1 million sacrificial animals were sold across 292 livestock markets in Punjab during Eid-ul-Adha whereas a total of 1.5 million animals were brought to markets throughout Punjab. Moreover, during an uninterrupted 72-hour sanitation operation, the Lahore Waste Management Company (LWMC) collected and safely disposed of 88,927 tons of animal waste in the Lahore Division. According to the Punjab Local Government Department on Monday, the figure relating to the sales of sacrificial animals involved all nine administrative divisions of the province, which highlights the thriving Eid animal trade. Lahore topped the list of divisions with the highest sales, recording the sale of 665,000 animals, which included 443,000 small animals (goats and sheep) and 222,000 large animals (cows and bulls). In Faisalabad, 112,000 animals were brought to market and 88,000 were sold. The Bahawalpur Division also displayed significant activity, with over 100,000 animals sold; in contrast, DG Khan had more modest sales figures, with 38,000 small animals and just 30,000 large animals sold. Moreover, Rawalpindi saw 84,000 animals brought into the markets, with 46,000 sold while Sahiwal recorded 47,000 animal sales and Sargodha impressively posted 94,000 animals sold. In Gujranwala, around 10,000 animals were bought and sold, and Multan experienced trade involving 16,000 animals. The Local Government Department noted that the livestock markets across the province remained largely organised, with improved facilities and management contributing to the smooth conduct of buying and selling activities. Meanwhile, Punjab Local Government Minister Zeeshan Rafiq remained active during the Eid holidays to monitor the Eid Grand Operation launched on Eid-ul-Azha. On the first day, he reviewed the areas of Lahore, Kasur, Pattoki and Okara districts, while on the second day, the provincial minister went to Faisalabad, Gojra and Toba Tek Singh. In Lahore, Local Government Minister Zeeshan Rafiq, Special Assistant Zeeshan Malik, Commissioner Lahore Zaid Bin Maqsood and Focal Person Suthra Punjab Asim Mehmood jointly visited the Safe City Authority and reviewed the monitoring of waste disposal with the help of Safe City cameras. Later, the Local Minister went to Laxmi Chowk and Mall Road awareness camps and checked the record of waste bags there. He also inspected the ongoing operation at the Baba Ground Dumping Site while visiting the suburbs of Shahi Qila and took feedback from the citizens. While talking to the media, the Minister said that the workers cleaning the roads and streets in the scorching heat are our heroes; ideal arrangements have been made for cleaning in the entire Punjab, including Lahore. 'About 130,000 staff were engaged in cleaning and they have broken their previous year's record of cleaning. There is a team in every city and every village and we will ensure that the set targets are achieved,' he added. On the second day of Eid, he visited Faisalabad city; on this occasion, Deputy Commissioner Faisalabad Nadeem Nasir and CEO of FWMC Rauf Ahmed gave a briefing. Rafiq reviewed the ongoing Grand Eid operation in different areas of Faisalabad and visited the control room and awareness camp at Chowk Ghanta Ghar. He expressed satisfaction with the overall cleanliness arrangements in Faisalabad. Meanwhile, the LWMC said that this Eid-ul-Adha, the Lahore Division witnessed exemplary cleanliness arrangements, breaking all previous records in waste management across the Division. It not only achieved unprecedented success in Lahore city but also set new benchmarks in Kasur, Sheikhupura, and Nankana Sahib. The comprehensive and uninterrupted 72-hour sanitation operation resulted in the environmentally safe disposal of 88,927 tons of animal waste, it added. Breaking down the figures, the LWMC successfully removed 54,888 tons of waste from Lahore, 15,543 tons from Sheikhupura, 12,066 tons from Kasur, and 6,430 tons from Nankana Sahib. 'These efforts surpassed all previous benchmarks, reflecting an exceptional level of preparedness and coordination. Throughout the three days of Eid, the Lahore Division addressed and resolved 20,268 complaints promptly,' the LWMC said. It averred that to prevent illegal dumping of waste into streams, drains, and canals Safe City and drone cameras monitored the situation continuously. The enforcement wing took actions that included the registration of 20 FIRs, seizure of three vehicles, and fines exceeding Rs 300,000. Moreover, for eco-friendly waste disposal, 2.4 million biodegradable bags were distributed throughout the Lahore Division. Moreover, the clean-up infrastructure included 651 service delivery camps, 254 temporary collection points, and 34 dumping sites. Eid-ul-Azha celebrated with religious fervour
LAHORE: Eid-ul-Azha, commemorating the supreme sacrifice of Hazrat Ibrahim (AS) and Hazrat Ismael (AS) was celebrated with religious zeal and fervour. The day dawned with special prayers in mosques for well-being of the Muslim Ummah and peace, progress and prosperity of the country. Eid congregations were held at mosques, Eidgahs and open places in all cities, towns and villages across the country. Ulema, in their Eid sermons, highlighted the significance and philosophy of great sacrifice offered by Hazrat Ibrahim (AS) and Hazrat Ismael (AS). After offering Eid prayers, the faithful offered sacrifice of animals to follow the Sunnah of Hazrat Ibrahim (AS). The process of sacrificing the animals continued on second and third days of Eid i.e. Sunday and Monday. After offering sacrifice of animals, the faithful distributed meat to their relatives and needy people. The faithful also visited graveyards to offer Fateha to their family members who left this world. The civic bodies in cities and towns have made special arrangements for disposal of offal and other solid waste during three days of Eid-ul-Azha and to ensure cleanliness. The Lahore Waste Management Company under Suthra Punjab made elaborate arrangements for cleanliness. The top management of LWMC remained in the field to ensure cleanliness arrangements.
