Cases filed against 265 property tax evaders in Nellore

Cases have been registered against 265 property tax evaders and summons issued against them, said Nellore Municipal Corporation (NMC) Commissioner Y.O. Nandan at a press conference in his chamber on Wednesday. He asked the accused to resolve the cases in National Lok Adalat to be held at Principal District and Sessions Court in Nellore on July 5. 'Not only property tax evaders, but building owners and developers who have taken up unauthorised constructions and additional floors in violation of permits, must take advantage of this opportunity provided by the courts through National Lok Adalat and pay the dues, along with the penalty fee to get the cases dismissed,' he said. The Commissioner informed that payments can be made at the NMC Tax Collection Centre which will be set up on July 5 on the premises of the Principal District and Sessions Court. He further warned that the courts may impose imprisonment of up to three years for those who fail to pay the arrears, including the penalty fee. As per the orders of the Supreme Court, the National Lok Adalat will be held every three months, and a Lok Adalat will be held every Saturday in the Principal District and Sessions Court under the auspices of the District Legal Services Authority (DLSA). Mr. Nandan informed that legal action will be taken through the DLSA to recover taxes from the defaulters with huge amounts.

Lok Adalat will be held in all seven taluks in Mandya district on July 12, and will be organised by the Karnataka State Legal Services Authority. Senior Civil Judge and member-secretary of the Mandya district Legal Services Authority Anand M. said in a statement that preliminary meetings were being held in all the taluks to settle disputes on July 12, which is the second Lok Adalat of the year. Efforts will be made to resolve civil disputes, including property disputes, division suits, money recovery cases, suits filed under Specific Relief Act, Motor Vehicle Cases, MMRD cases, alimony cases, marriage reconciliation cases, check bounce cases, and other criminal cases that can be reconciled through the Lok Adalat, the statement said. In addition to cases pending in the courts, the Lok Adalat can settle pre-litigation cases like bank recovery cases, disputes pertaining to electricity and water charges, labour disputes, etc. There will be no need to pay the court fees for cases that can be resolved through a lawyer or by personally visiting the authority, Mr. Anand said in a statement. He urged the public and parties involved in disputes to make use of the Lok Adalat to resolve their cases.

Eluru District Judge S. Sridevi on Wednesday (July 2) said that National Lok Adalat sessions would be organised across all courts in the erstwhile West Godavari district on July 5. Speaking at a press meet at the District Legal Services Authority hall on the court premises, the Judge urged litigants to use the Lok Adalat system for the speedy resolution of compoundable cases. Ms. Sridevi recalled that the first National Lok Adalat of this year was held on March 8, where over 5,000 civil and criminal cases were resolved amicably. For the upcoming session, 4,633 compoundable cases have already been identified — including 1,891 criminal cases, 2,501 civil cases and 241 other cases. She emphasised that, unlike traditional court rulings, where one party wins and the other loses, settlements reached through Lok Adalat lead to mutual satisfaction for both parties. 'People leave the courtroom smiling when disputes are settled amicably,' she remarked. District Legal Services Authority secretary K. Ratna Prasad said 34 Benches have been constituted to conduct the Lok Adalat sessions, adding that this would be the second National Lok Adalat of the year, following the one held in March. Mr. Ratna mentioned that litigants unable to appear in person due to distance can settle their disputes online, making the process even more accessible. Eluru Bar Association president Kone Seetharam and others were present during the press interaction.

Puttaparthi: District Superintendent of Police V Ratna directed the officials to enhance crime prevention in Sri Sathya Sai district using advanced technology and strict night patrolling, with a focus on curbing crimes against women. During a crime review meeting at the police conference hall here on Saturday, she interacted with DSPs, CIs and SIs from Puttaparthi, Kadiri, Hindupur, and Penukonda to address pending cases and expedite resolutions. SP Ratna reviewed case backlogs, urging officers to reduce delays, particularly in priority cases, and inquired about arrests. She examined grave and non-grave crimes, SC/ST cases, POCSO cases, political cases, and Lok Adalat matters. To curb crime, she ordered field visits, night halts, open drinking patrols, and rural inspections, alongside fingerprint collection from suspicious individuals for cross-verification. She emphasised identifying troublemakers and rowdy-sheeters, installing CCTV cameras in key areas, recovering stolen property, and reducing thefts. She stressed swift reporting in POCSO cases, early resolution of Lok Adalat cases, and ensuring compensation for SC/ST victims. She also prioritized reducing road accidents and missing persons cases. Concluding, SP Ratna urged officers to maintain law and order and enhance the police department's reputation. She presented commendation certificates to high-performing officers. The meeting included DSPs Vijay Kumar, Shivanna Rayana, KV Mahesh, Narasingappa, and other staff.

Bengaluru: Karnataka high court has proposed a robust integrated IT framework for the registrar of births and deaths, aimed at preventing manipulation of death records for fraudulent property claims. Justice Suraj Govindaraj, in a recent order, directed that the system must interface seamlessly with revenue department and sub-registrar's databases to automatically fetch property details when a death-related application is filed. He instructed principal secretaries of e-governance, revenue and urban development departments to develop a comprehensive implementation plan for the IT system within six weeks. The aim, the court said, is to establish a transparent and foolproof digital mechanism that prevents misuse of death certificates in property-related disputes. The court underscored that the new system should not only fetch land and asset records of the deceased but also cross-reference hospital death data and identity documents like PAN, Aadhaar and voter ID cards to reinforce authenticity. In 2013, Mahadevaiah claiming to be Honnamma's grandson approached Lok Adalat seeking a death certificate stating she had passed away on June 15, 1975, four years before the sale took place. Following the Lok Adalat's order, the deputy tahsildar issued the death certificate in Jan 2014. Suspecting foul play, Siddalingaiah challenged it. After his death, his legal heirs continued the legal battle, arguing that Honnamma passed away in 1985 — well after the land transaction. Justice Govindaraj found several procedural lapses in the case, observing that only the deputy tahsildar had been made a party to Mahadevaiah's application and that the official remained absent during proceedings. More importantly, the court clarified that Lok Adalat cannot issue directions in the nature of judicial orders without proper adjudication and must limit itself to recording settlement terms between all affected parties. "Any matter referred to the Lok Adalat must involve the consent of all parties and undergo due verification by the magistrate concerned," the judge said. Quashing the death certificate issued in 2014, the high court remitted the matter to the appropriate court in Tumakuru for fresh proceedings, ensuring that Siddalingaiah's family members are included in the deliberations. In a wider directive, the court laid down stringent requirements for processing delayed applications under Section 13 of Registration of Births and Deaths Act, 1969. Applicants must state the reason for the delay, purpose of the application and provide comprehensive information on the deceased's properties, transactions and all legal heirs. Wherever possible, a medical certificate indicating the date, time and cause of death must also be furnished, it said.
